Our Party and State have always attached great importance to the opinions, criticisms and recommendations to the Party and State on national and people's livelihood issues from all classes of people, socio- political organizations and social organizations. The documents of the 10th National Congress of the Party clearly stated: "All guidelines and policies of the Party and laws of the State are for the benefit of the people, with the participation of the people's opinions"; "Promote the role and create favorable conditions for the Front and people's organizations to participate in building guidelines, policies, laws of the Party and State, and perform the role of social supervision and criticism"... The Resolution of the 13th National Congress of the Party also affirmed: "Practice and widely promote socialist democracy, the people's right to mastery and the role of self-management"...

Social criticism is a form, a concrete measure that demonstrates the people's rights and sense of responsibility for the common work of the country; demonstrates the close relationship between the Party and the State with the people; demonstrates the Party and the State's trust in the people's political level and understanding of leadership and management. This is also proof that our State is truly a State of the people, by the people and for the people.

In the political and social life of a country, there is always a need for individuals to express their views and opinions, as well as for state agencies to select and solicit opinions and comments from organizations, individuals and society to make the most correct, timely and reasonable decisions in the process of identifying and solving life's problems. Social criticism is essentially people, political-social and socio-professional organizations contributing to the Party and State in formulating policies and guidelines, and preparing decisions on socio -economic development programs and plans.

It is understood as the comment, assessment, and opinion affirming the correct content of the Party's guidelines and policies, the State's policies and laws, programs, projects, and proposals, while at the same time discovering inaccuracies and inconsistencies with social life and the legitimate interests of the people in order to recommend competent agencies and organizations to consider amending and supplementing them for accuracy and suitability. In social criticism, the critic not only refutes but also agrees and proposes amendments and supplements with supporting arguments to make the proposed projects and plans more complete and perfect, contributing to creating and ensuring social consensus and national solidarity under the leadership of the Party.

Distinguish clearly between construction and destruction

Social criticism is different from social disruption. Social criticism is to find and suggest ways to correct mistakes, contribute to perfecting and improving the quality of policies, decisions, and solutions to problems that need to be solved, for the common good and progress. On the contrary, social disruption is essentially destructive behavior and speech for personal or group benefit, but pretending to be criticism, pretending to be good, progressive to intentionally cause trouble, direct destruction with the aim of ruining work or disrupting the general social order, crushing people, denying policies, denying the development of the collective and the country...

Social disruption is a favorite tool of many websites, individuals, and hostile, reactionary, and opportunistic political organizations, who always seek ways to spread distorted, fabricated, slanderous, and defamatory information, attack, and slander with an opposing, subversive, and truth-distorting nature in order to cause doubt, divide solidarity, destroy trust, and social consensus in the country and the Party, and defame and discredit the Party, the State, or Vietnamese enterprises both domestically and internationally.

The common feature of social sabotage is to use the name of social criticism to make arbitrary comments, inferences, slander, and attributions with personal viewpoints, which in the end is to speak ill of the Party, oppose the current regime and policies, and deny the achievements and development of the country; many people even insert implications, thereby boasting and cleverly showing themselves to be intelligent, progressive, for the people, for the country...

Typical of the forces that specialize in operating in this way are organizations and individuals abroad such as: "Vietnam National Alliance" led by Nguyen Huu Chanh; "For the People Party" led by Nguyen Cong Bang and Trinh Thi Ngoc Anh, etc.

Opposing the Party, the State, sabotaging the country

An incident that clearly shows the blatant, spiteful and obvious distortion is that on June 10, 2023, the news site "New Horizon Media" and the RFA website published an article with the title: "The biggest and most dangerous interest group"... In it, the author attributed the opinion of a National Assembly delegate proposing that the Government use 130,000 billion VND to cut losses for EVN, an opinion that had received the general consensus of the entire National Assembly, to be a manifestation of group interests and the nature of the current regime. The author of the article intentionally deceived readers, because the common practice in parliaments of all countries in the world is that there is always a diversity of opinions, even opposing opinions. That is why it is necessary to use voting to pass national policies, decisions by majority vote...

In fact, even in the National Assembly, the above opinion was not accepted because it lacked legal basis. Yet the author of the article deliberately "cheated", making a slanted and provocative accusation that: "No matter how blatantly the "interest groups" behave, they are all innocent, because in addition to their own interests, these "interest groups" are all devoted to protecting power - the fundamental "interest" of the largest "interest group": the Communist Party of Vietnam". Here, the absurd reasoning was pushed to a climax, clearly revealing the author's purpose of using the name of criticism to sabotage the Party, the regime and the State of Vietnam.

It is noteworthy that hostile forces not only disguise themselves as social critics to sabotage the Party and the State, but also want to undermine Vietnamese enterprises. For example, on February 18, 2023, VinFast Production and Trading Company Limited announced a recall for inspection and free repair of a batch of 2,781 VinFast vehicles manufactured at the VinFast Factory in Hai Phong between September 2022 and February 2023, belonging to two versions of the VF8, due to the discovery of a component assembly error that could reduce the effectiveness of the front brakes.

Yet just two days later, on the Facebook page of Viet Tan organization, an article was posted with the title: "So dangerous", in which there was a disruptive comment: "If the brakes fail while the car is running on the road, it can lead to a fatal accident. So dangerous!" and an arbitrary comment: "VinFast is done for!...". In the world, recalling products for repair is normal in the automobile manufacturing industry, including in Japan, the US and European countries. It is just a simple after-sales service associated with a technical error that the company proactively discovered and repaired for the benefit of customers, but it is distorted into a sign of bankruptcy. Would Viet Tan dare to post such comments with other foreign car companies? Or are they afraid of being sued and losing a lot of money because of slanderous accusations and "slandering" the business?

In the country, some self-proclaimed, illegal organizations such as: "Independent Journalists Association"; "Independent Writers Association of Vietnam"... also prefer to borrow the name of social criticism to propagate their wrong political goals.

Recently, taking advantage of the policy of giving opinions on the draft Land Law (amended), a number of websites and bloggers have appeared to "give opinions" in a way that intentionally distorts the truth, causing people to misunderstand that "land is owned by the entire people and represented by the State" into "land is the exclusive property of the State", considering it the source of land speculation and corruption. They even distorted that amending the law is like "making a plow in the middle of the road", "the more you amend, the more obscure it becomes", the easier it is to manipulate, that the Land Law only helps create a "playground" for real estate owners behind officials, thereby deliberately inciting to divide the great national unity bloc.

In addition, even within party organizations and state agencies, there are some people who mistakenly consider themselves "critics" with "progressive" ideas, using the name of social criticism, through "open letters" and "petitions" sent to all levels, sectors, to Party and State leaders, and posted on social networks, blogs, personal websites, and interviews with foreign radio stations and newspapers... to express their personal opinions on the policies, guidelines, and policies of the Party, State, ministries, sectors, and localities. In doing so, they deliberately disparage, attack, distort the truth, and misrepresent the Party's policies and leadership, the State's management, exaggerate the existence and limitations of social life, thereby absolutizing freedom and democracy, even making extreme assumptions that all limitations and negatives in our country's socio-economic life have the same cause: political stagnation and "due to the one-party system".

Be alert to identify impostors

It can be seen that identifying and preventing the exploitation of social criticism to sabotage society, sabotage, and distort by hostile forces and opportunistic, reactionary elements, and preventing "self-evolution" and "self-transformation" within the Party... is urgent and has important significance in Party building as well as maintaining social order and security.

To do that, it is necessary to thoroughly grasp and seriously and effectively implement Directive No. 18-CT/TW dated October 26, 2022 of the Central Party Secretariat on promoting the role, improving the quality and effectiveness of supervision and social criticism work of the Vietnam Fatherland Front and socio-political organizations.

It is necessary to proactively publicize and transparently provide information and quickly, correctly and accurately explain policies and guidelines, ensuring that official information plays a leading role, serving as a basis for assessing and orienting public opinion, and promptly refuting information from disruptive and disruptive people. When detecting cases of disguising criticism with bad intentions, it is necessary to clarify the motives and purposes in order to have appropriate handling measures; there are sanctions to handle the exploitation of comments and criticism to cause social disturbance.

At the same time, it is necessary to strengthen internal management, combat and handle signs of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation", opportunistic elements, political discontent, people with unstable political will, reduced qualities, capacity, prestige, lack of exemplary behavior, causing disunity, localism, factionalism, opportunism...

Every citizen needs to be alert, cautious, and equipped with the necessary “filters” and information to help identify the plots and tricks of taking advantage of social criticism to disrupt information and sabotage the country by hostile and reactionary forces. In particular, it is necessary to pay attention to information of unknown sources, cited vaguely and vaguely, originating from the opinions of those who borrow the name of criticism, “democrats”, “dissidents” who are prejudiced, have plots and actions against the Party and the State.
