Politburo member and National Assembly Chairman Vuong Dinh Hue and Central Committee Secretary and Chairman of the Vietnam Fatherland Front Central Committee Do Van Chien co-chaired the conference.
Speaking at the conference, Mr. Do Van Chien stated that over the past five years, the Standing Committee of the National Assembly and the Presidium of the Central Committee of the Vietnam Fatherland Front have fully and effectively implemented the responsibilities stipulated in the Coordination Regulations. The two sides have coordinated in organizing meetings with voters; promptly and systematically summarizing the opinions and recommendations of voters and the people, contributing to promoting democracy, creating greater social consensus, and fostering the spirit of national unity. The coordination in carrying out oversight tasks has been smoother and more effective. Issues of concern to voters and the people have been monitored at various levels. Most oversight activities of the National Assembly and the Standing Committee of the National Assembly have included representatives from the Central Committee of the Vietnam Fatherland Front.
The monitoring work has helped the Party, the State, and directly the Government and ministries to thoroughly address many issues, such as the prevention and control of the COVID-19 pandemic; resolving the shortage of medicines, medical supplies, and biological products for people's healthcare; adjusting inadequacies in the reform of textbooks and general education programs; and removing difficulties and obstacles to accelerate the implementation of the three national target programs.
Approaching from the perspective of the Vietnam Fatherland Front, the Presidium of the Central Committee of the Vietnam Fatherland Front deeply appreciates the many innovations in the activities of the National Assembly, the Standing Committee of the National Assembly, the National Council, and the Committees of the National Assembly. The role and position of elected bodies have been enhanced, becoming more effective and efficient; and have been recognized and highly appreciated by voters and the people.
The National Assembly has truly worked alongside the Government in overcoming difficulties and promoting socio-economic development; promptly creating a legal framework to resolve difficult and unprecedented issues. Five extraordinary sessions have resolved many "bottlenecks," which have been acknowledged and welcomed by businesses, citizens, and localities.
The National Assembly, the Standing Committee of the National Assembly, and the Speaker of the National Assembly have taken legislative initiatives, creating a legal basis that has contributed to the success in epidemic prevention and control and the recovery and socio-economic development of the country. The National Assembly truly values and listens to the opinions of voters and the people. Monthly, the Standing Committee of the National Assembly discusses the work of addressing people's petitions, providing timely guidance; bringing the content of resolving the opinions and recommendations of voters and the people to the discussion and issuing resolutions – this is a new and highly commendable point…
Effectively coordinate, unite, build, and promote the strength of national unity.
Listening to the speeches, National Assembly Chairman Vuong Dinh Hue acknowledged and highly appreciated the Vietnam Fatherland Front and its member organizations for consistently and thoroughly implementing the Party's 13th Congress viewpoint on promoting socialist democracy, building and strengthening the great national unity, effectively implementing the mechanism of "Party leadership, State management, Fatherland Front and political and social organizations as the core" and the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit".
The Vietnam Fatherland Front has carried out many rich and practical activities, propagating and mobilizing the people to uphold the tradition of patriotism, implementing patriotic emulation movements and campaigns, contributing to the successful implementation of socio-economic development tasks, participating in Party building and State building, promoting grassroots democracy, carrying out social supervision and criticism, preventing and combating corruption and negative phenomena, and practicing thrift and combating waste.
The Speaker of the National Assembly reviewed five areas of cooperation between the two sides. These included close coordination in successfully organizing the election of deputies to the 15th National Assembly and deputies to People's Councils at all levels for the 2021-2026 term; and good coordination in organizing the vote of confidence for those holding positions elected or approved by the National Assembly at the 6th Session of the 15th National Assembly.
The two sides have consistently coordinated effectively in gathering, building, and promoting the strength of national unity; drafting laws and deciding on important issues concerning national unity, ethnicity, religion, and issues related to the implementation of democracy and social consensus; promoting coordinated activities in lawmaking, especially with regard to the draft Law on Land (amended); the Law on Residence, and the Law on Immigration; proactively coordinating closely in the development and implementation of plans for social supervision and criticism, especially thematic supervision by the National Assembly and the Standing Committee of the National Assembly; and coordinating in organizing activities to engage with voters, compiling opinions and recommendations from voters and the people.
Looking ahead, National Assembly Chairman Vuong Dinh Hue suggested that the two agencies continue to strengthen coordination in consolidating the great national unity. Both sides should thoroughly understand the principle that "Great national unity is a precious tradition, an important and consistent strategic guideline of the Party; a great source of strength, and a decisive factor in the success of the cause of building and defending the Fatherland"; and promote democracy in society.
The Chairman of the National Assembly reiterated the directive from General Secretary Nguyen Phu Trong at the opening session of the first meeting of the 15th National Assembly regarding the need to ensure the Party's leadership so that the National Assembly's decisions truly serve the interests of the country and the people; to promote democracy to the highest degree in the activities of the National Assembly and in society so that all decisions of the National Assembly stem from national and ethnic interests, serving the interests of the country and the people, so that the National Assembly truly deserves to be a worthy representative of the people.
The Chairman of the National Assembly stated that Resolution 43 of the Central Committee assigns the Party Caucus of the National Assembly to lead and direct the amendment and supplementation of relevant legal documents, ensuring synchronicity and uniformity. He expressed his hope for close cooperation from the Central Committee of the Vietnam Fatherland Front; and for continued high-level promotion of the role of the Presidium and advisory councils of the Front in lawmaking with the spirit of "early and far-reaching".
The Chairman of the National Assembly requested the Standing Committee to continue to proactively and actively coordinate with the Standing Committee of the National Assembly in oversight activities; to correctly identify the contents to be included in each side's 2025 oversight program; and to assign representatives to participate in oversight activities according to each side's oversight program. In addition, the Standing Committee of the National Assembly is directing the amendment and supplementation of the Law on Oversight Activities of the National Assembly and People's Councils; and requested the Standing Committee of the Central Committee of the Vietnam Fatherland Front, with its practical experience, to provide positive feedback to the National Assembly to finalize the draft Law, ensuring its quality, feasibility, and the resolution of existing problems.
The two agencies continue to strive for improvements in receiving citizens, resolving petitions, compiling opinions and suggestions from voters, and addressing citizen concerns in general.
The Chairman of the National Assembly noted that both sides should urgently and actively coordinate to amend Joint Resolution 525 on voter outreach by National Assembly deputies and Resolution 753 of the National Assembly Standing Committee on voter outreach by People's Council deputies; issue a tripartite joint resolution between the National Assembly Standing Committee, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the organization of voter outreach by National Assembly deputies and People's Council deputies; review and research proposals for amending the Law on Election of National Assembly Deputies and People's Council Deputies; maintain annual and extraordinary joint conferences to discuss coordination of work; strengthen information sharing on each side's activities and enhance coordination between the National Assembly's foreign affairs and the people's diplomacy of the Vietnam Fatherland Front.
With the achievements made over the past five years, and with the spirit of "focusing on the people, listening to the people to win their hearts," the Chairman of the National Assembly believes that in 2024 and the following years, the coordination between the two agencies will continue to improve and innovate, contributing to the successful implementation of each agency's tasks and the common tasks assigned, contributing to "promoting the tradition and strength of national unity, strengthening social consensus, strongly arousing patriotism, national self-reliance, faith, and aspirations to contribute to building a more prosperous and happy country."
