100% target completion
Speaking to the Government Electronic Newspaper, a representative of the Department of Construction of Dien Bien province said that the whole province has 7,970 temporary, dilapidated houses in need of support for renovation and new construction. After the review and update process, the province proposed to adjust down about 605 houses, mainly because people have received support from other programs or moved elsewhere or have lost their homes. The total number of houses in need of support after adjustment is 7,365.
Up to now, Dien Bien has achieved 100% of the plan, of which 6,232 houses have been completed (accounting for 83.18%, including 5,224 new houses, 1,008 houses repaired) and 1,133 houses are under construction.
Regarding capital, the total disbursed amount reached VND 274,543 billion out of the total VND 402,270 billion, equivalent to 67.65%, of which the central budget was VND 223,742 billion, the local budget was VND 35,399 billion and the socialized source was VND 15,402 billion.
Ethnic minority areas in Dien Bien province have had many positive changes, people's lives are increasingly improved.
Special attention to disadvantaged groups
In recent times, Dien Bien has paid special attention to people with meritorious services to the revolution and relatives of martyrs. Specifically, 169 households with meritorious services have been included in the housing support project in 2025, with a total budget of more than 6.78 billion VND. As of July 25, 2025, the province has completed 100% of the plan.
Another key target group is poor and near-poor households in the National Target Program for Sustainable Poverty Reduction. After review, the province has 1,835 households in need of support. After adjustment, more than 500 households were reduced because they had escaped poverty or were no longer eligible, the remaining number was 1,329. The province has implemented 100%, with 1,002 completed houses and 327 under construction. Disbursed capital reached 40/77.71 billion VND.
In particular, within the framework of the National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas, Dien Bien has completed 523 houses, disbursing 100% of the total capital of more than 23 billion VND.
For the program "Joining hands to eliminate temporary and dilapidated houses", the whole province has 5,443 poor and near-poor households eligible for support. After reviewing and updating, the adjusted number is 5,358 households. Currently, 4,552 houses have completed new construction and repairs, while 806 houses are under construction. The total disbursed capital reached 205,411 billion VND.
Putting policy into practice
Sharing about the implementation process of housing support policies for the poor, a representative of the Department of Construction of Dien Bien province emphasized: "To ensure transparency, accuracy and avoid missing subjects, the province has issued specific and easy-to-understand instructions, and at the same time clearly decentralizes the review role for each level of government. In particular, the commune level - the place closest to the people - is assigned the task of cross-checking and carefully reviewing each case. This approach helps the implementation process take place methodically, on schedule, to the right subjects and with the right humane goals".
However, the implementation process encountered many difficulties. The number of temporary houses is still large, while financial resources mainly depend on the central budget and socialized sources. In particular, the rugged terrain, scattered population and the custom of building traditional wooden houses near water sources make the construction of solid houses according to the model encounter many obstacles.
Faced with that reality, the province has strengthened mass mobilization work, focusing on ethnic minority youth and local commune officials - forces with a voice in the community to spread awareness about safe housing, disaster prevention and environmental protection.

Another highlight is the program, which is a collaboration between Dien Bien Provincial Youth Union and the Department of Construction, starting in February 2025. Through the transfer of technology for producing unburnt bricks (from soil and cement), the program has opened up a new direction in building sustainable and economical housing in the highlands.
Specifically, the Department of Construction coordinated with the People's Committee of Muong Cha district to support each household with materials worth more than 25 million VND, including red bricks for the foundation, unburnt bricks for the walls and corrugated iron roofs. People contributed an additional 40 million VND to complete the house. Thereby, the new houses are not only sturdy, suitable for the climate and terrain, but also bring peace of mind and hope to many poor households - who for the first time after many years of living in temporary houses, own a real home, where their children can study and grow up in peace.

Leave no one behind
With a huge amount of work and many difficulties specific to the highlands, but with strong direction, smooth coordination and the spirit of "joining hands for the poor", Dien Bien is showing that they are fully capable and determined to reach the finish line on time as required by the Prime Minister .
More than a political mission, this is a deeply humane program, contributing to ensuring social security, improving the quality of life and arousing confidence and pride in every person in the Northwest highlands.
"New houses not only provide shelter from the rain and sun, but are also the source of the desire for change," the representative of the Department of Construction shared emotionally. And it is true that from new roofs, many new lives are starting.
From July 26 to August 2, 2025, due to the impact of prolonged heavy rain, many areas in Dien Bien province experienced serious flash floods and landslides, causing heavy damage to people and property, disrupting people's lives.
In that situation, on August 8, Dien Bien province coordinated with Military Region 2 to organize a groundbreaking ceremony to build and repair houses for households affected by natural disasters. It is expected that more than 300 houses will be built with funding from the Central Committee of the Vietnam Fatherland Front, with the goal of completion before September 30, 2025, in accordance with the direction of the Prime Minister.
