Promoting local innovation
The draft Law on High Technology (amended) specifies Resolution 57-NQ/TW of the Politburo on the development of science and technology and innovation to 2030, with a vision to 2045. The Law identifies high technology and strategic technology as one of the breakthroughs to promote rapid and sustainable growth and enhance the country's technological autonomy. The main focus is on integrating strategic technology, associated with digital transformation, enhancing public-private cooperation, promoting institute-school-enterprise linkages to form a synchronous high-tech ecosystem.
According to Ms. Tran Thi Thuy Yen, Deputy Director of the Department of Science and Technology, this amendment to the Law opens up important opportunities for Hue to develop the local innovation ecosystem; especially creating motivation for small and medium enterprises to participate more deeply in the technology value chain, from incubation - research - production - commercialization. This is also the basis for Hue to increase total factor productivity (TFP) by 5 - 10%, while moving closer to the goal of becoming the center of science, technology and innovation of the whole country.
In recent years, Hue has formed a dynamic innovation ecosystem, with the Hue City Innovation Center as the core connecting scientists, experts, startups and businesses. This network is complemented by universities, research institutes, concentrated IT parks and open creative spaces, creating an environment to spread the spirit of innovation in the community.
In fact, innovation activities in Hue are taking place strongly and in depth. Many science and technology enterprises have been established and developed based on high technology platforms, such as in the fields of healthcare, education, digital tourism, etc. In particular, Hue is one of the pioneering localities in building digital government and smart cities, with the Hue-S platform - a product developed by a team of young local engineers, a clear demonstration of endogenous innovation capacity.
The city is also aiming to build a controlled testing mechanism (sandbox) at the local level, linked to the testing space of the Center for Creative Startup Support. This space will create conditions for businesses to test new technologies, products, services and business models in a safe and transparent legal environment, supported with access to digital infrastructure, open data and appropriate financial resources. Based on the testing results, the city will evaluate and replicate effective models, promoting the digital economy and digital society to develop more strongly.
Opportunity for businesses to break through
Currently, Hue city is implementing the Project to build a High-tech Park in Hung Loc commune with a scale of 1,081 hectares, aiming to attract domestic and foreign resources, linking training, research, production and services. In the coming period, Hue will prioritize the development of R&D, incubation and sandbox activities in strategic technology fields such as: Biotechnology (serving specialized healthcare - Hue's strength), digital technology (serving smart cities) and smart tourism, in order to exploit the available potential to the fullest.
With the advantage of being a locality with a high-skilled labor rate of 7.27%, ranking third in the country, and the presence of Hue University - a multidisciplinary training and research center, Hue has favorable conditions to develop high-tech enterprises. However, some specific mechanisms are still lacking or not suitable for practice, making it difficult for enterprises to expand investment. When the Law on High Technology is amended and implemented, enterprises will enjoy incubation policies, R&D support, tax incentives, land incentives and super deduction of research costs, strongly encouraging the formation of high-tech enterprises originating from institutes and schools.
The law also promotes the commercialization of high-tech products, supporting businesses to access technology exchanges and participate in the national value chain. In Hue, the Technology Exchange of the Center for Science, Technology and Innovation (under the Department of Science and Technology) and the HueEcom platform are becoming an important bridge between technology supply and demand, helping businesses promote products, expand markets and cooperate in investment.
In addition, the draft Law on High Technology (amended) prioritizes technology transfer, with a policy to encourage the import of advanced technology and a requirement for a localization rate of 30-40%; at the same time, it focuses on training human resources and digital skills, factors that are consistent with Hue's strategy of developing high-quality human resources.
The business community expects the Law on High Technology (amended) to help reduce procedures for recognizing high-tech enterprises, creating conditions for small and medium-sized enterprises to easily access preferential policies on capital, tax, and production premises. When policy barriers are removed, businesses will boldly invest in research and invention instead of focusing only on short-term services.
By 2030, Hue strives to become the center of science, technology and innovation in the Central region, focusing on developing the fields of information technology, biomedicine, new materials and clean energy. The Law on High Technology (amended), when passed, will become an important legal impetus to help Hue realize these strategic goals. |
