Tay Ninh is a province in the Southeast region, located in the Southern key economic zone with 5 districts, towns, 20 communes and 43 border hamlets; bordering Binh Duong and Binh Phuoc provinces to the East; bordering Long An province and Ho Chi Minh City to the South and Southeast; bordering Tboung Khmum, Prey Veng and Svay Rieng provinces of Cambodia to the North, West and Southwest with the 3 provinces of Tboung Khmum, Prey Veng and Svay Rieng with a border of about 233.789km and 49.094km of river. There are 15 border posts and 16 border gates in the area; including 3 international border gates, 3 main border gates, 10 secondary border gates, 14 guard posts, 32 militia posts; in addition, there are a number of trails and traditional openings across the border.

Reporting on the implementation of policies and laws on emergency situations, the representative of the Tay Ninh Provincial People's Committee said that, based on legal documents on emergency situations, the Provincial People's Committee directed relevant departments, branches and sectors to advise on organizing conferences to disseminate and implement the Government 's Decree and legal documents of central ministries and branches related to emergency situations to officials at all levels, branches, localities and the People.

At the same time, proactively grasp the developments of social order and safety; weather situation in the region, natural disasters, epidemics, and catastrophes; promptly direct localities to implement emergency measures; prevent and minimize damage. Direct armed forces and sectors to strictly maintain combat readiness, rescue, fire prevention, natural disaster prevention and control, and search and rescue 24/24h, ensuring forces are ready to handle situations when natural disasters occur.

Thanks to the initiative in planning, forecasting and anticipating situations close to the local and unit situation, in recent years the local situation has been basically stable, and no state of emergency has been declared.

The People's Committee of Tay Ninh province recommends that after promulgating the Law on State of Emergency, all levels and sectors must have documents guiding its implementation to ensure consistency and unity. At the same time, it is necessary to have priority policies and create favorable conditions for forces performing tasks in a state of emergency; preferential policies and regimes for direct forces and people mobilized to perform tasks in a state of emergency.

Regarding the situation of demarcation and marker planting on the Vietnam - Cambodia border in Tay Ninh province, the representative of the Provincial People's Committee said that 220.954/233.789km (94.51%) has been demarcated and 94/101 marker locations have been identified with 102/109 main markers completed (93.57%). With a total of 479 sub-markers and markers planted on the Tay Ninh province border section (including 370 sub-markers and 109 markers)...

Tay Ninh proposed that the Central Government continue to negotiate with Cambodia to soon resolve the remaining border sections along the entire line; negotiate to develop border management regulations, border gate management regulations, bilateral mechanisms to facilitate border and border gate management, contributing to socio-economic development, especially border trade development; build a peaceful, stable and developing border.
Speaking at the meeting, Acting Chairman of Tay Ninh Provincial People's Committee Nguyen Hong Thanh said that since 2000, the political security situation in the province has been stable, there have been no major disasters or dangerous epidemics requiring emergency measures. However, during the Covid-19 pandemic, the regulations in Directive No. 15/CT-TTg dated March 27, 2020 and Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister on urgent measures to prevent and control the Covid-19 epidemic in the whole province have been implemented.
In recent times, local Party committees and authorities at all levels have led and directed the organization of provincial, district and communal level drills according to the following tasks: defensive operations; natural disaster prevention and control, search and rescue; forest fire prevention and control; fire and explosion prevention and control, construction collapse rescue and people's air defense drills according to plan.
The survey delegation of the National Defense, Security and Foreign Affairs Committee highly appreciated the results achieved by the Tay Ninh Provincial People's Committee in the fields related to the state of emergency and the situation of demarcation and marker planting on the Vietnam - Cambodia border in the area.

Are there any difficulties or problems in the process of command and direction; information and coordination work, policies and regimes for direct forces and those mobilized to perform tasks in an emergency situation; international cooperation when resolving an emergency situation; crime situation related to border areas, etc.

Concluding the meeting, Vice Chairman of the National Defense, Security and Foreign Affairs Committee Nguyen Hai Hung stated that as a province with an important strategic position in the national defense system on the southwestern border, Tay Ninh has seriously implemented the Party's policies and the State's laws on military and defense work, including regulations related to the implementation of policies and laws on the state of emergency and demarcation and marker planting on the Vietnam - Cambodia border in the area.

Sharing the difficulties and obstacles of the province in the process of implementing its tasks, Vice Chairman of the Committee Nguyen Hai Hung suggested that Tay Ninh continue to clarify the application of information technology in border management, digital transformation, building soft borders, the level of declaring a state of emergency, etc.

With the desire to develop a draft Law on State of Emergency to overcome the shortcomings arising in the process of implementing the law on state of emergency, the Vice Chairman of the Committee emphasized that the sharing from practice and recommendations of Tay Ninh is an important source of information. The Survey Team will absorb as much as possible to continue to complete the Review Report of the Law project with the highest quality, contributing to creating a more complete, higher, and stricter legal corridor, suitable to the actual situation, thereby creating the best conditions for implementing activities when a state of emergency occurs.
