Difficulty in registration activities

On the afternoon of June 7, the National Assembly held a question-and-answer session with Minister of Transport Nguyen Van Thang. This was the first time Minister Nguyen Van Thang answered questions before the National Assembly.

Participating in the questioning, delegate Dang Bich Ngoc ( Hoa Binh delegation) stated that in the past, many inspection centers have been closed, causing frustration and difficulties for people and businesses. Through contact with voters, many opinions suggested creating conditions to reopen these centers. The delegate asked the Minister to come up with solutions to soon implement this content.

In response, Minister Nguyen Van Thang said that the situation of inspection center officials being prosecuted and the center being closed until now has not been able to reopen mainly due to a lack of inspectors. According to statistics, inspection centers in many places have basically reopened, only Bac Kan and Hoa Binh provinces have not been able to reopen.

“I have worked directly with the Secretary and Director of the Department of Transport of Hoa Binh to see how to reopen it. We had to support the locality in training staff to operate the Inspection Center. It is expected that the Inspection Center will reopen soon in Hoa Binh,” said Mr. Thang.

Delegate Nguyen Truong Giang (Dak Nong delegation) argued that the Minister of Transport believes that the current inspection of motor vehicles is not a cause for concern. The Minister's answer is only partly correct, with some urgent solutions at present such as amending and issuing Circular 08, extending the inspection period for personal vehicles with less than 7 seats. This is only a temporary solution.

According to delegate Nguyen Truong Giang, 75% of the current growth centers are being implemented by non-state enterprises. When non-state enterprises invest, they must recover their capital. However, with the current financial mechanism, the delegate said that it is very difficult for these enterprises to maintain the inspection centers that they have requested permission to establish.

Therefore, in the coming time, delegates suggested that there should be innovation in the financial mechanism, creating conditions for non-state enterprises to implement, this is the solution that can ensure long-term sustainability. If we only extend and maintain the current financial mechanism, it will be very difficult for the inspection centers operated by non-state enterprises to exist as they are now.

Responding to the debate of delegate Nguyen Truong Giang, Mr. Thang shared: "The recent incidents in vehicle inspection activities are extremely serious, causing huge consequences. People and businesses have a hard time with vehicle inspection activities, "going back and forth" but still cannot get vehicle inspection".

Mr. Thang said that up to 600 leaders, civil servants, officials, and inspectors were prosecuted, and out of 281 inspection units, up to 106 inspection centers had to close.

Recently, the Ministry of Transport has closely coordinated with ministries and branches, especially the Ministry of Public Security, to focus on removing and restoring vehicle inspection activities to serve people and businesses.

Right from the beginning of his work, Mr. Thang said that he was very proactive in researching how to adjust the inspection regulations to be in line with international practices. Especially saving time and costs for the people.

The Ministry is implementing measures to restore vehicle inspection activities, and at the same time reviewing all vehicle inspection activities to ensure modern, transparent, and strict requirements.

The Ministry of Transport has issued Circular 02, which mentions exemption from first-time vehicle inspection and extension of inspection intervals to comply with regulations of countries in the region. “This will certainly reduce time and costs for people and businesses,” said Mr. Thang.

The Ministry also issued legal documents to regulate that when the inspection cycle is extended, it is not necessary to inspect the vehicle before issuing the inspection stamp. This has saved time for more than 1 million vehicles.

The head of the transport sector emphasized that there are still three things that need to be handled "so that vehicle inspection activities will definitely return to normal".

Accordingly, regarding the adjustment of financial mechanisms, the Ministry has coordinated with the Ministry of Finance to include in the draft Law on Prices the removal of inspection prices from the list of prices managed by the State, leaving the market to decide, ensuring income for inspectors as delegate Nguyen Truong Giang said.

The Ministry is also focusing on recruiting and training inspection staff to have enough staff to re-arrange all inspection centers, so that all inspection lines will return to normal operation when there are enough staff.

In addition, the Ministry also actively applies information technology to strictly control and minimize manual inspection. At the same time, it implements online registration and inspection, and payment by bank transfer.

"We do it like foreign countries, on the right day and time, the vehicle owner brings the vehicle, no need to bring the vehicle and wait in line anymore," Mr. Thang added.

The inspection human resources will be adequate.

Questioning the Minister of Transport, delegate Tran Thi Kim Nhung (Quang Ninh delegation) said that the recent shortage of vehicle inspection personnel is partly the responsibility of the Ministry of Transport.

“Is there a delay and lack of coordination with ministries and branches in avoiding the closure of inspection centers, causing disruption to people's lives?”, the delegate asked.

Responding to this issue, Mr. Thang said that the whole country only has about 2,000 inspectors, but the recent incident has caused a shortage of nearly 1/3. To recruit a inspector takes a lot of time, through many training steps, and following the correct procedures takes a whole year.

When the vehicle inspection violation occurred, the Ministry of Transport had to ask the Ministry of Public Security and the Ministry of National Defense to support forces, mobilize vehicle inspectors nationwide to stations that were in short supply, and invite newly retired vehicle inspectors to return. They had to work overtime, without days off, without Tet.

Currently, the Department of Registration has also recruited 350 inspectors. In the near future, the Ministry of Transport will submit to the Government to adjust Decree 139, the source of inspection personnel in the coming time will be sufficient.

"We commit that by the end of June and the beginning of July, the inspection centers will be operating normally," the Minister affirmed .
