Promoting digital transformation, building a smart tourism ecosystem

In the above Notice, the Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with ministries, agencies and localities to focus on implementing well the tasks and solutions set out in the Resolutions of the Party, Government and direction of the Prime Minister, in which the following key contents are noted:

Continue to strongly innovate thinking, raise comprehensive and profound awareness of the role and position of the tourism industry; reposition the national tourism brand in a systematic and professional manner; clearly identify the potential, outstanding opportunities and competitive advantages of Vietnam tourism to exploit effectively on the basis of political stability, safety, unique cultural and historical values and diverse natural resources.

Preside over and urge the drastic and effective implementation of tasks and solutions related to tourism development in the Resolutions of the Central Committee and the Politburo, especially Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation; Resolution No. 66-NQ/TW dated January 24, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

At the same time, focus on effectively implementing the Resolutions of the Politburo, the Government, and the Prime Minister's Directive on comprehensive, rapid and sustainable tourism development in the coming time: Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector; Resolution No. 82/NQ-CP dated May 18, 2023 of the Government on key tasks and solutions to accelerate recovery and accelerate effective and sustainable tourism development; Directive No. 08/CT-TTg dated February 23, 2024 of the Prime Minister on comprehensive, rapid and sustainable tourism development in the coming time and Official Dispatch No. 34/CD-TTg dated April 10, 2025 of the Prime Minister on promoting tourism development; ensuring double-digit economic growth; Restructure the tourist market, expand potential markets with high spending and long-term stays; strengthen forecasting, market research and training of high-quality human resources.

In addition, urgently review and advise on perfecting institutions, policies and laws on tourism, focusing on amending and supplementing the 2017 Tourism Law and guiding documents in accordance with the requirements and practical situation in the new period. Thoroughly grasp the viewpoint of taking people as the subject, businesses as the driving force and tourists as the center, directing all policies and activities towards creating the best products, services and experiences for tourists, ensuring harmony of interests between the State, businesses and people. Resolutely innovate state management methods from central to local levels, promote digital transformation, build a smart tourism ecosystem, and provide transparent information about destinations on digital platforms.

The Ministry of Culture, Sports and Tourism - the standing agency of the Steering Committee - shall preside over and coordinate with relevant ministries, agencies and members of the Steering Committee to urgently review, complete and submit to the Head of the Steering Committee to promulgate the Working Regulations and Operation Plan of the Steering Committee before August 15, 2025.

Integrating promotion of Vietnam's tourism brand and image into domestic and international trade promotion programs

The Ministry of Foreign Affairs continues to direct Vietnamese representative agencies abroad to actively and proactively coordinate with the Ministry of Culture, Sports and Tourism to organize activities to promote Vietnamese culture and tourism in the host country; advise the Government to consider expanding visa exemption for a number of potential tourist markets, in accordance with the spirit of Resolution No. 44/NQ-CP dated March 7, 2025 of the Government on visa exemption policy for citizens of 12 countries.

The Ministry of Industry and Trade focuses on directing the integration of promoting the brand and image of Vietnamese tourism in the trade promotion programs chaired by the Ministry at home and abroad, linking trade promotion with tourism promotion.

The Ministry of Science and Technology presides over and coordinates with the Ministry of Culture, Sports and Tourism to accelerate the digital transformation process, form and develop a smart tourism ecosystem in Vietnam, contributing to creating a breakthrough to help the tourism industry open up a new, more sustainable direction.

The Ministry of Agriculture and Environment presides over and coordinates with the Ministry of Culture, Sports and Tourism to focus on effectively implementing the Coordination Program in developing effective and sustainable agricultural and rural tourism for the period 2024 - 2030.

The Ministries of Construction, Finance, Public Security and relevant ministries and agencies shall closely coordinate with the Ministry of Culture, Sports and Tourism to continue reviewing, mobilizing and effectively using resources for tourism development; research, advise and propose to the Government and the Prime Minister on mechanisms and solutions for investment in tourism infrastructure development, encourage private enterprises to invest in large-scale airport, port and tourist transport systems to promote effective, fast and sustainable tourism development.

The Deputy Prime Minister also requested the People's Committees of provinces and centrally-run cities to focus on resolutely and effectively implementing the proposed tasks and solutions; proactively cooperate closely, promote the formation of regional linkages, build brands; strengthen public-private partnerships to mobilize social resources for tourism development; promptly report and propose to competent authorities on issues beyond their authority.

On July 15, 2025, Prime Minister Pham Minh Chinh issued Decision No. 1532/QD-TTg on the consolidation of the State Steering Committee on Tourism.

According to the Decision, Deputy Prime Minister Mai Van Chinh is the Head of the Steering Committee. The Deputy Head of the Committee is Minister of Culture, Sports and Tourism Nguyen Van Hung.

The Steering Committee is responsible for assisting the Prime Minister in directing the coordination of activities of relevant ministries, branches and localities in developing and implementing tasks under national and key programs on tourism development in accordance with resolutions of the Politburo, the National Assembly, the Government and decisions and directives of the Prime Minister; directing, inspecting and urging ministries, branches and localities in developing and implementing specific plans and programs on tourism development according to assigned functions and tasks.

In addition, the Steering Committee is also responsible for assisting the Prime Minister in reporting to the National Assembly and the National Assembly Standing Committee on issues related to State policies and laws on tourism development that are beyond the authority of the Government, the Prime Minister, ministries, branches and localities.

At the same time, assist the Prime Minister in directing ministries, branches, localities and mass media agencies to carry out propaganda and dissemination of the State's guidelines, policies and laws on tourism development.
