Ensure the system is smooth and safe
From July 1, 2025, the National Public Service Portal officially became the only "one-stop shop" serving people and businesses. To ensure the smooth and seamless handling of administrative procedures, from June 2025 to now, more than 7,000 VNPT engineers have been on duty day and night in 26/34 provinces and cities after the merger.
It is known that VNPT is taking the lead in deploying the administrative procedure settlement system, deploying and operating essential information systems for government and people's activities, such as the smart reporting system and the document connection axis. At each commune and ward, VNPT assigns at least 2 permanent engineers to directly guide and support grassroots officials during the period of closing the provincial and municipal public service portals and connecting to the national public service portal.
In addition, nearly 5,000 Viettel officers and employees have been mobilized to participate in deploying the operating system from the Central to 3,321 communes according to the 2-level connection model. Vietnam Post also mobilized more than 8,000 postal officers and employees to support receiving documents and returning administrative procedure results at the People's Committees at the commune level after adjusting administrative boundaries...

Online public service portal.
According to Mr. Pham Duc Long, Deputy Minister of Science and Technology , the Ministry requires digital technology enterprises and enterprises deploying information systems to arrange at least 2 people at the commune level to train civil servants to carry out administrative procedures for people and support civil servants to deploy systems and operate administrative management systems at all levels. The goal is to resolve administrative procedures for people, avoid delays, and ensure connectivity and smoothness.
The Ministry of Science and Technology also requested two postal enterprises, VNPost and Viettel Post, each to send one person to the communes to support the reception of documents when people come to apply online in these new communes. "Currently, we have more than 12,000 staff from digital technology enterprises participating in accompanying 3,219 communes to implement the conversion during the merger process," said Mr. Long.
At the conference to assess the implementation of the reorganization of the apparatus and administrative units and to summarize one month of operating the two-level local government model, Prime Minister Pham Minh Chinh assessed that after one month of operation, public administrative services have been maintained continuously without interruption.
The National Public Service Portal has met the requirement of 120,000 concurrent users since July 1, 2025, with the system recording the highest number of users reaching about 50,000 concurrent users (41.6% of capacity).
Inevitable problems
After one month of implementing the two-level local government, the administrative apparatus has initially operated stably and smoothly, basically meeting the requirements for handling procedures of people and businesses, but difficulties in technology infrastructure, data, and human resources still exist.
From the front line, Mr. Dang Quyet Thang, Vice Chairman of the People's Committee of Quang Oai Commune, Hanoi City, said that technical infrastructure, information technology, especially the quality of the Internet is still quite slow, which is a big obstacle for digital operations. The ability to connect, share, communicate, synchronize data or specialized procedures of ministries and branches... still have unavoidable problems in the early stages of operation, which need to be specifically evaluated and synthesized to find solutions to remove and improve.
According to Ms. Trinh Ngoc Tram, Vice Chairman of the People's Committee of Cua Nam Ward, Hanoi City, the pressure of handling a huge amount of work at the ward level requires staff to continue training, improve their qualifications, and be ready to face challenges.
From the perspective of the implementing unit, VNPT representative assessed that many communes still lack specialized staff, especially in the fields of public administration and information technology. Technology infrastructure still has many shortcomings, equipment is outdated, and transmission networks are unstable. Awareness of administrative reform and digital transformation in some places is not adequate, from both officials and people. These factors make communes confused in the process of implementing administrative modernization goals.
From an expert perspective, Mr. Nguyen Quang Dong, Director of the Institute for Policy Studies and Media Development (IPS), assessed that one of the reasons why online administrative procedures are not smooth is that the data system has not been built synchronously and comprehensively, leading to problems, making it impossible for people to carry out administrative procedures smoothly.
"We synchronize more than 2,000 administrative procedures, while in fact, there are less than 100 administrative procedures that generate online transactions and about 20 procedures that generate the largest number of records. We recommend that priority should be given to data building to serve about 20 such administrative procedures and should follow a roadmap, rather than spreading them out, which is both stressful and ineffective," Mr. Dong recommended.
According to Mr. Pham Duc Long, the Ministry of Science and Technology has inspected, surveyed, and recorded 25 groups of problems that need to be solved and clearly pointed out the responsibilities of each ministry, branch, and locality to promote the resolution of these problems. "In fact, the problems are not big, but in the transition process, we do not have enough time to do it," Mr. Long said.
In addition, Mr. Long pointed out some major problems such as many localities' infrastructure and facilities have not met the requirements for handling administrative procedures; the capacity, experience and skills of officials have not met the requirements; data of communes and localities are not synchronized and not interconnected./.
