Towards the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the People's Committee of Dien Bien province has developed and issued a plan to organize large-scale, solemn and practical commemorative activities, associated with a vibrant competitive atmosphere and a spirit of patriotism spreading widely among all classes of people.

Many key programs, profound meaning
At the conference, Vice Chairman of the Provincial People's Committee Vu A Bang informed about the organization of commemorative activities to widely propagate the historical significance of the August Revolution and National Day September 2, affirming the great contributions of the Party, President Ho Chi Minh and generations of fathers and brothers who sacrificed for the independence and freedom of the nation. This is also an opportunity for the whole province to express deep gratitude to the heroic martyrs and those who contributed to the revolution. At the same time, it creates an atmosphere of excitement, trust and solidarity in the entire political system and the people, towards the Party Congresses at all levels for the 2025-2030 term and the 14th National Party Congress.
The activities are organized from July to the end of September 2025, with diverse forms and rich content, spreading to all localities, especially remote, isolated and border areas.
The highlight of the series of activities is the Incense Offering Ceremony at the Dien Bien Phu Battlefield Martyrs Temple taking place at 3:00 p.m. on August 29, 2025 with the participation of Central leaders, ministries, branches, provincial leaders and delegations attending the Festival "Quintessence of the Northwest - Dien Bien 2025".
Next are special cultural and artistic programs, such as cultural exchanges at the Dien Bien Phu Victory Monument ceremony ground (evening of August 17); mobile performances serving grassroots in communes and wards with content praising the Party, Uncle Ho, patriotism and aspirations for national development.
Exhibitions of books and historical documents at the Provincial Library and the Cinema Culture Center were also held in parallel throughout August and September, along with film screenings for the people with themes focused on history and revolutionary traditions.
In particular, the Festival “Quintessence of the Northwest – Dien Bien 2025” will take place from August 29 to 31 in Dien Bien Phu ward with a series of activities: Exhibition of Northwest ethnic cultures, street festivals, regional culinary spaces, introduction of OCOP products, art exchange programs, tourism promotion, etc. This is expected to be an important highlight of the anniversary, attracting a large number of domestic and international tourists.
In parallel, the province will also organize a mass sports tournament on September 2 with many folk competitions such as pa pao, tug of war, pounding rice cake...; activities to promote local tourism and culinary products at the Victory Monument area.
In addition, Dien Bien also participated in the National Socio-Economic Achievements Exhibition held at the National Exhibition Center, Co Loa - Hanoi from August 28 to September 5 with the theme "Dien Bien - Accompanying in construction, striving for development".

Proactive, coordinated, spread to each facility
The Provincial People's Committee assigned departments, branches and localities to proactively organize activities suitable to actual conditions; focus on bringing cultural and artistic programs to remote areas, ensuring that people can directly participate and enjoy.
Propaganda work in the press, social networks, grassroots information systems, etc. is deployed synchronously and in diverse forms, increasing positive information and refuting false arguments and distortions of historical values.
The Department of Culture, Sports and Tourism is the presiding agency, coordinating with units to ensure conditions for festival organization, security and order, celebrations and communications.
At the press conference and press briefing in July 2025, the Department of Agriculture and Environment of Dien Bien province also clarified the reflection on coke smelting activities in Nua Ngam commune, Dien Bien district.
Implementing the direction of the People's Committee of Dien Bien province and the request of the Provincial Party Committee's Propaganda and Mass Mobilization Committee, the Department of Agriculture and Environment of Dien Bien province chaired the inspection and verification of the operation of the Coke Plant of Viet Trung Mineral Joint Stock Company in Nua Ngam commune.
Through the actual inspection on June 6, 2025, the working group noted that the factory is in the trial operation phase in accordance with Environmental License No. 839/GPMT-UBND dated April 26, 2025. At the time of inspection, only 2/8 furnaces were operating with the exhaust gas collection and treatment system operating normally.
Regarding environmental treatment, the factory has invested in a system to collect exhaust gas through a gas channel, treat it with a NaOH chemical absorption tower, and then discharge the gas through a 36m high chimney. Domestic wastewater and rainwater are treated through septic tanks and settling pits according to standards. Solid waste is classified, hazardous waste is temporarily stored according to regulations. Currently, the factory has temporarily stopped operating since June 20, 2025 due to heavy rain and lack of raw materials. The company has committed to notify the authorities and conduct environmental monitoring according to regulations when it resumes operations.
The Department of Agriculture and Environment will continue to closely monitor and inspect the plant when it resumes operation. If the monitoring results meet the standards, the unit will consider allowing official operation. If not, the company will be forced to adjust and upgrade the exhaust gas treatment facility to ensure environmental safety.
In August 2025, Dien Bien will focus on promoting key political events celebrating the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and National Day September 2, in conjunction with a series of cultural, sports, tourism events, investment promotion conferences and the Festival "Quintessence of the Northwest - Dien Bien 2025". Orienting public opinion, promptly combating and refuting bad and toxic information, wrong and distorted views on social networks and cyberspace; raising vigilance in protecting the Party's ideological foundation.
Along with that, the Propaganda Department requested press agencies to closely coordinate with departments, branches and localities to exploit official information, ensuring orientation, timeliness, vividness, and serving well the political tasks of the province during the peak period.
