At the conference, the reporters presented the following contents: New points on the collection of compulsory social insurance and health insurance in the Law on Social Insurance 2024; contents to note in the collection of social insurance, health insurance, unemployment insurance, issuance of social insurance books and health insurance cards; new points on social insurance regimes and notes when resolving social insurance and unemployment insurance regimes; new points on health insurance policies, voluntary social insurance, etc.
Specifically, the 2024 Social Insurance Law consists of 11 chapters and 141 articles (an increase of 2 chapters and 16 articles compared to the 2014 Social Insurance Law), taking effect from July 1, 2025.
In particular, 5 major policy groups are stipulated: Building a multi-layered, flexible social insurance system; expanding the coverage of social insurance participants; expanding the coverage of social insurance beneficiaries; regulating the management of social insurance collection and payment; diversifying the portfolio and structure of fund investment; strengthening state management responsibility, and promoting administrative reform.

In addition, Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance was passed by the 15th National Assembly , 8th Session on November 27, 2024, effective from July 1, 2025.
Accordingly, the Law amending and supplementing a number of articles of the Law on Health Insurance is an important step forward to ensure social security, improve the quality of health care for all people and move towards the goal of sustainable universal health insurance.
Notably, the Law amending and supplementing a number of articles of the Law on Health Insurance has many new regulations further expanding the rights of health insurance participants.
Through the conference, units, businesses and human resource workers have fully and promptly grasped the new regulations for effective implementation in the coming time, contributing to ensuring the rights of workers and people in the area.
