During the 2020 - 2025 term, despite facing many unprecedented difficulties and challenges, the Party Committee, government and people of Ho Chi Minh City, together with localities such as Binh Duong and Ba Ria - Vung Tau , united and made efforts to overcome challenges, achieving many important and comprehensive results in all fields.

Ho Chi Minh City has focused on strictly implementing the Central Committee's policies and resolutions on Party building and the political system. Leadership methods have been innovated, the capacity and fighting strength of grassroots Party organizations have been enhanced; the cadre team has been built firmly in terms of quality, capacity and prestige. The city has also synchronously implemented the arrangement and streamlining of the apparatus, associated with a two-level government model suitable for the specific management characteristics after the merger; Party committees, authorities, the Fatherland Front and mass organizations have focused on the grassroots, taking care of people's lives, promoting democracy and enhancing social consensus.

According to Secretary of the City Party Committee Tran Luu Quang, in the socio-economic field, the city has completed and exceeded most of the main targets of the term. The average GRDP growth rate reached 6.7%/year; GRDP per capita reached 8,224 USD, 1.7 times higher than the national average. The City's economic scale accounts for more than 23.5% of the national GDP, contributes more than 1/3 of the total budget revenue and has more than 31% of the total number of enterprises in the country.

The economic structure continues to shift towards high-tech industry, high-quality services, green economy and digital economy. Labor productivity, competitiveness and investment environment have been significantly improved; transport, urban, energy and logistics infrastructure have been invested synchronously, creating a foundation for regional connectivity and international integration. Budget revenue has increased steadily, exceeding the estimate by 10-15% each year, affirming the country's position as an economic locomotive.

Entering a new era, the Ho Chi Minh City Party Committee, Term I, has identified strategic goals for the 2025 - 2030 period: "Building a clean and strong City Party Committee and political system; continuing to perfect the organizational model of the political system; promoting the tradition of solidarity, dynamism, humanity, creativity, daring to think, daring to do, pioneering for the whole country, and joining the whole country in entering a new era of development."

The 1st Party Congress, term 2025 - 2030 marked a historic turning point when Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau.

Vision to 2045 - the 100th anniversary of the country's founding - Ho Chi Minh City strives to be among the top 100 cities in the world, worthy of being an international megacity of Southeast Asia, becoming an economic, financial, tourism, service, educational, and medical center of Asia; an attractive global destination with a distinctive, sustainable economic, cultural, and social development, high quality of life, and deep international integration.

Secretary of the City Party Committee Tran Luu Quang emphasized: "We cannot allow ourselves to stop or be satisfied with yesterday's achievements, but must constantly innovate our thinking, act more decisively, and reach new heights, for the prosperous development and happiness of the people."
