Implementing Decision No. 29/2025/QD-TTg dated August 28, 2025 (Decision No. 29) of the Prime Minister on credit for students, postgraduates, and researchers in science, technology, engineering, and mathematics (STEM), the Transaction Office of the Trieu Son Social Policy Bank (Trieu Son Social Policy Bank) has helped many students in difficult circumstances have access to preferential capital for study and research.

Disbursement of STEM Program loan to Ms. Le Thi Hai's family, in Do Quang village, An Nong commune.

After her daughter passed the university entrance exam, Ms. Le Thi Hai, in Do Quang village, An Nong commune, was informed by the staff of the Social Policy Bank about the credit policy under Decision No. 29. She proactively applied for a loan and was guided by the bank staff, helping her family to access the capital source early so that her daughter could study with peace of mind. It is known that Ms. Hai's family is the first household in the locality to access preferential credit capital under the program to support students in STEM majors. Ms. Hai's daughter, Dao Thi Trang, who is studying at the Hanoi University of Architecture, has received a loan of 80.3 million VND from the Social Policy Bank of Trieu Son for the first school year. If counting all four years of study, her family is approved to borrow up to 241 million VND. Ms. Hai said: “With this loan, the family has been relieved of a great burden. This is truly a great source of encouragement for poor families whose children are studying STEM. I believe that many rural families like ours will be bold enough to let their children study information technology and engineering without worrying too much about their children's tuition and living expenses.”

After nearly 2 months of implementing Decision No. 29, Trieu Son Social Policy Bank has completed the documents and disbursed to the first 8 students with a total amount of 512 million VND. The loans are disbursed based on the total tuition fees confirmed by the school (after deducting scholarships or other support) and a maximum of 5 million VND/month to cover living and studying expenses. Currently, Trieu Son Social Policy Bank is implementing the lending method mainly through households, with the household representative being the borrower. It is known that the credit policy under Decision No. 29 aims to support credit for training high-quality human resources, contributing to the realization of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation. According to Decision No. 29, students, graduate students and postgraduates studying STEM majors are eligible for credit loans from the Social Policy Bank. This source of capital helps students cover tuition fees. Notably, borrowers can receive up to VND500 million in support without collateral; only when the loan exceeds this amount will it be required to provide collateral according to regulations. Disbursement is made for each school year, with a preferential interest rate of 4.8%/year. With this loan program, capital is disbursed for each school year or semester. The repayment period is double the loan period, plus the time to find a job after graduating for 1 year. The loan interest rate under the program is lower than the interest rate for student loans under Decision No. 157/2007/QD-TTg and the interest rate for loans for poor households.

This policy opens up great opportunities for learners, with high loan amounts, low interest rates, flexible repayment terms and favorable loan conditions, helping to reduce the financial burden during the learning process. The credit policy under Decision 29 not only provides practical support for learners, but also contributes to training high-quality human resources, contributing to serving socio-economic development. Mr. Dang Xuan Hung, Deputy Director in charge of the Trieu Son Social Policy Bank, said: “The loan program for STEM students is very practical, not only helping to reduce the burden of costs, but also encouraging them to boldly pursue their dreams, contributing to realizing the goal of developing science and technology, training a highly qualified workforce, meeting the requirements of integration and digital transformation. To effectively implement the program, the Trieu Son Social Policy Bank has proactively coordinated with local authorities and socio -political organizations entrusted with extensive propaganda about the credit program for STEM students to local people. Coordinate with universities and vocational training institutions to review and determine loan needs, make loan lists, guide borrowers to complete documents to disburse capital quickly and promptly, check and monitor the process of using loans by customers, ensure loans are used for the right purposes, creating convenience for learners”.

The timely implementation of preferential credit policies for students affirms the companionship of the Vietnam Bank for Social Policies in social security work and the development of high-quality human resources in the locality.
