The training course organized by the Department of Agriculture and Environment of Lao Cai aims to update and equip knowledge and current legal regulations on land management, environmental protection, and minerals; at the same time, foster professional skills, improve management capacity, advise, and organize implementation for civil servants, contributing to standardizing the team of commune-level officials, meeting the requirements of state management in the new situation.

The training content is comprehensively designed, closely following the issues at the grassroots level. Trainees will be given an overview of the orientations and new points in the regulations of the Central Government and the guiding viewpoints of Lao Cai province after operating the 2-level local government model.
The focus of the training course is in-depth specialized knowledge in the field of land, including: planning, land use planning; land allocation, land lease, land use purpose conversion; land recovery, compensation, support and resettlement; issuance of land use right certificates; land prices; land statistics and inventory; map measurement. Along with that are topics on the field of environment (waste management, incident response plan, environmental restoration, classification of domestic solid waste at source) and the field of geological minerals.

In addition, commune officials are also informed about information technology transfer, professional use of VBDLIS Land Management System software; instructions on creating and circulating Cadastral Information Transfer Forms to determine financial obligations, associated with the implementation of administrative procedures and administrative reforms.
According to Mr. Pham Binh Minh, Deputy Head of the Department of Agriculture and Environment of Lao Cai province, in the process of implementing tasks, many areas such as minerals, environment, and climate change are posing many challenges. Practice shows that many officials have to explore documents on their own due to lack of specific instructions. Therefore, this training course will focus on providing practical examples and specific situations for trainees to easily understand and apply. Trainees are encouraged to proactively raise problems and difficulties to exchange, discuss and find solutions.

This is also an opportunity for the Department of Agriculture and Environment to synthesize issues arising from the grassroots in order to make timely recommendations and advice to competent authorities. In addition, officers are also equipped with soft skills to handle arising situations, creating consensus with the people. The work of inspecting and evaluating the quality of training will also be implemented synchronously to ensure real effectiveness, contributing to improving the quality of state management of the industry, meeting the requirements of sustainable socio -economic development of the province.
