On November 2, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, inspected the border and land border gates and worked with the Standing Committee of the Binh Lieu District Party Committee and the Standing Committee of the Mong Cai City Party Committee on the situation of immigration and goods import and export activities, ensuring security and order on the border and preparations for the organization of Party Congresses at all levels. Accompanying him were Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee and other comrades in the Standing Committee of the Provincial Party Committee; leaders of relevant departments and branches.
From January 2024 to present, import and export activities through Hoanh Mo Border Gate, Binh Lieu continue to be maintained. Total import and export turnover reached 85.5 million USD, equal to 83.82% of the plan, up 19.49% over the same period. Import and export tax collection reached 104.1 billion VND, equal to 104.1% of the plan, up 29.76% over the same period.
Political security and social order and safety in the border area are ensured, stabilizing people's lives and creating favorable conditions and environment for the development of production, business and import and export activities.
Regarding the preparation for the Party Congresses at all levels, Binh Lieu District Party Committee issued Plan No. 426-KH/HU dated August 6, 2024 on organizing Party Congresses at all levels towards the 29th District Party Congress, term 2025-2030; assigned members of the Standing Committee of the District Party Committee to direct; established working groups to monitor and guide grassroots Party cells and committees in preparing for the congress. The district has decided to establish 4 sub-committees to serve the Congress.
Up to now, the district has completed the construction of the preliminary outline and is continuing to build and complete the detailed outline of the Political Report to be submitted to the 29th District Party Congress, term 2025-2030. The district is focusing on reviewing, supplementing, and adjusting the cadre planning for the term 2020-2025 (2021-2026) and building the cadre planning for the term 2025-2030 (2026-2031); training, fostering, mobilizing, arranging, and assigning cadres of departments, offices, units, communes, and towns to ensure a source of successor cadres to serve the personnel of the Party Congresses at all levels; promoting the dissemination of major, key topics from now until the Congress.
Inspecting at Hoanh Mo Border Gate and working with the Standing Committee of Binh Lieu District Party Committee, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, emphasized that Binh Lieu is a locality with a very important position in terms of national security and defense. At the same time, ethnic minorities account for 96% of the population. This is also a key locality in the work of building great national unity as well as implementing Resolution 17 of the Provincial Party Committee on building and promoting cultural values, the strength of Quang Ninh people to become an endogenous resource, a driving force for rapid and sustainable development.
Appreciating and praising the results achieved by the district in ensuring national defense and security, socio -economic development and Party building, the Provincial Party Secretary requested the district to focus on continuing to implement solutions and measures under the direction of the Provincial Party Standing Committee, striving to complete the goals of the entire 2020-2025 term by the end of 2024.
Regarding some specific tasks, the Provincial Party Secretary requested the district to further promote the advantages of the Hoanh Mo - Dong Trung border gate pair and the infrastructure system serving import and export activities that have been invested. Thereby, promoting import and export activities of goods and cross-border tourism. Along with that, effectively organize and implement Resolution 06 and Resolution 17 of the Provincial Party Committee in the district with the highest goal of ensuring economic and social development while preserving and promoting cultural identity; completing land and forest allocation to households; minimizing the occurrence of complaints; focusing on ensuring national security and defense, not being passive and surprised in any situation or circumstance.
Regarding the preparation for the Party Congresses at all levels, the Provincial Party Secretary requested Binh Lieu district to closely follow Directive 35 and the plans and instructions of the Provincial Party Committee to proactively prepare the contents for the Party Congresses at all levels. In particular, it is necessary to focus on two important and key tasks: personnel work and the development of congress documents. In the immediate future, it is necessary to focus on the election of village, hamlet and neighborhood chiefs, which will take place simultaneously on the same day; followed by the successful organization of the congress of the Party cells directly under the grassroots Party Committee.
On the same day, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, and the working delegation inspected the situation of immigration and import-export activities at the border gate and the security and order situation on the border line and the preparation work for organizing party congresses at all levels in Mong Cai city.
Promoting the advantages of the border gate area, promoting trade and service activities, especially import and export, immigration in the area, in the first 10 months of 2024, import and export activities in Mong Cai city remained stable and grew well. The total weight of import and export goods increased by 12.9% over the same period. The total import and export turnover reached over 13 billion USD. The city has attracted 674 more import and export enterprises, bringing the total number of enterprises carrying out import and export procedures in the area to 1,250 enterprises. State budget revenue through import and export reached nearly 2,000 billion VND, an increase of 50% over the same period. Immigration activities were resolved quickly, the total number of people entering and exiting through Mong Cai border gates increased by 74% over the same period. The authorities always maintain patrolling, controlling, preventing, arresting, and promptly handling smuggling, trade fraud, illegal entry and exit across the border, strictly managing the area and border residents, and preventing the formation of hot spots in the area.
Preparations for the Party Congresses at all levels are being carefully and actively prepared by Mong Cai City, on schedule. The city has completed the preliminary outline of the Political Report of the 24th City Party Executive Committee; actively directed grassroots Party committees to develop the outline of the political report and the review report of the Party committees at the Congresses of branches and grassroots Party committees for the 2025-2030 term. Regarding personnel work, the city has completed the review and supplementation of the personnel planning (first time in 2024); directed grassroots Party committees and branches to review and supplement the personnel planning in conjunction with preparing human resources for the congresses for the 2025-2030 term.
Inspecting the reality at Mong Cai International Border Gate, the opening area of the Km3+4 pontoon bridge and working with the Standing Committee of Mong Cai City Party Committee, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, acknowledged and highly appreciated the breakthroughs in socio-economic development of Mong Cai City in recent times.
Regarding the tasks in the coming time, the Provincial Party Secretary suggested that the city continue to focus on solutions to build the Party and build a clean and strong political system. At the same time, effectively overcome the shortcomings and limitations that have been pointed out.
Regarding the preparation for the Party Congresses at all levels, the city focuses on the preparation of personnel and documents for the Congress. In particular, focusing on personnel planning for the next term, ensuring standards and conditions according to regulations; at the same time, promptly discovering and supplementing the planning for cadres with new thinking, daring to think, daring to do and having affirmed their capacity through specific work products. Regarding the work of drafting documents, it is necessary to fully evaluate the development achievements of the entire term and give directions for the next term, especially choosing breakthroughs. For clear issues, they must be specified immediately in the Congress Resolution so that they can be implemented immediately.
Regarding the task of socio-economic development, the city needs to research and comprehensively implement solutions to exploit the maximum potential and advantages of Mong Cai Border Gate Economic Zone. Develop new industries and fields that are being identified as the driving force for future development such as: Renewable energy, fields serving green growth. Thereby, contributing to the goal of rapid and sustainable development. Continue to invest in synchronous infrastructure systems, especially infrastructure serving import and export activities; at the same time, effectively exploit invested works. Continue to research and propose investment for dynamic projects.
The Provincial Party Secretary also hopes that the Party Committee, government and political system of the city will continue to promote the tradition as well as the results achieved in the past time to bring Mong Cai city to new and stronger development steps; worthy of the trust and expectations of the province as well as the Central Government for a locality with a special strategic position and great potential for development.
Also on the same day, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and the delegation offered incense and flowers at the Po Hen Martyrs Memorial in Hai Son Commune; inspected the permanent militia post, the headquarters of the Military Command of Tra Co Ward (Mong Cai City); and inspected the Bac Phong Sinh border gate (Hai Ha District).
