The Chairman of the Provincial People's Committee inspected the progress of site clearance for the Ninh Binh-Hai Phong Expressway Construction Investment Project, section passing through Ninh Binh province.

On the afternoon of September 15, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee inspected the progress of site clearance for the Ninh Binh - Hai Phong Expressway Construction Investment Project, section passing through Ninh Binh province.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and the working delegation inspected at Mai Son intersection.

The delegation included comrades: Mai Van Quyet, member of the Provincial Party Standing Committee, Director of the Department of Finance; Nguyen Van Luong, member of the Provincial Party Standing Committee, Director of the Department of Construction; Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of relevant departments, branches and localities; representatives of investors and construction contractors.

Chairman of the Provincial People's Committee Pham Quang Ngoc and the delegation inspected the route and worked with leaders of localities where the project passes through, investors and contractors.

Accordingly, the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section through Ninh Binh province has a total length of 25.3 km, passing through Yen Thang ward and the communes of Yen Mo, Yen Tu, Khanh Nhac, Khanh Hoi, Khanh Trung, Khanh Thien.

The project is designed with a scale of 4 complete lanes; total investment of 6,865 billion VND from the central budget and provincial budget; project implementation period from 2024-2026.

Up to now, the localities where the project passes have handed over 16.88 km of land, reaching 67%; there are 5 resettlement areas in Yen Mo district (old) under construction and expected to be basically completed by October 31, 2025.

At the meeting, leaders of localities where the project passed through and investors quickly reported on the implementation progress, difficulties, obstacles and reasons for the slow progress of site clearance work.

Leaders of departments and branches also clarified the recommendations of localities related to project site clearance work such as: Land price calculation; authority to grant resettlement land; determining the number of people sharing land use rights; shortening the process of publicizing the plan; resettlement implementation process; land compensation plan for households; on the emergence of access roads... At the same time, they discussed and proposed tasks and solutions to speed up the site clearance progress, ensuring completion according to plan.

Comrade Nguyen Cao Son, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee spoke at the meeting.

After listening to the report and conducting a field inspection, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged the efforts of localities, investors and contractors in coordinating and implementing the project.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered a concluding speech at the working session.

The Chairman of the Provincial People's Committee emphasized that this is a national key project built to create new momentum for the socio -economic development of Ninh Binh province and the Red River Delta provinces. Therefore, in the coming time, he requested localities and units to strengthen coordination to speed up the progress of project site clearance. In particular, localities need to review the entire site clearance process, focus on coordinating the inventory, implementing the construction of resettlement areas, and selecting qualified contractors to implement.

Along with that, support and assist investors and contractors in the process of project construction in the locality to achieve maximum convenience. Relevant departments and branches focus on removing difficulties and obstacles, guiding localities to implement site clearance work to ensure compliance with regulations.

At the working session, the Chairman of the Provincial People's Committee also clarified and specifically answered the recommendations and proposals of localities and project investors.
