As Thanh Nien Newspaper informed, on May 5, 2025, Mr. PHĐ submitted a petition to the leaders of the Hanoi Department of Education and Training and the Hanoi Department of Culture, Sports and Tourism, regarding the results of the Hanoi student swimming competition for the 2024-2025 school year, age group 14-15, held on April 24, 25 and 26, 2025 at the Hoang Mai Four Seasons swimming pool.
Also in the above petition, parent PHĐ claimed that the Organizing Committee and the referee of the Hanoi student swimming tournament changed the results of the final round of the 50m freestyle event for men aged 14-15, pushing his son (grandson P.Đ.N) from finishing in 2nd place to 3rd place overall. Mr. PHĐ added that previously on April 25, 2025, the Organizing Committee at a meeting with representatives of Hoang Mai district defended the announced results without allowing representatives of Hoang Mai district to review the evidence to prove their decision.

What did the Department respond to after the parents' petition about swimming results?
On June 12, the Hanoi Department of Education and Training issued a document responding to Mr. PHĐ's petition. The document of the Hanoi Department of Education and Training stated: "The Hanoi Department of Education and Training has coordinated with the Hanoi Department of Culture and Sports and professional agencies to check and verify the information. On June 10, 2025, the Hanoi Department of Culture and Sports issued document No. 2348/SVHTT-QLTDTT responding to the inspection and verification of the results of the 50m freestyle final for men aged 14-15 as follows:
1. Pursuant to Decision No. 497/QD-SGD DT dated May 23, 2025 of the Department of Education and Training on promulgating the regulations of the Hanoi City high school sports tournament for the 2024-2025 school year, Article 12, Clause 2 stipulates that "Complaints about expertise, techniques, and laws shall be decided and resolved by the Arbitration Board before the end of the competition. All individuals and related units must comply with the decisions of the competition's arbitration board regarding complaints.
2. During the organization of the tournament, the referee teams followed the regulations set forth by the tournament organizers.
3. Based on the minutes of the meeting dated April 25, 2025 on the appeal of the athlete's performance and the minutes of the camera review of the Organizing Committee for the 50m freestyle event for men aged 14-15. The conclusion of the referee panel and the Organizing Committee maintains the results provided by the referee team.
Based on the response from the Department of Culture, Sports and Tourism regarding professional matters, the Department of Education and Training announced that the competition results of student P.D.N, men's 50 meter freestyle, age group 14-15, are in accordance with regulations.
Parents: Organizing Committee violated regulations
After the written response from the competent authorities, the parents of the PHĐ shared with Thanh Nien and cited: "According to the regulations of the World Swimming Federation (FINA), now World Aquatics, the results of the competition that have been officially announced can be changed in case of valid complaints or technical errors, for example, errors in the electronic timing system, or mistakes in determining the first, second, and third place winners."
In addition, Mr. PHĐ also said that the competition's Organizing Committee did not follow the regulations on placing cameras to serve the purpose of checking the final results. Mr. Đ. continued to cite the law: "In professional swimming competitions, the use of surveillance cameras at the finish line is an important part of ensuring accuracy and fairness in determining results. The main regulations and standards related to the placement and use of cameras at the finish line in swimming are issued by World Aquatics (formerly FINA).
The purpose of the finish line surveillance camera: to accurately determine the finishing position when athletes have very close times, to support the referee and the electronic system in case of incidents or disputes, and to be the basis for recording world/national records if necessary. Location and placement of the camera: The camera must be installed at the finish line, perpendicular to the water surface and parallel to the finish line to avoid viewing angle errors, the camera height must be suitable to clearly record the athlete's face and hands touching the wall, multiple cameras can be used from different angles (front, side) to ensure accurate observation".
Specifically, Mr. PHĐ emphasized: "The Organizing Committee's camera was positioned in the wrong position according to regulations, a meter (before the finish line)". Mr. D. also provided images to prove his statement. Mr. PHĐ also shared: "That day, the Organizing Committee did not post the results of any event. And when the competition was over, at the end of the day, when parents asked, they posted the results. So that means the Organizing Committee did not follow the regulations, so why did they force parents to obey the results?"
Mr. D. added: "Regarding my family's case, in the minutes of the meeting with the two departments, I requested that they respond and clarify the technical issues, and return fair results to my family before the Hanoi student sports delegation competed in Hue on June 7. But until now, when the tournament has finished, they have only responded."
