On behalf of the leadership of the Provincial Party Committee's Propaganda Department, we would like to thank and seriously accept the profound direction of Comrade Phan Van Thang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council. The Provincial Party Committee's Propaganda Department will promptly include the direction in the 2025 work program, to organize effective implementation right from the beginning of the year.

Through the discussion, most delegates agreed with the draft report, highly appreciated the achievements of the propaganda sector in 2024; analyzed the limitations, shortcomings, as well as difficulties and challenges; mentioned some ways to do it in localities and units and proposed many solutions to carry out propaganda tasks in 2025. On behalf of the leadership of the Provincial Party Committee's Propaganda Department, I would like to thank and acknowledge the opinions of the delegates, especially the proposals and recommendations of many practical solutions for propaganda work.

The Provincial Party Committee's Propaganda Department has seriously implemented the policies and orientations of the Central Committee and the Provincial Party Committee's Standing Committee, actively advised the Party Committee to lead and direct all aspects of propaganda work, making an important contribution to the overall development of the Province in terms of economy, culture - society; national defense - security; Party building work in terms of politics , ideology, and ethics has achieved very positive results.

In 2025, the world and regional situation continues to evolve rapidly, complicatedly, and unpredictably. Hostile forces continue to seek ways to sabotage the Party and the State. This is a year with many important political events in the country, especially the organization of Party congresses at all levels leading up to the 12th Provincial Party Congress and the 14th National Party Congress.

Thoroughly implementing the direction of the Standing Committee of the Provincial Party Committee, especially the direction of Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department at the recent National Conference summarizing the propaganda work, the propaganda sector of our province, if it wants to successfully complete its tasks in 2025, needs to promote a spirit of high determination with the five words "Unity, unity of effort, unity of mind, synchronous and simultaneous implementation"; unity from top to bottom, throughout the whole, we must work every day, every hour with the highest determination to achieve the best results, in that spirit in 2025, I propose:

Firstly, Proactively advise on the implementation, dissemination and evaluation of the results of the implementation of resolutions, directives, conclusions and regulations of the Politburo, the Secretariat, the Provincial Party Committee, thematic resolutions and conclusions of the Provincial Party Committee Executive Committee in the direction of innovation, quality, efficiency and suitability to the local and unit situation. Complete the provincial-level science and technology project "Collecting and compiling retrospective documents of key leaders of Dong Thap province through the periods" according to the set schedule. Focus on propaganda and education of Party history, national history, local history for cadres, party members and people, especially the young generation, students.

Second, promote information and propaganda in various appropriate forms on the results of implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the streamlined, effective and efficient governance system"; Conclusion No. 09-KL/BCĐ dated November 24, 2024 of the first meeting of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Party Central Committee, creating consensus among cadres, party members and people. Strengthen the grasp and orientation of public opinion in the face of conflicting public opinions, fight against wrong and hostile views, taking advantage of the arrangement of the apparatus to divide, cause disunity, and sabotage the Party, the State and the regime.

Propaganda for Party Congresses at all levels, the 12th Provincial Party Congress towards the 14th National Party Congress, creating a vibrant competitive atmosphere among cadres, party members and people, becoming a broad political activity contributing to the success of Party Congresses at all levels. Propaganda for the celebration of major holidays, political, historical, cultural events, foreign affairs, international cooperation, sea, islands, border demarcation and marker planting; socio-economic development results in 2024, key tasks of the Province in 2025.

Third, Coordinate with all levels, sectors, localities and units to effectively carry out the work of protecting the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints, especially in cyberspace. Promote the role of the force working to protect the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints in orienting the dissemination of positive information, regularly monitoring the situation, avoiding being passive and surprised, and taking timely measures to deal with distorted information, opposing the Party, the State and the regime.

Fourth, Focus on researching and advising on solutions to improve the quality of science and education work. Successfully organize the Provincial Scientific Conference on the theme "50 years of Dong Thap literature and art after the country's reunification (April 30, 1975 - April 30, 2025); issues and development orientations". Coordinate to organize political training and update knowledge for managers and teachers in the education sector in 2025. Summarize and evaluate the results of coordination with signed sectors; expand the signing with a number of sectors in the science and education sector.

Fifth, promote the role of reporters, propagandists, and social opinion collaborators in information and propaganda work, grasping and orienting public opinion. Strengthen coordination through programs and plans to sign agreements on coordination of information and propaganda work with units, in order to improve the quality and effectiveness of information and propaganda work, promptly grasp public opinion on pressing, prominent issues of concern to the people; help Party committees and authorities at all levels find solutions to solve problems and difficulties arising in the implementation of projects, plans, and socio-economic development plans.

Sixth, Pay attention to investigation work, grasp public opinion, listen to and handle issues originating from the grassroots. Advise and direct, manage press and publishing activities in accordance with the Party's guidelines and policies, the State's policies and laws; promote the role of the press in information and propaganda work; promptly grasp and handle press information reflecting on the Province, especially negative information. Organize activities to celebrate the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025).

Seventh, organize the unification of the Propaganda Department and the Mass Mobilization Department according to the policy of the Central and the Province, and unify the coordination of the organizational arrangement. The Propaganda Department of the District Party Committee and the City Party Committee shall study and innovate the content, form, teaching methods, testing and evaluation methods to continue to improve the quality of training, fostering and updating political theory knowledge for cadres and party members at the grassroots level. Strengthen information, propaganda, orientation and grasp the public opinion situation related to the work of arranging the organizational arrangement of all levels and sectors in the province, promptly propose effective handling measures.
