(ABO) On November 8, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Tien Giang province Vo Van Binh and delegates of the People's Council of the province and Chau Thanh district met with voters in Tan Huong, Tan Hoi Dong, Tan Ly Dong, Tam Hiep and Long An communes (Chau Thanh district, Tien Giang province).

At the meeting, voters listened to delegates summarize the results of the 10th Session (Special Session), the expected content of the program of the 11th Session - Provincial People's Council, term X, and information on the response of the People's Committee and related sectors to voters' opinions and recommendations in the meeting after the 9th Session.
Next, voters petitioned on issues of concern and urgency in the locality.
VOTERS' PROPOSALS ON HEALTHCARE
Voters in Chau Thanh district have expressed their opinions on the lack of health insurance drugs and the limited quality of drugs at local medical facilities. In addition, patients at district and provincial levels who want to be transferred to higher levels must apply for a referral, which makes it difficult for patients in terms of procedures, especially the requirement that the referral must be made in the presence of the patient (many patients are seriously ill and have difficulty traveling).

Responding to this issue, a representative of Chau Thanh District Medical Center said that due to difficulties in the settlement of health insurance premiums and shortcomings in mechanisms and policies, the unit still has over 50 billion VND that has not been settled by Social Insurance. In addition, the unit still owes money to drug suppliers. Therefore, the local drug base is not enough. At the same time, the commune level is only allowed to implement 50% of the drug base and is only allowed to provide drugs for some specialized diseases. Regarding the referral procedures, the unit also strives to create conditions for people to promptly transfer to other facilities for medical examination. For seriously ill patients, due to the lack of images and the lack of electronic identification, the procedures at the facility cannot be transferred.

Regarding the above issue, Comrade Vo Van Binh shared and sympathized with the voters' recommendations. He said that the State encourages people to participate in health insurance, but once they participate, the use of health insurance still has many shortcomings, this is not only in the locality, but is a common situation in the whole country. Due to the shortcomings of the mechanism and policies that are not yet synchronized, and the huge investment resources for the health sector, solving this problem will take time.

In addition, currently, the amount of health insurance owed to the Tien Giang Health Department is 176 billion VND, of which the District Health Center alone owes about 50 billion VND, so the shortage of drugs is reasonable. The provincial leaders have discussed with the Health Department and the Provincial People's Committee to have mechanisms to promptly handle the above shortage of drugs for the locality.
At the same time, he requested the health sector to absorb voters' opinions and need to do good communication on patient referrals and referrals from the grassroots level to the central level so that people can clearly understand how to implement and the procedures to eliminate any questions from the people. "Chau Thanh district needs to review the current new rural criteria that are still lacking to focus on improving and perfecting them towards launching a new rural district in 2023" - Comrade Vo Van Binh emphasized.
RECOMMENDATION ON LANDSCAPE AND ENVIRONMENTAL SANITATION
Voters in Long An commune have many opinions about the landslide situation on the canal section from Ben Chua to Tam Hiep, affecting rural traffic. Voters recommend that the relevant agencies soon have a solution to overcome this.
Chairwoman of Long An Commune People's Committee Huynh Thi Hong Cuc said: In 2022, when the canal was eroded, the Commune People's Committee and related departments came to survey (by August 2023, the District Department of Agriculture and Rural Development came to survey) in Long Tuong Hamlet. Through the survey at the landslide points, the district had a policy and opinion to survey and design to handle the landslide with a length of 32 m, with an estimated cost of 455 million VND.

For these landslides, after surveying and designing, the commune could not secure the repair costs. The People's Committee of Long An commune has submitted a report to the district and is waiting for the district People's Committee's opinion on requesting financial support for landslide treatment for the Ben Chua canal section (Bao Dinh river). In the past, due to heavy rain and rising water levels, the above canal section has eroded more and encroached deeper. For the landslide-prone spot in Long Thoi hamlet, the People's Committee of the commune has surveyed and asked for the district's opinion. In the coming time, the People's Committee of the commune will re-survey the specific level of landslides and will continue to ask for the district's opinion so that the district can find a solution to create favorable conditions for people to travel.
Also at the meeting, voters of Tam Hiep commune expressed their opinions on the issue of lack of trash bins and improper disposal of trash, causing environmental pollution, and recommended that the State have solutions to this issue to ensure environmental sanitation.

Responding to this issue, Vice Chairman of Tam Hiep Commune People's Committee Phan Van Vung said: In 2024, Tam Hiep Commune strives to become a model new rural area, so the commune currently organizes garbage collection to households. Regarding the arrangement of additional garbage bins, the Commune People's Committee has requested funding to install additional garbage bins. In addition, the Commune People's Committee also asked people to support garbage classification according to instructions and put garbage in the right place to meet the Environmental criteria of a model new rural commune.
Speaking at the meeting, delegate Vo Van Binh acknowledged and highly appreciated the contributions and recommendations of voters. Regarding the opinions and recommendations of voters, the delegates of the Provincial and District People's Councils will fully synthesize and transfer them to the provincial authorities for consideration and resolution according to regulations, meeting the legitimate aspirations of voters.
