Remove all obstacles, be more determined in developing social housing

On the morning of August 16, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a conference to review the implementation of social housing development targets in the first 7 months of 2025 and the implementation plan for the last 5 months of 2025.

Also attending was Deputy Prime Minister Tran Hong Ha. The conference was broadcast live to the People's Committees of provinces and centrally run cities.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized that this conference sets out key tasks and solutions to strive to complete the social housing development plan by 2025.

The Prime Minister stated that the country's rapid and sustainable development has an important and consistent content, which is not to sacrifice social progress and equity, social security and the environment to pursue mere economic growth. The problem is how we should do it.

Looking back from the beginning of the term until now, many things would be very difficult to do without this perspective, for example, implementing social security work during the Covid-19 pandemic; related to climate change such as landslides, subsidence, drought, floods, inundation, overcoming the consequences of storms... Therefore, the issues of social security and social justice have received great attention and strong direction from the Party and State and are being implemented very well in practice. Thanks to that, Vietnam has completed many of the United Nations Millennium Development Goals (MDGs) very early.

The Prime Minister emphasized that social housing is a major issue, and that “only with a stable home can one have a successful career”. We have proposed to eliminate temporary and dilapidated houses for people with revolutionary contributions, which was completed on July 27; and to eliminate temporary and dilapidated houses nationwide before August 31, 2025.

These are programs of profound human significance, not only a responsibility and obligation but also a command of the heart, "national love, compatriotism". Under the leadership of the Party, the participation of the political system, the support of the people and businesses, the campaign to eliminate temporary and dilapidated houses is expected to be completed 5 years earlier. The question is whether we dare to do it, are determined to do it or not.

Regarding social housing, the Prime Minister stated that investing in social housing development is investing in development, contributing to the rapid and sustainable development of the country, with many meanings: this is the humane policy of the Party and the State; social security, progress and justice are guaranteed; people, the identified subjects are truly beneficiaries; human rights and civil rights are guaranteed, including the right to live and the right to housing; support for the weak, disadvantaged and young people; a driving force for development because if society develops, it will also create jobs, livelihoods, contributing to economic growth; satisfaction with the responsibility to the community, bringing a warm and loving home to each person in difficulty.

The social housing development project has determined that from now until 2030, the goal is to build 1 million social houses for low-income people and industrial park workers; add more subjects in the process of arranging and merging administrative boundaries, implementing a 2-level government; and add purchase and hire-purchase policies.


The goal is big, the implementation is still difficult, but the more we do, the more experience we gain, the more mature we become; perfecting the institutions and work processes, especially with high determination, great effort, and drastic action. We have set a target of 100,000 social housing units by 2025, so we must be determined to do it, review and evaluate the work done since the beginning of the year; during the process, we must work and perfect the institutions, and resolve any problems.

The Prime Minister has issued a decision to assign targets for completing social housing development to localities in 2025 and the following years until 2030 to achieve and exceed the target of 1 million social housing apartments; adjust and supplement social housing development targets to socio-economic development targets as a basis for leadership and direction. The Government,

The Prime Minister has issued many Resolutions, Directives, Decisions, and related Telegrams, organized two national conferences on social housing development, and proposed many specific and drastic solutions and tasks to remove difficulties and promote social housing development. The Party's policy is already in place, so we must concretize the policy into reality.

To remove institutional difficulties and bottlenecks, promote social housing development, and complete the Project to develop 1 million social housing units in the 2021-2030 period, the Government has submitted to the National Assembly Resolution No. 201/2025/QH15 on a number of specific mechanisms and policies for social housing development; at the same time, it issued Resolution 192/NQ-CP of the Government on implementing Resolution 201 of the National Assembly with very breakthrough policies on land, investment, and simplification of administrative procedures related to social housing development in the spirit of "learning from experience as we go".

The Prime Minister said that currently, the country has 692 social housing projects being implemented with a scale of 633,559 units, of which 146 projects have been completed with 103,717 units; 144 projects have been started, built, and are being implemented with a scale of 127,261 units; 402 projects have been approved for investment with a scale of 402,581 units. These are very impressive figures.

We must review the past 7 months to see what has been done well, what has not been done well, what lessons have been learned, what difficulties and problems remain, which level must be resolved with the spirit of "clear people, clear work, clear responsibilities, clear progress, clear results, clear authority"; ensure that this is done seriously, must invest efforts in leadership and direction, requiring utmost synchronization and professionalism; have local Party committees and authorities really taken action to resolutely implement the goal of developing social housing? What are the difficulties and problems that need to be resolved? Review and count what ministries, branches, localities, and the entire political system have done, what lessons have been learned? The tasks and solutions from now until the end of 2025 are to strive to complete the target of 100,000 social housing units, which is a very difficult target in the context of having to carry out many tasks.

With a frank, serious and open-minded spirit, the Prime Minister requested serious discussion to adjust and draw lessons learned during the implementation process. We need to put ourselves in the shoes of those who do not have a house to handle the work quickly with all responsibilities, obligations, hearts, feelings, "national love, compatriot love".

The Prime Minister said that if localities, ministries and sectors actively participate, the work will be implemented quickly; if ministries, sectors and localities do not really participate, the work will take a long time to implement. The Prime Minister also noted that this process must fight corruption, negativity, and policy profiteering....

The Prime Minister also noted that localities need to replicate some typical examples of synchronous social housing development, with complete technical infrastructure and social infrastructure. At the same time, he stated that Hanoi and Ho Chi Minh City also need to actively develop social housing; have policies to develop social housing for the armed forces; and promote the strength of the entire political system.

* The Ministry of Construction said that the Prime Minister chaired two direct and online conferences nationwide on removing difficulties and promoting the development of social housing; the Government and the Prime Minister also issued three Resolutions and three directives with many specific and drastic solutions and tasks to remove difficulties and obstacles to focus on quickly and effectively implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030".


The Minister of Construction issued Official Dispatch No. 19/CD-BXD dated May 25, 2025 to the Chairmen of the People's Committees of provinces and centrally run cities to urge the implementation of investment in the construction of social housing.

At the same time, the Ministry organized 29 working groups to inspect and urge the completion of social housing development targets in localities, promptly removing difficulties and obstacles in the implementation of social housing development.

Regarding the results of social housing development, the Ministry of Construction said that the results of the implementation of the Project of 1 million social housing apartments: up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 apartments, of which: 146 projects have been completed, with a scale of 103,717 apartments; 144 projects have started construction and are being implemented with a scale of 127,261 apartments; 402 projects have been approved for investment policy, with a scale of 402,581 apartments.

Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project (investment in construction of about 1,062,200 units).

Results of the implementation of the target of completing social housing in the first 7 months of 2025, Accordingly, the implementation results in localities: through actual inspection and synthesis of reports from localities, in the first 7 months of 2025, the whole country has completed 36,962/100,275 units (reaching 37%), it is expected that by the end of 2025, an additional 36,700 units will be completed (total 73,671/100,275 units, reaching 73%); 127,261 units are being invested in construction (of which 47 projects with a scale of 39,871 units have been started in the first 7 months of the year). Specific results in some localities are as follows:

Hanoi City: the assigned target for 2025 is 4,670 units, 2,060 units have been completed, reaching 44%; under construction: 4,966 units; the possibility of completion in 2025: 3,664 units, reaching 78%, (still lacking 1,006 units).

Ho Chi Minh City: the assigned target for 2025 is 13,040 units, 4,277 units have been completed; under construction: 13,727 units; completion rate in 2025: 6,902 units, reaching 53%, (still lacking 6,138 units). Hai Phong City: the assigned target for 2025 is 10,694 units, 5,160 units have been completed; under construction: 6,765 units; completion rate in 2025: 10,785 units, reaching 101%.

Hue City: the assigned target for 2025 is 1,200 units, 0 units have been completed; under construction: 3,001 units; completion capacity in 2025: 1,443 units, reaching 120%. Da Nang City: the assigned target for 2025 is 2,676 units, 937 units have been completed; under construction: 3,868 units; completion capacity in 2025: 1,807 units, reaching 68% (869 units are still missing).

Can Tho City: the assigned target for 2025 is 1,397 units, 0 units have been completed; under construction: 2,010 units; completion potential in 2025: 374 units, reaching 27% (still lacking 1,023 units)...

Up to now, the Ministry of National Defense and the Ministry of Public Security have actively coordinated with localities, especially large cities such as Hanoi, Ho Chi Minh City, and Da Nang, to start construction of housing projects for the people's armed forces under their management and are capable of exceeding the assigned targets.

On August 19, 2025, the Ministry of Public Security launched 4 housing projects for the People's Armed Forces with a scale of about 3,200 units in Hanoi (3 projects, 2,000 units), Ho Chi Minh City (1 project, 1,200 units); The Vietnam General Confederation of Labor launched 1 social housing project with a scale of 525 units in Dong Thap province.


The Ministry of Construction assessed that in the first 7 months of 2025, localities completed over 50% of assigned targets, including: Bac Ninh, Quang Ninh, Nghe An, Lao Cai.

Regarding the ability to complete the assigned targets in 2025: localities with the ability to complete or exceed the targets include: Hai Phong city, Hue city, Hung Yen, Bac Ninh, Quang Ninh, Nghe An, Tay Ninh provinces.

Localities capable of completing over 50% of the target include: Hanoi, Ho Chi Minh City, Da Nang (Da Nang before the merger was capable of completing 120% of the target), Lao Cai (Lao Cai before the merger was capable of completing 89% of the target), Phu Tho (Hoa Binh, Vinh Phuc before the merger were capable of completing 100% of the target)...

Localities achieving less than 50% include: Can Tho city (Hau Giang before the merger was able to complete 100%), Thai Nguyen, Lang Son, Thanh Hoa, Ha Tinh, Khanh Hoa, Gia Lai, Lam Dong (Dak Nong before the merger was able to complete 96%), Vinh Long (Ben Tre before the merger was able to complete 60%).

Some localities have not had any projects started or invested in construction, including: Cao Bang, Son La, Dien Bien, Lai Chau, Ha Tinh...
