Dien Bien solicits public opinion on the arrangement and streamlining of commune-level administrative units

NDO - On the afternoon of April 18, speaking with a reporter from Nhan Dan Newspaper, comrade Nguyen Tien Dat, Director of the Department of Home Affairs of Dien Bien province, said: To ensure the progress of collecting public opinions on the arrangement and reorganization of commune-level administrative units in the whole province, the People's Committee of Dien Bien province has set a deadline for collecting public opinions at each administrative level.

Specifically, the organization of public opinion collection is carried out in each relevant commune-level administrative unit; the deadline for the commune level to report the results of public opinion collection to the commune-level People's Council and the district-level People's Committee is before 11:00 a.m. on April 21.

The District People's Committee is responsible for directing and guiding the Commune People's Committee to collect public opinions in each village, hamlet, and residential group; synthesizing the results of collecting public opinions of commune-level administrative units to send to the District People's Council and report to the Provincial People's Committee (through the Department of Home Affairs before 11:00 a.m. on April 21).

The Department of Home Affairs of Dien Bien province is the agency assigned to synthesize the results of collecting public opinions at the district level, report to the Provincial People's Committee before 11:00 a.m. on April 22; advise the Provincial People's Committee to complete the project, send it to the People's Councils at the district and commune levels to organize a vote on the policy of rearranging and reorganizing commune-level administrative units in districts, towns and cities before 11:00 a.m. on April 23.

According to the draft plan to arrange commune-level administrative units announced by Dien Bien province and organized to collect public opinions, Dien Bien province plans to reduce from 129 communes, wards and towns to 45 commune-level administrative units (including 42 communes and 3 wards).

Thus, compared to the current number of commune-level administrative units, the planned construction plan will reduce 84 units (equivalent to a reduction of 65.1%).

Comrade Nguyen Tien Dat, Director of Dien Bien Department of Home Affairs, added that the development of a plan to arrange administrative units must ensure factors of natural conditions, traffic infrastructure, allocation and organization of economic spaces to maximize the potential and advantages of economic development of each locality, creating conditions for the communes to have conditions and space for development after the arrangement.

In addition, the arrangement of commune-level administrative units must also ensure requirements on national defense and security, build solid defense zones in key areas; preserve and promote historical, cultural and ethnic traditions of each locality; ensure that commune-level local governments are close to the people and serve the people best.

According to the proposed plan to merge communes, which was publicly solicited by the People's Committee of Dien Bien province, Muong Nhe district will have 5 communes after the arrangement; Nam Po district will have 5 communes; Muong Lay town will have 1 ward; Muong Cha district will have 5 communes; Tua Chua district will have 5 communes; Tuan Giao district will have 5 communes; Muong Ang district will have 4 communes; Dien Bien Phu city will have 1 commune and 2 wards; Dien Bien district will have 6 communes; Dien Bien Dong district will have 6 communes.
