Continuing the agenda of the 6th Session of the 15th National Assembly, on the morning of October 24th, the National Assembly held group discussions on many important issues. Comrade Hoang Trung Dung - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the National Assembly Delegation of Ha Tinh province - chaired the discussion session in Group 16.

Comrade Hoang Trung Dung - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh province, and Head of the group discussion session.

The discussion groups focused on the following topics: evaluating the results of the implementation of the socio-economic development plan and the state budget for 2023, and the projected plan for 2024; conducting a mid-term review of the implementation of the socio-economic development plan for 2021-2025; restructuring the economy for the period 2021-2025; medium-term public investment for the period 2021-2025; national finance and public borrowing and repayment for the 5-year period 2021-2025; results of implementing fiscal and monetary policies supporting the socio-economic recovery and development program; results of piloting some specific mechanisms and policies for the development of Da Nang city; and results of reviewing the system of legal documents as stipulated in Resolution 101/2023/QH15 of the 5th session of the 15th National Assembly.

Efforts to direct and manage socio-economic development.

During group discussions, National Assembly deputies generally agreed on the Economic Committee's review of the mid-term assessment of the results of the 2021-2025 five-year socio-economic development plan, the 2023 socio-economic development plan, and the 2023 state budget. Despite facing numerous challenges and difficulties, the Government and various ministries, sectors, and localities have made commendable efforts and achieved noteworthy results.

Specifically: GDP growth rate reached 2.56% in 2021, 8.02% in 2022, and is projected to reach 5% in 2023; the economic structure continues to shift in the right direction; inflation is under control; the structure of budget revenue continues to be strengthened; public debt safety indicators remain within limits; disbursement of public investment capital is promoted; monetary policy, fiscal policy, and other macroeconomic policies are managed flexibly; the investment and business environment is changing positively; and competitiveness is improving.

Foreign investment attraction yielded positive results. Important national infrastructure projects were accelerated. Nationwide, 1,729 km of expressways were put into operation, especially the North-South expressway. Efforts to improve institutions, enhance the quality of construction, and enforce laws were intensified. Social security policies were effectively implemented. Emphasis was placed on sustainable cultural development. National defense and security were maintained, and foreign relations achieved outstanding results.

The delegates also frankly pointed out limitations such as: the economic structure has not changed much; productivity, quality, efficiency, and competitiveness in some sectors are limited, and labor productivity is not high; industrial production continues to face many difficulties; state budget revenue is not sustainable; disbursement of public investment has not met the set plan; planning work has not achieved the goals and requirements; and businesses are still facing many difficulties in operation.

Delegates noted that institutional development and improvement have not kept pace with development trends, and the backlog of detailed regulations for laws and ordinances remains unresolved. Institutional frameworks for new issues and business models, including the digital economy, circular economy, and green growth, have not been promptly addressed. The results of implementing some policies under the socio-economic recovery and development program have not met expectations; the new rural development program is uneven and unsustainable; and poverty reduction efforts have not achieved the goal of multidimensional, inclusive, and sustainable poverty reduction.

Rapid and effective implementation of mechanisms and policies for socio-economic development.

Bui Thi Quynh Tho, a member of the National Assembly's Economic Committee and National Assembly representative from Ha Tinh province, participated in the discussion.

Delegates suggested focusing on addressing socio-economic shortcomings and obstacles in line with the orientation of reforming the growth model, restructuring the economy, improving labor productivity and competitiveness, and enhancing the investment and business environment.

Proactively analyze and forecast international market developments to build appropriate response scenarios. Accelerate the process of institutional reform and remove barriers; organize the rapid and effective implementation of mechanisms and policies after their promulgation. Promote the disbursement of public investment capital, accelerate the preparation of the North-South high-speed railway project, and develop energy and digital infrastructure.

Delegates proposed effectively implementing and completing the restructuring of four key areas: restructuring public investment, the state budget, credit institutions, and public service units. They also suggested supporting businesses negatively impacted by declining exports and investment; effectively implementing solutions to stimulate domestic trade and tourism; developing high-quality human resources; reorganizing universities and focusing on career orientation; and promoting scientific research and the application of science and technology.

Delegates proposed focusing on the comprehensive and synchronized development of the cultural sector; urgently submitting to the National Assembly for consideration and approval the national target program on cultural revitalization and development, and building the Vietnamese people. Building a healthy cultural lifestyle; preventing moral and lifestyle degradation; and paying more attention to preventing and combating domestic violence and social evils. Promoting administrative procedure reform; overcoming the fear of making mistakes, fear of responsibility, avoidance, and shirking of responsibility among some officials and civil servants. Strengthening leadership and management, promoting initiative and creativity, and enhancing the accountability of leaders.

Building new rural areas requires ensuring cultural depth.

Speaking at the group meeting, delegates from Ha Tinh province requested the Government to promptly submit a plan regarding the Thach Khe iron ore mining project, suggesting a halt to mining operations, as the project is currently having a significant impact on the lives and livelihoods of people in the project area.

Hoang Trung Dung, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Ha Tinh Province - Head of Discussion Group 16, assessed: The Government has shown flexible management in the context of many difficulties in the world and the region, proactively and decisively proposing feasible solutions appropriate to the context of each specific period, thereby helping the economy gradually overcome challenges, maintain the recovery and development momentum, maintain macroeconomic stability, and ensure major balances.

The head of the National Assembly delegation from Ha Tinh province also expressed concerns about: administrative reform not meeting requirements; a significant number of officials not being truly dedicated; the national target program for building new rural areas not truly focusing on building culture and cultural depth; cultural norms and traditional customs not being well protected, and deviations in social morality; the work of educating children and students on ethics, lifestyle, and life skills, and preventing and combating violence and child abuse, not being effective; the roadmap for education at all levels not being clear; the lack of concrete solutions for the socialization of education; and the difficulties faced by local universities.

"Culture is the spiritual foundation," but sufficiently strong solutions have not yet been proposed to develop and revitalize it; the exploitation of the values ​​of intangible cultural products honored by UNESCO, such as the Tale of Kieu by the great poet Nguyen Du, has not received adequate attention.

The head of the Ha Tinh National Assembly delegation, Hoang Trung Dung, who also heads the discussion group, proposed that attention should be paid to social welfare work, accurately assessing the current situation at the grassroots level; building social housing to address the housing needs of officials, civil servants, and workers; and changing the recruitment methods for civil servants and public employees to be more substantive.

The Ministry of Interior needs to advise on adjusting Decree 140/2017/ND-CP to better suit practical realities, thereby strengthening the attraction and recruitment of outstanding graduates and young scientists for localities; the allocation of state budget revenue and expenditure for 2024 should share the difficulties and supplement the balance for localities; focus on training, fostering, and selecting a team of dedicated and responsible officials with a desire to contribute; implement tasks in a substantive manner, avoiding the pursuit of superficial achievements; regularly review and propose amendments to administrative procedures towards simplification and shortening the processing time related to investment activities, creating a transparent, stable, and open investment environment. Continue to strengthen national defense capabilities and protect the Fatherland.

Regarding population and family planning policies, the Head of the National Assembly Delegation of Ha Tinh province requested the Central Government to reassess and address the issues of population aging, sex selection at birth, and improve the quality of the population.
