Vice Chairman of the Provincial People's Committee Mai Xuan Liem has just signed Decision No. 1476/QD-UBND on approving the 1/2000 scale construction zoning plan of Luu Binh Industrial Park, Quang Xuong district with an area of about 470 hectares.
Accordingly, the planning scope belongs to the administrative boundaries of Quang Binh, Quang Luu, Quang Loc and Quang Nhan communes, Quang Xuong district. The boundaries are as follows: The North borders Quang Nhan commune, the South borders Tien Trang commune, the East borders Bac canal and existing residential areas, the West borders Cong Truc industrial cluster and the planned Farmstay tourist area.
The objective of the planning project is to form an industrial park to attract investment and the needs of investors, with synchronous investment in infrastructure connecting with Nghi Son Economic Zone and industrial parks, contributing to the socio-economic development of Quang Xuong district in particular and Thanh Hoa province in general. Arrange suitable industrial types, in harmony with the overall architecture, ensure requirements on fire prevention and fighting, reasonable land use, environmental protection, ensuring sustainable development.
Luu Binh Industrial Park is a high-tech industrial park, prioritizing industries such as electronic component assembly, telecommunications, information technology... Labor force of about 29,000 people.
The total planning research area is about 470 hectares, of which the total planning land area for industrial parks is about 443.77 hectares, including: Land for building factories and enterprises (accounting for 71.56%); administrative, public - service land (accounting for 2.22%); land for technical infrastructure works (accounting for 1.88%); land for trees (accounting for 10.01%); water surface land (accounting for 2.45%); parking lots, repair shops (accounting for 0.72%); traffic land (accounting for 11.16%).
The total land area outside the industrial park is about 51.86 hectares, including Tay Quang Luu Residential Area, Quang Luu Village 8 Residential Area, Quang Luu Village 14 Residential Area, Trieu Cong Quang Loc Residential Area; Central Water Plant land, BHAD Garment Factory; Binh Luu Thai Road; Thai Binh Road; DT2 Road; Linh Thai extended road; irrigation canal land.
Regarding spatial organization, the Industrial Park is divided into 03 areas, corresponding to 03 phases: Phase 1 has a scale of 161.30 ha; Phase 2 has a scale of 140.57 ha; Phase 3 has a scale of 141.90 ha.
For factories and enterprises, the planning of land plots for building factories and enterprises is flexible, and many plots of land can be combined to meet the construction requirements of large-scale factories. Focus on attracting large enterprises that are anchors for industrial park development.
The administrative, public and service area includes the following buildings: executive office, management agency, accommodation facilities, commercial service and product display buildings, fire prevention team, industrial park cultural and sports center... located near the entrance of the industrial park.
Technical infrastructure facilities (power stations, wastewater treatment plants, etc.) are located in the southwest of the Industrial Park, next to traffic routes that are convenient for connecting to technical infrastructure systems inside and outside the Industrial Park.
The green tree system is arranged in concentrated sports areas, flower gardens for industrial parks, at locations adjacent to existing residential areas and technical infrastructure works, green tree strips are arranged to ensure environmental isolation according to regulations.
Decision No. 1476/QD-UBND clearly stated the contents of technical infrastructure planning such as: planning for leveling, rainwater drainage, traffic, water supply, electricity, telecommunications infrastructure, wastewater drainage and environmental sanitation planning...
The Provincial People's Committee assigned the Quang Xuong District People's Committee to complete and publish the dossier for archiving according to regulations; hand over the dossier and documents of the construction zoning plan to the Department of Construction, the Management Board of Nghi Son Economic Zone and Industrial Parks, the Thanh Hoa Institute of Planning and Architecture and local authorities, relevant sectors and units for storage, management and implementation according to the approved plan.
Assign the Management Board of Nghi Son Economic Zone and Industrial Parks to guide investment procedures for investment projects in construction and business of industrial park infrastructure. Take the lead and coordinate with the People's Committee of Quang Xuong district and relevant agencies to inspect and manage construction according to approved planning to ensure compliance with legal regulations. The Department of Construction and relevant functional departments and branches, according to their specific functions and tasks, are responsible for guiding and managing implementation in accordance with planning and current legal regulations.
