Over the years, the Party Committee and the local government of Thien Hoa commune, Binh Gia district, have propagated and mobilized people to develop their potential and strengths to create production models, increase income, and achieve sustainable poverty reduction. As a result, Thien Hoa commune was recently honored with a commendation from the Chairman of the Provincial People's Committee for its outstanding achievements in the emulation movement "For the poor - Leaving no one behind" during the 2021-2024 period.
Thien Hoa commune is located 35 km from the center of Binh Gia district. The commune comprises 7 villages with 761 households and 3,343 inhabitants. Over the years, to help people develop their internal resources and improve their economic situation , the commune's Party committee and government have actively promoted and encouraged residents to exploit the potential and strengths of agricultural and forestry development. In particular, with the advantage of a large area of forest land (accounting for nearly 80% of the natural land area), the commune has focused on promoting the development of hill and forest-based economies. To date, the total area of planted forests in the commune is nearly 500 hectares (mainly acacia, pine, and cinnamon), with over 500 households involved in forest planting.
Mr. Trieu Van La, from Na Leng village, shared: "With guidance from the commune government, in 2012, my family cleared the hillside to plant cinnamon trees. During the planting and care of the cinnamon trees, I attended training courses on scientific and technical transfer organized by the commune to apply to production, so the cinnamon area of my family has developed well. My family has proactively expanded the cinnamon area year by year. To date, my family has planted over 10,000 cinnamon trees. In 2024, my family earned over 100 million VND from harvesting cinnamon bark. In addition, in 2016, my family was given the opportunity to borrow 50 million VND from the District Branch of the Social Policy Bank to plant 2 hectares of acacia trees. In 2023, my family harvested the acacia trees and earned 140 million VND. With the income from forest planting, by the end of 2024, my family will have escaped poverty and repaid all bank debts."
Not only Mr. La's family, but many households in the commune have also risen out of poverty and become wealthy through the development of hill and forest-based economic activities. To provide people with the knowledge and experience to apply to production, the commune People's Committee, in coordination with specialized agencies of the district, organizes 2-3 training courses annually to transfer scientific and technical knowledge in livestock farming and crop cultivation (including forestry). In addition, the commune Party committee and government have directed organizations and associations to act as intermediaries for loan disbursement through the District Branch of the Social Policy Bank, supporting people in accessing preferential loans for investment and production development. To date, the total outstanding loan balance for these programs in the commune is 33 billion VND, with 465 borrowing households.
Mr. Ma Van Tan, Vice Chairman of the People's Committee of Thien Hoa commune, said: Along with developing the hill and forest economy, the commune also focuses on disseminating information and mobilizing people to develop livestock farming models such as chickens, pigs, and cattle... In addition, to create livelihoods for poor and near-poor households, the commune Party committee and government have flexibly used resources from national target programs to support people in developing production. Specifically, from 2021 to the present, implementing the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, the entire commune has provided support to 123 poor and near-poor households with over 272,000 acacia seedlings, with a total cost of 604 million VND; 7 households have received support with 3,010 hybrid chickens and 18 tons of animal feed, with a total cost of over 405 million VND.
Thanks to the attention and support of the Party Committee and the government, along with the proactive efforts of the people, the commune currently has several effective economic models such as: a forest planting model (500 hectares); a poultry farming model (over 24,000 birds); and a livestock farming model (over 800 animals)... By effectively exploiting the local potential and strengths in economic development, the commune has significantly contributed to reducing the poverty rate over the years. By the end of 2024, the poverty rate was 6.31%, a decrease of 11.69% compared to 2021.
Ms. Hoang Thi Anh, Head of the Agriculture and Environment Department of the district, said: "In recent years, the Party Committee and the government of Thien Hoa commune have paid attention to and effectively implemented poverty reduction policies, programs, and projects. In particular, the commune has always focused on exploiting the potential and strengths of the locality to support people in developing their economy, especially the hill and forest economy. Along with the attention of the commune government, the people have also proactively and diligently strived to develop their economy, thereby making a positive contribution to poverty reduction in the commune in particular and the district in general."
It is evident that, thanks to efforts in poverty reduction, the lives of people in Thien Hoa commune have improved significantly, thereby making a positive contribution to the socio-economic development and new rural construction of the commune.
