Comrade Tran Tien Dung was elected to hold the position of Secretary of Dien Bien Provincial Party Committee for the 2025-2030 term.

The Congress elected the 15th Executive Committee of the Dien Bien Provincial Party Committee for the 2025-2030 term, consisting of 52 comrades. The new Executive Committee held its first meeting, electing a Standing Committee of 14 comrades. Comrade Tran Tien Dung was elected to hold the position of Secretary of the Dien Bien Provincial Party Committee for the 2025-2030 term.

The Deputy Secretaries of the Dien Bien Provincial Party Committee include comrades Le Thanh Do, Mua A Vang, and Ha Quang Trung. The Dien Bien Provincial Party Committee's Inspection Committee consists of 11 comrades. Comrade Nguyen Sy Quan continues to be elected as Chairman of the Dien Bien Provincial Party Committee's Inspection Committee for the new term 2025-2030.

Comrade Tran Tien Dung (born March 7, 1975 in Ninh Binh) has a Master's degree in Law; Senior in Political Theory. He has held various positions such as: Secretary of the Minister, Deputy Minister of Justice; Deputy Secretary of Lai Chau Provincial Party Committee, Chairman of Lai Chau Provincial People's Committee for the 2016-2021 and 2021-2026 terms; Deputy Minister of Justice. From January 2025 to June 2025, he was Secretary of Long An Provincial Party Committee and from July 2025 to present, Deputy Secretary of Dien Bien Provincial Party Committee.

On behalf of the Provincial Party Executive Committee, term XV, comrade Tran Tien Dung affirmed: The Provincial Party Executive Committee, term XV, will strictly implement the principle of Centralization - Democracy in Party activities, continue to improve the leadership capacity and fighting strength of the Party Committee; concretize and resolutely implement the Resolution of the Congress. The Provincial Party Executive Committee takes the "Dien Bien Phu spirit" as a peacetime command for development; attaches the responsibility of the collective Executive Committee, each member to the goals, targets, and tasks in accordance with the spirit of clear people, clear work, clear responsibilities, clear time, clear results; promote well the potential and advantages, and are determined to build Dien Bien province to develop strongly.

The Congress elected a delegation to attend the 14th National Congress of the Party, including 17 official delegates and 2 alternate delegates.

With the spirit of “Solidarity, democracy, discipline, innovation, development” and high responsibility, the delegates attending the Congress voted to pass the Resolution of the Congress. Accordingly, the Party Committee will continue to improve the leadership capacity and fighting strength of the Party; promote the strength of great national unity; effectively exploit potentials and advantages, promote socio -economic development; improve the material and spiritual life of the people. The Party Committee focuses on developing health infrastructure, education, training and innovation; constantly improving the quality of health care for the people; and training human resources.

The province develops agriculture and forestry applying modern science and technology, towards improving the quality and value of products, combined with the development of processing industry and services, tourism; promotes the development of digital economy and the system of economic and social infrastructure. Dien Bien maintains political stability, ensures national defense and security, firmly protects national territorial sovereignty; expands foreign relations and international integration. By 2030, Dien Bien strives to become a province developing in the direction of green, smart, sustainable economy; is one of the tourist centers of the region; becomes a fairly developed province in the region.

To successfully carry out the set tasks, the Resolution also sets out 22 main targets by 2030 such as: Economic growth rate strives to reach 10 - 11%/year; GRDP per capita in 2030 reaches 115 million VND/person; in the period of 2026-2030, over 8 million tourists are reached, total revenue from tourism activities reaches 15,000 billion VND...

The Resolution also identifies three breakthroughs in the coming term, focusing on researching, promulgating or proposing the promulgation of mechanisms and policies to create development momentum...; mobilizing maximum resources for socio-economic infrastructure development. The province focuses on investing in transport infrastructure, especially the Son La - Dien Bien - Tay Trang border gate expressway, the road connecting National Highway 12 to A Pa Chai - Long Phu border gate and A Pa Chai border gate economic zone and gradually completing inter-regional, inter-commune and rural transport routes. The province supports and develops diverse, high-quality and attractive tourism products; promotes investment attraction, develops Dien Bien Phu - Pa Khoang National Tourism Area to meet the criteria and be recognized as a national tourism area; builds Dien Bien into a tourism center, making tourism a spearhead economic sector of the province...

The Congress called on all cadres, party members and people of all walks of life to continue promoting the "Dien Bien Phu Spirit" in peacetime, upholding the will of self-reliance and the strength of national unity, proactively seizing opportunities, overcoming difficulties and challenges, determined to strive to successfully complete the goals and tasks set out in the Resolution of the 15th Dien Bien Provincial Party Congress, contributing to the implementation of the Resolution of the 14th Party Congress.
