Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Decision No. 1417/QD-BVHTTDL approving the Project to Preserve and Promote the Value of the Van Dam Fishing Festival in Xuong Ly (Nhon Ly Commune, Quy Nhon City, Binh Dinh Province) to serve tourism development associated with new rural construction.

The tasks set out in the Project include: Research and survey on the Van Dam Xuong Ly Fishing Festival; Organize training courses, teach the community knowledge and skills to practice the heritage; Organize practice, performance, and introduce part of the rituals in the festival; Support the provision of tools, utensils, offerings, etc. to practice the festival for the community; Create films, photo collections, and documents on the implementation of the project in the locality, serving the work of preserving, promoting, and introducing the festival; Develop a project results report.

The Ministry of Culture, Sports and Tourism assigned the Department of Cultural Heritage to take the lead in developing and implementing the plan. In addition, the Department of Culture, Sports and Tourism of Binh Dinh province; Quy Nhon City People's Committee is requested to coordinate in conducting surveys, selecting intangible cultural heritages and surveying facilities to implement activities to protect and promote heritage values; Appoint members to participate in the Project Organizing Committee; Make a list of artisans and heritage practitioners participating in the Project; Research and propose activities to protect and promote the value of the Van Dam Xuong Ly Fishing Festival.

The project to preserve and promote the value of the Van Dam Xuong Ly Fishing Festival (Nhon Ly commune, Quy Nhon city, Binh Dinh province) to serve tourism development associated with new rural construction is implemented according to the roadmap in the second and third quarters of 2025.

The Ministry of Culture, Sports and Tourism requests relevant agencies, units and localities to proactively coordinate with the Department of Cultural Heritage to organize the implementation of tasks to ensure progress and efficiency.

The Van Dam Xuong Ly Fishing Festival (Nhon Ly Commune, Quy Nhon City, Binh Dinh Province) has long been an indispensable part of the spiritual life of the coastal fishing community here. The cultural and historical value of the festival is truly unique, reflecting the identity of the local community, contributing to the protection of cultural diversity in the Whale worship of the coastal residents of the Central and Southern regions. The Whale worship (Nam Hai Dai Tuong Quan) represents the philosophy of living in harmony with the ocean, while also expressing the deep gratitude of fishermen to their guardian deity. Unique rituals such as the Whale procession, Ba Trao singing, and sea worship are not only religious activities but also reflect a strong community spirit.

In the context of Quy Nhon developing into a center of coastal tourism in the Central region, the Cau Ngu Van Dam Xuong Ly festival has the potential to become an attractive cultural and spiritual tourism highlight. Reasonable exploitation can create new sources of livelihood for fishermen through homestay services, local cuisine and the sale of traditional handicrafts. At the same time, the festival will contribute significantly to building a unique sea and island cultural brand for Binh Dinh.

The preservation of the festival is completely consistent with the State's policies stipulated in the Law on Cultural Heritage, and at the same time meets the needs of the local cultural community. It can be affirmed that the Van Dam Xuong Ly Fishing Festival is not simply a religious activity but also a cultural identity, the soul of the Binh Dinh fishing community, along with other Fishing Festivals in the province. The protection and promotion of the heritage value of the Van Dam Xuong Ly Fishing Festival is not only to prevent the risk of extinction, but also to open up opportunities for sustainable tourism development and, most importantly, to preserve precious spiritual values ​​for future generations.
