The deep impression in the past time is that the Provincial Association of Victims of Agent Orange has done a good job of advising the local Party Committee and government to improve the organization, build the Association stronger and stronger, meeting the requirements of the tasks in the new situation. At the same time, the Association has closely connected, acted as a bridge for agencies, units, enterprises, organizations, individuals, and kind-hearted people to come to the Victims of Agent Orange, step by step helping them overcome difficulties, overcome their fate, and rise up to live in harmony with the community and society. The outstanding achievements of the Provincial Association of Victims of Agent Orange have been awarded the Excellent Emulation Flag by the Central Committee of the Vietnam Association of Victims of Agent Orange for many consecutive years along with many Certificates of Merit from the Central and the Province.
* Reporter (PV): As the President of the Provincial Association of Victims of Agent Orange/Dioxin, what are your comments on the outstanding results achieved over 10 years of implementing Directive 43?
* Ms. Tran Thi Quy Mao: Currently, the whole province has 11,997 victims of Agent Orange/dioxin; of which 1,180 victims are families of policy beneficiaries that the Provincial Association of Victims of Agent Orange/dioxin needs timely attention, support and assistance from all levels. Regarding the organization of the Association, there are 11/11 Associations of districts, towns and cities; 155 grassroots associations of communes, wards and towns, with a total of 12,593 members (of which 5,060 members are Victims of Agent Orange/dioxin).

In the process of implementing Directive 43, the provincial Association of Victims of Agent Orange always adheres to the emulation goals, specifically: Continuously improving the organization of the Association from the provincial to the grassroots level; doing a good job of managing Victims of Agent Orange close to real life; regularly strengthening information and propaganda work in many forms. Cadres and members of the Association at all levels regularly go to the grassroots level to understand the thoughts and aspirations of Victims of Agent Orange.
At the same time, maintain close relationships with the Association's "red addresses" to connect with kind-hearted people, philanthropists, agencies, units, businesses, organizations, and individuals inside and outside the province to share and help AO victims in difficult circumstances and with serious illnesses.
During the 10 years of implementing Directive 43, with the specific approach of the Association depending on the actual situation in each locality, the Provincial Association of Victims of Agent Orange/Dioxin at all levels has done a good job of information and propaganda combined with resource mobilization and has achieved very high efficiency.
Implementing the emulation movement "For Vietnamese Agent Orange victims" launched by the Central Committee of the Vietnam Association of Victims of Agent Orange in conjunction with annual local emulation movements, over the past 10 years, provincial Associations at all levels have mobilized a total amount of over 148 billion VND.
Typical examples in implementing Directive 43 on mobilizing resources to help victims of Agent Orange are the Association of Victims of Agent Orange in the districts of Chau Thanh, Cai Be, Go Cong Tay, Cai Lay and Cho Gao.
With the amount of money raised, depending on the circumstances of each victim's family, the Association at all levels supports and helps each victim of Agent Orange specifically, in which the most common form is still organizing groups to visit the victim's family to visit, encourage, and give gifts and necessities for family life.
The remaining levels of the Association organized the construction and donation of "Agent Orange Shelter" houses (375 houses) for families of victims facing housing difficulties; donated wheelchairs and rocking chairs (426) to disabled victims; provided regular subsidies to 716 victims with special difficulties; awarded 551 scholarships to children of poor victims; examined and treated 11,358 elderly, weak, and seriously ill victims...
In particular, the Association at all levels always cares for families of AO victims who are beneficiaries of policies, poor families with many disabled and seriously ill victims who need support and help.
After 10 years of implementing Directive 43, many bright examples of dedication to the Association's activities and wholehearted help for victims of Agent Orange have appeared.
It can be said that these are kind-hearted, full of kindness, always close and devoted to the victims of Agent Orange, especially the seriously ill, disabled, deformed, and paralyzed victims who are suffering the pain of Agent Orange every day.
* Reporter: What are the practical experiences of the Provincial Association of Victims of Agent Orange in the process of implementing Directive 43 in Tien Giang province, madam?
* Ms. Tran Thi Quy Mao: The experiences of the provincial Association of Victims of Agent Orange in effectively implementing Directive 43, firstly, playing a good advisory role for the Party Committee and the government to increase attention, leadership and direction for the Association's activities, ensuring that social and charitable activities are carried out for the right purposes, and providing timely support to those in need.
Reality shows that wherever there is close supervision from the Party Committee, government, and coordination between departments, branches, and organizations, the Association will develop strongly.
Second, the Association's activities must be practical, effective and constantly innovate in content and methods of operation; have diverse and rich organizational forms; orient activities towards the grassroots, closely following reality; diversify and socialize social and charitable activities.
Promote the core role of the Association, mobilize the coordination of the industry, organizations and support of all classes of people to mobilize resources to care for victims of Agent Orange, especially those in particularly difficult circumstances.

Third, regularly take care of the development work, build a strong Association, focus on grassroots Associations. Train and build a team of cadres equal to the current tasks.
Fourth, regularly receive inspection and supervision from the Party Committee and government in implementing the Association's work and the movement "For Vietnamese Agent Orange victims", promptly resolving urgent issues.
Fifth, innovate the content of activities of all levels of the Association; build a professional, scientific , effective, democratic, and public working style; have a plan, focus, and key points.
Sixth, promptly commend, reward and honor outstanding collectives and individuals in the Association's activities and the movement "For Vietnamese Agent Orange victims".

* Ms. Tran Thi Quy Mao: To continue to effectively implement Directive 43, the Provincial Association of Victims of Agent Orange/Dioxin identified the following key upcoming tasks: Continue to advise the leadership and thoroughly grasp Directive 43 to create a positive change in awareness and responsibility of cadres and members in dealing with the consequences of toxic chemicals used by the US during the war in Vietnam.
Advise authorities at all levels to deploy and implement Conclusion 102 dated September 22, 2014 of the 11th Politburo on mass associations, Decision 118 dated August 22, 2023 of the Central Party Secretariat promulgating the "Regulations on organization and operation of mass associations assigned by the Party and State at the Central level" specified in Decision 1242 dated November 21, 2024 of the Provincial Party Standing Committee promulgating the "Regulations on organization and operation of mass associations assigned by the Party and State with the scope of operation in Tien Giang province", Decree 126 dated October 8, 2024 of the Government regulating the organization, operation and management of association organizations, advising party committees and authorities at all levels to pay attention to leading and directing the construction and consolidation of grassroots association organizations for new communes and wards in the province.
The provincial Association of Victims of Agent Orange/Dioxin at all levels promotes a sense of responsibility, proactively and actively coordinates with functional agencies to advise Party committees and authorities at the same level on the work of building the Association's organization, innovating the content and methods of operation, and improving the effectiveness of implementing tasks assigned by the Party and the State.
