In addition to annual tasks such as discussing and approving reports for 2025, the meeting will consider and approve 25 submissions of the Provincial People's Committee on economic , cultural - social, defense - security fields. Among them are many important contents such as the socio-economic development plan; public investment plan from the State budget in 2026... These are very big issues, when approved, they will create a legal basis for smooth and effective implementation.

It is forecasted that in 2026, the world and the country will still face many difficulties, especially the severe consequences of natural disasters in 2025 that cannot be overcome immediately, which will negatively impact the implementation of the province's tasks. Meanwhile, the tasks of 2026 in the overall goals and tasks of the entire term are very large. Not to mention, 2026 also plays a role in starting a new period. A smooth and effective start will create momentum for breakthroughs and advancement in the following years. Especially with public investment - an area that the province has always identified as a key political task that contributes significantly to promoting growth and realizing the province's socio-economic development goals. In 2025, we have been determined in leadership and direction, and although the province is in the top group in public investment disbursement nationwide, there are still "bottlenecks" that cannot be resolved. In 2026, public investment implementation, strong improvement of the business investment environment and many socio-economic development tasks will have to continue to be promoted and achieve higher efficiency.

Along with that, the quality of the staff, especially the commune-level staff in the context of operating a two-level local government, still has many limitations; the situation of a number of cadres, civil servants, and public employees pushing and avoiding tasks in performing their duties must also be resolved soon, so that the apparatus can operate smoothly to better serve the people and businesses. This is a very important issue, because only when the staff's thinking is clear and the quality of work is improved can we meet the increasingly high and numerous job requirements.

At the meeting of the Provincial Party Standing Committee in early December 2025 and the 3rd Provincial Party Executive Committee Conference, many opinions expressed concerns about these "bottlenecks". Directing at the conferences, Provincial Party Secretary Nguyen Doan Anh emphasized that 2026 must be a year of strong action, tightening discipline, overcoming long-standing "bottlenecks", creating substantial changes right from the beginning of the new term. The highest leader of the province requested to focus on building, promulgating, and implementing programs, plans, schemes, projects, mechanisms, and policies to create a favorable environment and conditions to mobilize and effectively use resources for development. That order requires this session of the Provincial People's Council to properly discuss, propose appropriate measures, issue a resolution on the 2026 tasks that are close to reality, and ensure feasibility... Although the time is shortened, it is hoped that with the high responsibility of the Provincial People's Council delegates, the session will successfully complete the requirements.
