Removing difficulties and improving the investment environment
Implementing Resolution No. 58/NQ-CP of the Government on supporting businesses to adapt, recover quickly and develop sustainably until 2025, Nghe An Provincial People 's Committee issued Report No. 904/BC-UBND, showing outstanding results in directing, operating and removing difficulties for businesses.
Nghe An province has directed departments, branches and localities to regularly review and detect inadequacies in legal regulations, proactively recommending competent authorities to amend and supplement them. A series of draft laws, decrees and action programs of the Government have received practical comments from localities, contributing to perfecting institutions and improving the investment and business environment.

Notably, Nghe An is one of the localities that has completed the issuance of legal documents early when implementing the 2024 Land Law, creating a solid legal foundation for attracting investment. In parallel, the disbursement of public investment capital in 2025 reached VND 4,710.73 billion, equivalent to 51.95% of the plan right from the middle of the fourth quarter, demonstrating a decisive and proactive spirit to promote economic development.
The Customs Branch of Region XI has proposed to abolish, merge or amend 22 administrative procedures in the customs sector, shortening the time for customs clearance of goods for businesses. Nghe An Provincial Police also cut 27/37 administrative procedures in the field of fire prevention and fighting; reducing 30% of the time for appraisal, inspection and acceptance, helping to save significant costs and time for businesses.
At the same time, the People's Committee of Nghe An province also directed the Provincial Inspectorate to regularly coordinate with units and adjust inspection plans to avoid overlaps and duplications, ensuring a transparent and stable business environment.
Boosting business resilience for recovery and integration
In the context of a volatile economy, Nghe An has proactively implemented a series of support policies on taxes, fees and credit, helping businesses reduce financial burdens and creating conditions for production and business recovery.
Nghe An province has extended taxes and land rents by nearly VND1,000 billion/year; reduced value added tax by 2% (VND300 billion/year); reduced environmental protection tax (VND600 billion/year) and reduced land rents by about VND100 billion/year. In particular, for innovative start-ups, the province applies a policy of exempting corporate income tax for the first two years and reducing it by 50% for the next four years, creating momentum for a new wave of start-ups.

Regarding credit, by December 31, 2023, the total loan turnover with interest rate support reached VND977.1 billion, with 38 customers receiving support at 10 commercial bank branches. The total amount of supported interest was up to VND5.07 billion - a figure that clearly shows the spreading effectiveness of the policy.
As a result, Nghe An's total export turnover in the 2021-2025 period increased by an average of 24.4% per year, from 2,428 million USD in 2021 to about 4,500 million USD in 2025. Nghe An enterprises have currently exported goods to 150 countries and territories.
E-commerce also became a bright spot when the province supported more than 476 businesses and traders to set up online booths, attracting 9.8 million visits and putting more than 8,800 products on the floor - ranking 5th in the country in terms of the number of digitized agricultural products.
Not only focusing on the economy, Nghe An also promotes vocational training and improves the quality of human resources. After 3 years of implementing Project 14/DA-TU, the whole province has recruited and provided vocational training for more than 200,000 people, reaching 101.68% of the target. The rate of trained workers by the end of 2024 will reach 70.1%, of which 29.81% will have degrees and certificates.
Towards sustainable development, proactive international integration
Along with supporting businesses to recover from difficulties, Nghe An identifies innovation, digital transformation and green development as the driving force for the next stage of development. The province is actively implementing policies to support businesses in transforming their governance models, applying technology, improving competitiveness and proactively grasping global business trends.

The National IUU Steering Committee and the Nghe An Provincial Steering Committee are also focusing on drastically handling violations of illegal seafood exploitation, contributing to removing the EC “yellow card” - an important step for Nghe An seafood enterprises to integrate more deeply into the European market.
The outstanding results in implementing Resolution 58/NQ-CP show Nghe An's great determination in accompanying businesses, taking the business community as the center of economic development. With the right direction, flexible management and comprehensive support policies, Nghe An is affirming its position as an attractive investment destination, a safe, effective and sustainable land for businesses to develop long-term.
