
According to the National Center for Hydro-Meteorological Forecasting, storm No. 11 caused heavy rain over a large area from the night of October 6 to the morning of October 7, leading to a high risk of flooding in Hanoi's inner-city streets and low-lying areas such as Xuan Mai, Quang Bi, Phu Nghia, Hoa Phu, and Tran Phu communes. Water levels in the province's rivers could rise to alert level II to above alert level III, directly affecting the power grid, transformer stations, and transmission lines. In this situation, EVNHANOI immediately activated emergency response scenarios, mobilizing more than 3,000 officers, employees, and shock teams to be ready 24/7 to monitor and handle incidents.
Since the storm began to form, EVNHANOI has proactively strengthened the power grid, reinforced weak points and ensured the operation of transformer stations at risk of flooding. Subsidiary units such as the Electricity Companies of the inner city and suburban areas have periodically inspected the power system in vulnerable areas, and closely coordinated with functional forces to promptly handle incidents caused by fallen trees and foreign objects colliding with power lines. Thanks to that, during the storm, the power system in Hanoi was maintained safe and stable.
As of 8:00 a.m. on October 8, 8,536 customers in Hanoi were still temporarily without power due to flooding, mainly concentrated in central areas such as Ba Dinh ward (1,602 customers), Hoan Kiem ward (1,374 customers) and Tu Liem ward (1,894 customers). Some suburban areas such as Dong Anh, Soc Son, Son Tay, Thuong Tin, Ung Hoa communes... also recorded flooding with more than 3,600 customers affected. Power units have mobilized maximum human resources, water pumping and drying equipment, and urgently restored transformer stations and power lines. Up to now, EVNHANOI has restored and re-supplied power to more than 21,600 customers in the capital.
The most severely affected areas, such as Ba Dinh and Hoan Kiem wards, were given priority by EVNHANOI with teams of technicians working continuously, using drainage pumps and drying equipment to restore transformer stations and power lines. As soon as the water began to recede, EVNHANOI arranged working groups to these areas to quickly restore power sources for production and daily life. In addition, EVNHANOI also focused on providing information, recommendations, and reminding people to take safety measures, such as immediately cutting off household power when there is a risk of flooding, not touching electrical equipment with wet hands or walking barefoot on wet floors...
