On the morning of July 1, all 168 wards, communes, and special zones of Ho Chi Minh City officially entered the first day of operating the 2-level local government model, after streamlining the political system and reorganizing administrative units at all levels. Reporters of SGGP Newspaper in some wards in Ho Chi Minh City showed that places have quickly joined in.

At the Tan My Ward Public Administration Service Center, 16 officials, civil servants and non-professional workers have taken up their positions. In addition, the center also arranged for youth union members to guide people.
After 20 minutes of going to the center to complete the procedures to receive the elderly allowance, Ms. Duong Thi Hanh, 80 years old, left with satisfaction. Ms. Hanh said that right from the entrance, she was visited and guided by the youth union members. "They took me to the place and guided me to get a queue number," Ms. Hanh said. While waiting for the staff to resolve the matter, Ms. Hanh and some other elderly people were arranged in the reception room, with tea and snacks.

“Everything is very smooth and convenient, the space is friendly, the staff is enthusiastic, gentle and thoughtful. A very commendable new start, I hope the ward will maintain this order forever,” Ms. Hanh hopes.
Similarly, Mr. Huynh Van Thanh came to do the procedures for issuing a health insurance card and left with a satisfied smile and the belief that the ward's officials and civil servants will become more and more professional, and the place to receive citizens will become more and more modern.

Mr. Nguyen Doan Dang Quang, Deputy Director of Tan My Ward Administrative Service Center, said that the center focuses on building a space for thoughtful and attentive service; supporting the implementation of documents and providing free services for the poor, near-poor, and disadvantaged people.
Specifically, the center coordinates with the Vietnam Fatherland Front Committee and the ward's organizations to build a spacious and friendly space for people to come to do transactions, such as arranging an area to serve free drinks and snacks; an area to guide and support people to perform online public services; an area to support families with preferential policies, poor households and difficult cases. In particular, the ward also exempts administrative procedure fees for poor, near-poor and disadvantaged households.
"With the spirit of not refusing any administrative procedures requested by people and businesses, the center also closely coordinates with specialized departments and offices of the ward to send staff to directly support necessary cases," informed Mr. Nguyen Doan Dang Quang.

In Xuan Hoa ward, a team of cadres, civil servants, and non-professional workers were present early in the morning to prepare machinery and equipment to serve people and businesses. In front of the Public Administration Service Center, there is a smart kiosk, where people can scan their ID card, QR code, or operate on the screen to get a queue number and receive voice instructions.
When people come to contact the work, they are enthusiastically guided by the officers and civil servants of the Public Administration Service Center, from operating the kiosk to getting a queue number to handling procedures. Ms. Le Thi Tung, a resident of Xuan Hoa Ward, expressed her hope that the new administrative apparatus will be closer to the people and support them better. At the same time, she hopes that the Public Administration Service Centers will arrange officers to guide people in performing administrative procedures online.

Chairman of Xuan Hoa Ward People's Committee Nguyen Hung Hau said that in order to prepare for official operation, the ward has been actively preparing modern machinery and equipment, renovating facilities, especially the ward's Public Administration Service Center, which is spacious and clean, so that people can have the best experience when coming to contact for work. The software and data systems have been tested and operated effectively, ensuring no interruptions. The ward has arranged 14 officers and civil servants to work at the Public Administration Service Center and has organized training on receiving and handling administrative procedures for people continuously, quickly and effectively.
At the Thu Duc Ward Public Administration Service Center, people coming to do administrative procedures were surprised and delighted by the appearance of a robot serving people.
The robot with the words "Welcome", has a screen to take queue numbers, carries bottles of water, and runs around the area where people are waiting to do administrative procedures.


Mr. Le Thuong Duy Lap, Vice Chairman of the People's Committee and Director of the Thu Duc Ward Public Administration Service Center, said that the ward has arranged 2 robots, which are initially installed to welcome and offer drinks to people; support and guide people to get a queue number; support and guide people to the correct department to carry out procedures.
