This afternoon, June 26, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Tri Province Nguyen Dang Quang chaired a working session between the Standing Committee of the Provincial People's Council and the Department of Home Affairs. According to the report of the Department of Home Affairs, the results of the PAR Index, SIPAS, PAPI, and PCI indexes of Quang Tri province in 2023 have increased in rank compared to 2022. After announcing the results and rankings of the above indexes, the Department of Home Affairs reported and analyzed the results of these indexes; at the same time, advised the Provincial People's Committee to issue a plan to overcome, maintain, and improve the PAR Index, SIPAS, and PAPI indexes in 2024.

The Department has also advised the Provincial People's Committee to reorganize the apparatus of administrative agencies and public service units in a streamlined and efficient manner. Through the reorganization from 2017 to present, the province has reduced 30/143 specialized departments under departments and branches; reduced 3/16 branches; 16/72 specialized departments under branches; for public service units, 176/664 units have been reduced. Regarding staff streamlining, in the period of 2022 - 2026, the province has streamlined and cut 818 targets, including 7 civil servant staff targets and 811 career targets.

In the first 6 months of 2024, the Department of Home Affairs submitted the job position project to the Provincial People's Committee for approval. To date, the province has completed the approval of job positions for 46/46 administrative agencies and organizations; 488/488 public service units.

The Department of Home Affairs has advised on the organization of the reception of civil servants (without examination, but must undergo testing and assessment) for 19 cases at the request of 11 agencies, units and localities; agreed on the plan for recruitment and reception of civil servants for 162 targets at the request of 12 agencies, units and localities.

At the same time, the Provincial People's Committee's staff synthesized voters' opinions and voting results of the People's Councils at the commune and district levels, and submitted them to the Provincial People's Council to issue a resolution approving the Project on rearranging administrative units at the district and commune levels for the period 2023 - 2025. Accordingly, the whole province will rearrange 13 communes and towns, down to 7 communes and towns. Currently, the project has been appraised by the Central Appraisal Council, and the dossier continues to be supplemented.

Since the beginning of the year, under the urging and advice of the Department of Home Affairs, localities have resolved 23 redundant commune-level officials and civil servants due to administrative unit rearrangement. Currently, there are 28 redundant commune-level officials and civil servants who will continue to be rearranged, ensuring the roadmap...

The Department of Home Affairs requested the Standing Committee of the Provincial People's Council to pay more attention to and strengthen supervision activities and direct the implementation of tasks related to administrative reform; propose and recommend to the central government to consider converting the number of career positions at the branches to civil servant positions; consider approving a number of policies and resolutions related to theeducation sector.

In his concluding remarks, Nguyen Dang Quang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council of Quang Tri province, said that although the administrative reform process has achieved certain results in recent times, there are still shortcomings and limitations; notably, administrative procedures have not been really simplified, causing difficulties for people and businesses.

Therefore, the Department of Home Affairs is required to research and focus on advising the Provincial People's Committee to issue policies that are close to reality, simplify administrative procedures, and move towards a creative administration that effectively serves people and businesses.

Regarding policies related to personnel work, the Department of Home Affairs is required to continue to effectively implement the work of advising on the construction of organizational apparatus and personnel policies to meet the increasing demands of society; review and advise competent authorities to consider, plan, create sources, and reasonably arrange cadres, civil servants, and public employees of ethnic minorities. The Provincial People's Council accepts the recommendations and proposals of the Department of Home Affairs to have a direction for handling in the coming time.
