The provincial National Assembly delegation collected comments on the draft Electricity Law (amended) and met with voters on the topic before the 8th session of the 15th National Assembly.

At the conference, the leaders of the Office of the National Assembly Delegation of the province announced the basic contents of the draft law. Accordingly, the draft law consists of 9 Chapters and 130 Articles. The draft law inherits and mainly amends 62 articles, on general regulations, granting of electricity operation licenses, electricity market, electricity purchase and sale, electricity prices, rights and obligations of electricity units and electricity customers, protection of electricity works and electrical safety. 68 articles are added, including contents on electricity development planning, bidding policies for investors in power source projects, policies on handling emergency power sources, policies on development and operation of gas-fired thermal power plant projects, power source projects invested under the public-private partnership method applying the type of build-operate-transfer contract...

Comrade Lo Thi Viet Ha, Standing Member of the National Assembly's Social Committee, Vice President of the 15th National Assembly Young Deputies Group, spoke at the conference.

In contributing to the development of the Electricity Law (amended), leaders of departments and branches proposed to supplement the explanation of the phrases "power generation, power transmission, power distribution, power generation units, power transmission units, power distribution units" to clarify the responsibilities, rights and obligations of units operating in these fields.

At the same time, consider supplementing regulations on planning management, development of electric vehicle charging stations, electrical equipment safety and other relevant regulations on electric vehicle charging stations to meet the requirements of state management of the type of electric vehicle charging stations that are increasingly developing today. Consider amending Point d, Clause 1, Article 25 of the Draft Law on Electricity Amendment "People's Committees at all levels are responsible for presiding over and coordinating with project investors to organize the implementation of compensation, relocation and resettlement work according to the provisions of the Land Law". Because the authority to organize the implementation of compensation and resettlement support is the responsibility of the People's Committee at the district level according to the provisions of the Land Law 2024...

Leaders of the Department of Industry and Trade participated in giving comments on the draft Law on Electricity (amended).

At the conference, Tuyen Quang Electricity Company participated in the draft 5 of the revised Electricity Law. In which, it is proposed that in cases of granting Certificates of land use rights, house ownership rights and other assets attached to land, before granting the Certificate of land use rights, the Department of Natural Resources and Environment and the People's Committees of districts and cities must show the high and low voltage power lines passing through and on the land use rights certificate (if any) to protect the safety corridor of the power grid.

Comrade Ma Thi Thuy, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, delivered a concluding speech at the conference.

Concluding the conference, Deputy Head of the Provincial National Assembly Delegation Ma Thi Thuy thanked and highly appreciated the comments of the delegates attending the conference. At the same time, she affirmed that these are draft laws with a wide range of impacts and have received the attention of many voters; the draft laws are highly specialized, therefore, it is necessary to have comments from relevant departments and branches. This is an important basis for the Provincial National Assembly Delegation to participate in commenting on draft laws at the 8th session of the 15th National Assembly.

The provincial National Assembly delegation will fully synthesize comments and suggestions to report to the National Assembly Standing Committee for acceptance and completion of the draft Law.
