Seongju County has an area of about 616.28 km², a population of 51,028 people and borders Daegu to the west. Seongju's economy is traditionally agricultural. Agriculture is still an important industry, as 40% of the county's residents are engaged in agriculture. Like other localities in Korea, Seongju is facing a serious labor shortage, especially in the agricultural sector. Currently, some countries such as Laos, the Philippines and some provinces such as Phu Yen , Da Nang... have seasonal workers here.
Bonghwa County has an area of about 1,201 km², with a population of about 29,082 people. Bonghwa's economy is mainly based on agriculture, forestry and forest-related industries, forest medicinal herbs, and pine mushrooms are a prominent product. The county has built experience villages to attract tourists and support additional income for the people. Bonghwa is implementing the "Vietnam Valley" project to attract Vietnamese people or Vietnamese tourists through cultural, tourism, and international exchange links. However, the county also faces major challenges: declining and aging population, lack of young labor force, difficulties in traffic connections, and a traditional economy that is easily affected by market and environmental fluctuations.
During the working sessions, the parties discussed conditions and standards for labor selection to suit the agricultural sectors and occupations that Korean localities need workers for, labor management issues, and prevention of escape and illegal residence; and also visited the actual living conditions of local people and agricultural production activities.
The parties have agreed to soon sign and implement the Agreement on dispatching and receiving seasonal workers from Lao Cai province to work in Seongju district and Bonghwa district, North Gyeongsang province. It is expected that the first batch of Lao Cai workers will be received in the first quarter of 2026./.
