Striving to have over 29,000 enterprises in the province by the end of 2030

The Provincial Party Committee has just issued Plan 10-KH/TU, dated August 12, 2025, to implement Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on "Private economic development" in the province.

The plan aims to thoroughly grasp and concretize Resolution No. 68-NQ/TW to ensure that the entire Party Committee and political system, enterprises, and people in the province fully and deeply understand the position, role, and importance of the private economy (PE) in the socialist-oriented market economy in the new era.

At the same time, it is required that the implementation of Resolution No. 68-NQ/TW must ensure comprehensive, focused, unified and close leadership and direction of the Party. Closely follow the viewpoints, goals, tasks and solutions of Resolution No. 68-NQ/TW and the regulations and instructions of the Central Committee to set out specific, clear goals, tasks and solutions suitable to the actual conditions of Dak Lak province.

Targets and tasks must be feasible, with a clear implementation roadmap, specific responsibilities assigned, and a timetable for implementation. Raise awareness and responsibility of Party committees, Party organizations, authorities, and the Fatherland Front ; leaders in leadership, direction, and implementation. Strengthen propaganda, raise awareness and action, arouse the spirit of entrepreneurship, start-ups, confidence, self-reliance, national pride, and proactiveness of all people and the business community to promote the development of the private economy.

The goal by 2030 is to develop the private economy in the province to become an important driving force of the socialist-oriented market economy, contributing to rapid and sustainable socio-economic development. The annual growth rate of enterprises is over 12% so that by the end of 2030, there will be over 29,000 enterprises operating in the province.

Strive to increase the contribution rate of the private economic sector, contributing about 55 - 58% of GRDP, about 35 - 40% of total state budget revenue, creating jobs for about 84 - 85% of the total workforce. Labor productivity increases by an average of about 8.5 - 9.5%/year.

By 2045, the province strives to have at least 53,000 operating enterprises, contributing about 60% of GRDP.

To achieve the above goals, the plan sets out 8 main tasks and solutions, including innovation in thinking, high consensus in perception and action, arousing national belief and aspirations, creating new impetus and new momentum for the development of the private economy. Promoting reform, perfecting and improving the quality of institutions and policies, ensuring and effectively protecting ownership rights, property rights, freedom of business, equal competition rights and ensuring contract enforcement of the private economy. Facilitating the private economy to access resources of land, capital and high-quality human resources.

Promote science and technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy. Strengthen the connection between private enterprises with state-owned enterprises and FDI enterprises. Form and develop medium and large enterprises, regional-scale private economic groups. Substantial and effective support for small, micro and household businesses. Promote business ethics, promote social responsibility, strongly promote the entrepreneurial spirit, create all favorable conditions for entrepreneurs to participate in national governance.
