- "Trusted Address" is one of the key activities of Project 8 "Implementing gender equality and solving some urgent issues for women and children" under the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase 1: 2021 - 2025. "Trusted Address" has partly helped victims of domestic violence, contributing to improving the quality of prevention, combat and response to gender-based violence in local communities.
“Trusted Address” is a place to support and help victims of domestic violence to seek temporary shelter in order to avoid health and life risks and minimize the consequences of domestic violence. “Trusted Address” is one of the activities under content 2 of Project 8 implemented by the Provincial Women's Union, aiming to build and replicate models of changing “thinking and working methods” to enhance women's economic empowerment and solve urgent problems of women and children. To date, the province has 116 “Trusted Addresses” with more than 1,000 people in charge. It is known that previously, there were more than 1,200 “Trusted Addresses” established by the Department of Culture, Sports and Tourism. On average, each ward, commune and town has at least 1 “Trusted Address” in the community with sufficient conditions for victims of violence to seek temporary shelter.
Each “Trusted Address” is established by 10 to 15 members who are prestigious people, representatives of associations and unions of communes and villages. These members are responsible for establishing a management board, organizing communication, introducing “Trusted Addresses” and organizing training courses to provide knowledge and skills on management and operation of “Trusted Addresses”. Currently, “Trusted Addresses” are located at commune police headquarters, commune health stations and village cultural houses to support victims of domestic violence to seek temporary shelter. At each “Trusted Address”, the Provincial Women’s Union supports 15 million VND to fully equip beds, blankets, mosquito nets, personal items, etc.
"Trusted Address" in Nhan Ly commune (Bac Thuy commune, old Chi Lang district) is one of 10 pilot models selected by the Provincial Women's Union to be established in 2023. Ms. Vi Thi Thom, Bac Thuy commune, a member of the commune's "Trusted Address" said: "Trusted Address" of the commune was established in April 2023. Since its establishment, members of "Trusted Address" have always tried to meet regularly at least once a month. The content of the meetings revolves around contributing ideas to improve the effectiveness of propaganda on preventing and combating domestic violence; gender equality... As a member of "Trusted Address", I also regularly propagate to relatives in the family, encouraging women not to succumb to acts of violence.
Or in Tri Le commune, in recent times, the Women's Union at all levels has always been proactive in improving the skills of its members in effectively operating and maintaining "Trusted Addresses". Ms. Be Thi Niem, President of the Women's Union of Tri Le commune, said: Currently, 21 "Trusted Addresses" have been established in the commune. In recent times, members of "Trusted Addresses" and the Women's Union have always focused on improving the effectiveness of propaganda in many forms such as: oral propaganda, propaganda on loudspeakers, posting information on preventing and combating domestic violence on social networking sites... In addition, promoting the role of men in preventing and combating domestic violence.
In order for the model to be effective, women's unions at all levels in the province have actively coordinated with relevant levels and sectors to organize training, improve operational capacity and foster organizational skills and maintain effective implementation of the model. For example: in the first 8 months of 2024, the whole province organized 84 communication campaigns, festivals, exchanges, competitions to eliminate backward customs, gender equality, build happy families..., attracting over 6,758 women's union members and people to participate; organized training courses to improve model operational capacity for nearly 1,000 delegates.
Since its operation, the "Trusted Addresses" have received and supported a number of specific cases. In 2024, the "Trusted Addresses" received advice and supported 5 women with family conflicts. In the first 6 months of 2025, at the "Trusted Address" in Luong Nang commune, old Van Quan district, a victim of domestic violence was received. This victim was supported and helped by members of the "Trusted Address" Management Board. At the same time, the organization has disseminated and analyzed to raise awareness of the Law on Prevention and Control of Domestic Violence for the perpetrator, and this subject has written a commitment not to re-offend.
Ms. Vu Thi Huyen Trang, Vice President of the Provincial Women's Union, said: "A reliable address" has attracted the cooperation and active participation of functional agencies, departments, branches, organizations and the entire community, prestigious people and families. Thereby contributing to improving propaganda and mobilization work, gradually preventing and combating domestic violence in the community, meeting the needs of people in general and women members in the area in particular.
It can be seen that "Trusted Address" has been promoting positive effects in preventing domestic violence and protecting women and children in Lang Son. For the model to be truly sustainable, there needs to be synchronous coordination and counterpart funding from the locality to maintain its operations. At the same time, it is necessary to continue promoting propaganda, raising awareness and skills for staff, members and people, so that "Trusted Address" can truly become a solid support for women and children.
