The high school graduation exam from 2025 will follow the 2018 GeneralEducation Program (New General Education Program) with the difference of focusing on assessing learners' abilities instead of assessing knowledge and skills like previous exams. University and college admissions in 2025 will also have many new points with the aim of creating fairness for all candidates.

Prepare carefully, reduce pressure for candidates

In preparation for the first high school graduation exam under the new program, the Ministry of Education and Training (MOET) announced the plan for the high school graduation exam from 2025 as early as the end of 2023. The Ministry has issued the exam structure format and reference exam questions for all graduation exam subjects in a direction suitable for assessing students' abilities. Along with that, training is being provided to teachers nationwide on exam questions, exam organization, technical training for localities; increasing large-scale testing of the application of information technology in all stages of the exam...

In order to have a legal framework for organizing exams for the purpose of graduation assessment, assessing teaching and learning nationwide and serving the purpose of university and college admissions, the Ministry of Education and Training has developed, widely consulted and officially issued Circular No. 24/2024 dated December 24, 2024 on the Regulations on high school graduation exams from 2025 with some notable new points. That is, organizing the exam into 3 sessions, including 1 session for Literature, 1 session for Math and 1 session for organizing optional exams. Candidates will be arranged according to the combination of optional exams to optimize the exam room and exam score. Compared to previous years, 1 exam session and 2 exam subjects will be reduced, thereby reducing pressure and social costs while still ensuring the quality of the exam.

The new regulation determines the use of a combination of process assessment scores (report cards) and exam results in graduation recognition at a ratio of 50-50. The average score of the report cards of the years is calculated by weight. The increase in the rate of using process assessment scores from 30% to 50% is explained by the Ministry of Education and Training to more closely assess the learners' capacity according to the 2018 General Education Program (including many other capacities that the graduation exam does not fully assess). In addition, the report cards of the years 10 and 11 are also used (with a smaller weight than that of grade 12) instead of only grade 12 as before. This change has the effect of promoting teaching and learning right from when students enter high school.

Also to create fairness in education, the new Regulation stipulates that foreign language certificates can continue to be used to exempt from exams in graduation recognition but cannot be converted into 10 points in graduation recognition as before. The graduation score calculation formula does not include foreign language points in this case. This method continues to encourage foreign language learning but aims for greater fairness in graduation recognition. For example, previously, students with an IELTS 4.0 certificate were also converted into 10 points like students with an IELTS 8.5 score.

Limit early admission to create fairness

The draft university admission regulations from 2025 issued by the Ministry of Education and Training aim to limit the methods and number of early admission quotas of schools. Specifically, the early admission quota is determined by the training institution but must not exceed 20% of the quota of each major and group of majors. The draft also stipulates that admission based on academic records must use the results of the entire second semester of grade 12.

Associate Professor, Dr. Nguyen Thu Thuy - Director of the Department of Higher Education (Ministry of Education and Training) said that it is necessary to distinguish the concept of early admission and admission methods. Accordingly, early admission is the time for admission that takes place before students know their high school graduation exam scores in 2025, not 20% for all admission methods other than admission based on high school graduation exam scores. Accordingly, 20% of the quota is for early admission, the remaining 80% is for general admission, including all admission methods.

Dr. Le Dong Phuong - Vietnam Institute of Educational Sciences said that from the reality of enrollment in recent years, it can be seen that early enrollment has many disadvantages. The most typical is the reflection from high schools about students neglecting their studies when they know they "got admitted early". This will affect the university study process later. Therefore, Dr. Le Dong Phuong proposed that in the coming time, early enrollment should be completely eliminated.

The option of using the results of the entire second semester of grade 12 according to the transcript is considered by experts to be a suitable supplementary measure to create a positive impact on teaching and learning in grade 12 while increasing the fairness and effectiveness of the admission process. When the high school graduation exam is renewed, the ability to assess capacity and classify is improved, the results of this exam will certainly be used more.

Proposing the need to distinguish between the results of admission based on academic records and the results of admission based on independent exams, Prof. Dr. Nguyen Dinh Duc - Chairman of the School Council - University of Technology (Vietnam National University, Hanoi) said that reality has proven that the admission methods to select excellent students from specialized schools, students with international certificates such as SAT, ACT... have brought very good and reliable input quality to schools. What needs to be limited now is to limit the time and quota for early admission based on academic records due to the long-standing situation of beautifying academic records as well as limiting easy admission methods that do not properly assess input quality, at all costs to "grab" students.

Adjust to comply with regulations

Faced with changes and adjustments in the 2025 graduation exam and university entrance exam, candidates and parents need to be prepared to adapt to the requirements.

Hanoi University of Industry announced the expected plan for regular university admission in 2025 similar to previous years, however, there is a change in removing the admission method based only on high school academic results, instead combining the academic results of the entire year of grades 10, 11, 12 of the subjects in the admission group with the scores of other assessment exams). The school added a number of admission groups with new subjects according to the 2018 high school education program such as A0C (Math, Physics, Technology), A0T (Math, Physics, Informatics), B0C (Math, Chemistry, Technology), D0C (Math, English, Technology), D0G (Math, English, Economic Education and Law). Regarding the organization of admission, the school does not consider early admission but considers all methods according to the general admission plan of the Ministry of Education and Training.

In 2025, the National Economics University plans to enroll full-time university students with 3 methods: direct admission (2% of the target as in 2024), combined admission according to the school's enrollment plan (83% of the target, an increase of 3% compared to 2024) and considering the results of the 2025 high school graduation exam (15% of the target, a decrease of 3% compared to 2024). The school noted that for the method of using the results of the 2025 high school graduation exam, the National Economics University will only use 4 combinations: A00 (Math, Physics, Chemistry), A01 (Math, Physics, English), D01 (Math, Literature, English) and D07 (Math, Chemistry, English) instead of 9 combinations as in 2024.

The University of Finance and Marketing plans to open more majors in commercial law and software engineering. Admission methods will remain stable as last year. The school plans to focus on two main subjects: Math and Literature. The school's admission combinations will support candidates, taking from a total of 9 subjects that are suitable for the subjects that students have chosen for the high school graduation exam.

The enrollment plans of universities and colleges are expected to have many changes to adapt to the new program and regulations of the Ministry of Education and Training. In particular, enrollment consultants especially note that candidates and their families need to carefully consider the admission combinations of the schools to choose the appropriate subjects for the 2025 high school graduation exam, increasing the chance of passing the university entrance exam in their favorite major.
