Petroleum enterprises whose licenses have been revoked have not yet paid back the Price Stabilization Fund.

The Ministry of Finance said it had twice reminded Xuyen Viet Oil - a company whose license has been revoked and whose leaders have just been prosecuted - to pay the balance of the Petroleum Stabilization Fund but has not received a response.

Today, the Ministry of Public Security's security investigation agency initiated a case, prosecuted and issued a temporary detention order for two female directors and deputy directors of Xuyen Viet Oil Trading, Transport and Tourism Company Limited for violating regulations on management and use of state assets, causing loss and waste.

This enterprise had its license to import and export petroleum revoked by the Ministry of Industry and Trade since August 11 and was requested to transfer the entire amount of the Petroleum Price Stabilization Fund to the state budget. Xuyen Viet Oil also needs to send a copy of the money transfer receipt to the Ministry of Finance and the Ministry of Industry and Trade.

Speaking to VnExpress on the sidelines of the Government press conference on the evening of September 9, Mr. Pham Van Binh, Deputy Director of the Price Management Department (Ministry of Finance), said that the ministry had issued two documents and called to urge Xuyen Viet Oil to pay back the above amount after the Ministry of Industry and Trade revoked its license. However, up to now, the enterprise has not reported to the Ministry of Finance about paying the above amount.

On the sidelines of the Government press conference today, Lieutenant General To An Xo, spokesman for the Ministry of Public Security, said that there are many loopholes in the management and control of petroleum trading. According to him, petroleum has a large daily consumption volume and is lifeblood like air, but allowing this situation to occur shows that businesses are not afraid.

According to Decree 95 on petroleum trading, the Petroleum Price Stabilization Fund is established at the enterprise when the Ministry of Industry and Trade grants a business license to the key enterprise. However, this can also lead to the risk of the enterprise misappropriating the fund.

When asked why businesses abuse the price stabilization fund, Deputy Minister of Industry and Trade Do Thang Hai said that it is necessary to review the regulations to suit the actual situation. He compared this case to issuing a driver's license, if driving on a prohibited road or causing an accident, the person causing the accident must be held responsible before the law. Or like the story of taxes, the principle of debt is that businesses must pay.

Meanwhile, a representative of the Ministry of Finance said that the focal point for managing petroleum business is the Ministry of Industry and Trade, but this agency continues to review and coordinate with this ministry to have the most appropriate solution. For example, if the Price Stabilization Fund is still maintained, a more synchronous solution is needed, such as more clearly defining the role and responsibility of banks for petroleum business accounts opened here; or promoting electronic invoices in petroleum sales activities. This is to ensure transparency, contributing to better management and trading of petroleum, including the Price Stabilization Fund.

"Synchronous and interwoven solutions are needed. The Ministry of Finance will continue to proactively coordinate with the Ministry of Industry and Trade in this matter," he said.

Previously, in its comments sent to the Ministry of Industry and Trade when amending Decree 95 on petroleum trading, the Ministry of Finance proposed unifying a single agency to manage petroleum activities, that is, to manage operations and related activities, including the Petroleum Price Stabilization Fund.
