Developing intelligent operating systems
On June 17, 2021, the City Party Executive Committee issued Resolution No. 05-NQ/TU on digital transformation in Da Nang city by 2025, with a vision to 2030. The Resolution identifies digital transformation as a breakthrough, especially in traffic and construction management.
In recent times, many digital applications and technologies have been deployed, contributing to improving traffic efficiency and safety, such as intelligent transportation systems (ITS). This is one of the most prominent applications of digitalization in transportation. ITS uses technologies such as sensors, cameras, global positioning systems (GPS) and artificial intelligence (AI) to collect real-time traffic data.
From there, the control centers can analyze, forecast traffic jams, flexibly control traffic lights, and provide accurate traffic information to road users via mobile applications or electronic boards. This not only helps reduce congestion but also optimizes traffic flow, saves fuel, and reduces environmental pollution.
According to the Department of Construction, the Public Lighting System Control Center helps automate operations, monitor and reduce manual operations at electrical cabinets, improving centralized management capabilities and easy data retrieval.
The intelligent traffic surveillance camera system with 296 cameras is equipped with vehicle identification software, traffic measurement, and license plate recognition, helping to quickly detect traffic violations and support traffic planning and flow. The Department is implementing a project to expand the intelligent traffic control monitoring system at more than 200 intersections, expected to be completed in 2026.
In addition, the traffic light system, including 187 light nodes and 172 warning light clusters, is also connected to the control center, helping with intelligent monitoring and control. From 2020, the Department will pilot a solution to count traffic volume and automatically control lights at key intersections, aiming for a "green wave" model in the future.
Director of the Department of Construction Nguyen Ha Nam shared that the industry focuses on building a digital data platform, digitizing important data such as planning, licensing, project management, construction quality, etc. with a synchronous, unified system, capable of linking and sharing among relevant agencies.
In particular, the industry will promote the application of advanced technologies such as artificial intelligence (AI), 3D GIS, BIM, IoT, Big Data, VR/AR, Digital Twin in design, construction, urban monitoring, traffic management and construction management. This is an important foundation to help improve infrastructure quality, optimize management and ensure smart urban development. With the above orientations, the Da Nang construction industry expects to create a strong transformation towards sustainable development and modernizing urban management, contributing positively to the overall development of the city.
Provide many public services online throughout the process
Although digitalization brings many benefits, it also poses challenges such as investment in technology, infrastructure and human resource training requiring significant capital. Along with that is changing the working habits of staff and workers towards applying digital technology in management, operation, monitoring, data analysis and forecasting.
However, overcoming these challenges, the opportunities that digitalization brings are enormous, improving productivity and efficiency such as reducing construction and operation time, saving costs and optimizing resources... Therefore, over the past years, digital transformation in specialized activities has been promoted by the city's construction industry. The focus is on digitizing databases and building smart traffic infrastructure. The database system on planning, traffic infrastructure, traffic technical infrastructure licenses, and construction permits are also digitized to improve management efficiency and ensure traffic order and safety.
In 2023, the Department of Construction will develop specialized specification documents in the transport sector, including a list of specialized databases, open data, and shared data to connect with relevant agencies, moving towards expanding across the sector and creating a digital data warehouse for the Construction sector...
In addition, the Department of Construction has completed the construction and integration of 100% of the full-process online public services for all eligible administrative procedures on the National Public Service Portal and the City's Online Public Service Portal, including 98 public services to effectively serve people and businesses. With great efforts, the Department of Construction is now one of two units in the city providing advanced full-process online public services with more than 30,000 results issued, of which more than 6,000 results are implemented on the city's system.
