Ho Chi Minh City proposed to increase the capital of the Ben Thanh - Tham Luong Metro Line to VND52,047 billion, focusing on completing three key metro lines before 2030. Hanoi plans to start construction of the Red River landscape avenue axis on December 19 with a scale of 11,000 hectares.

Last week (November 15 - November 21), a series of key infrastructure planning information was announced, focusing on metro projects in Ho Chi Minh City, the Red River Boulevard axis in Hanoi, and many expressway projects and large urban subdivisions. Localities accelerated site clearance, proposed adjustments to investment capital, and approved detailed planning to meet development goals for the 2025-2030 period.

Ho Chi Minh City focuses on completing three metro lines before 2030

Ho Chi Minh City leaders recently chaired a meeting with the Urban Railway Management Board on the railway network development strategy. The city identified three key metro lines that must be completed before 2030, including metro line 2 Ben Thanh - Tham Luong, metro line 2 Ben Thanh - Thu Thiem, and Thu Thiem - Long Thanh. The requirement is to have a clear progress milestone, assign specific responsibilities, and avoid delays or overlaps in implementation.

Proposal to increase capital of Ben Thanh - Tham Luong Metro to 52,047 billion VND

The Urban Railway Management Board (MAUR) has just submitted a report adjusting the Metro Line 2 project, Ben Thanh - Tham Luong section. According to the new plan, the total length of the line will increase by more than 200 m, to over 11 km. The total proposed investment will increase from VND 47,890 billion to VND 52,047 billion, due to additional construction scale, technology updates and inflation costs. The city has agreed to transfer the investment source from ODA loans to the Ho Chi Minh City budget.

Hanoi prepares to start construction of the Red River landscape avenue axis

On November 15, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to review the planning project of the Red River landscape boulevard and the Olympic Sports Urban Area. This project has a research scale of about 11,000 hectares, stretching over 40 km along the Red River, passing through 16 communes and wards in the area inside Ring Road 4, affecting 40,000 people. The Prime Minister noted that Hanoi needs to make efforts to start this project on December 19. The Red River landscape boulevard is one of the 5 strategic axes specifically shown in the Capital's Master Plan.

Da Nang proposes 19,000 billion VND for land clearance for high-speed railway

On November 20, the Steering Committee for Site Clearance of the North-South High-Speed ​​Railway Project (section through Da Nang) held its second meeting. The project's planned area of ​​reclamation is about 866.26 hectares, with the need for resettlement of about 5,100 plots of land, construction of 34 resettlement areas and 13 cemeteries. The total investment for site clearance and resettlement is more than VND 19,500 billion. Da Nang proposed that the Ministry of Finance allocate VND 19,000 billion from the central budget, with the remaining amount guaranteed by the city budget.

Phu Tho proposes to add Viet Tri - Hoa Binh expressway

The People's Committee of Phu Tho province has just proposed the Ministry of Construction to add the Viet Tri - Hoa Binh expressway to the Road Network Planning for the period 2021-2030, with a vision to 2050. The route has a starting point intersecting with the CT.02 expressway (Ho Chi Minh road through Viet Tri), and an end point intersecting with the Hoa Binh - Moc Chau expressway, with a length of about 42 km.

Gia Nghia - Phan Thiet Expressway proposed to receive state capital support

The consortium of Trung Nam Group, INDEL Investment and Development JSC - Indel Corp has just proposed the Government to invest in the Gia Nghia - Phan Thiet expressway. The route is nearly 141 km long, passing through 12 communes and wards of Lam Dong and Binh Thuan. Due to the difficulties in the Central Highlands region and low capital recovery ability, the consortium of investors proposed that the budget support the project at a rate of 70% (about 25,430 billion VND), and the investor mobilized capital at 30% (10,900 billion VND).

Hanoi approves Le Thanh bridge over Day River

The Standing Vice Chairman of the Hanoi People's Committee has just signed a Decision approving the plan for the Le Thanh bridge crossing the Day River and the traffic roads on both sides of the bridge, at a scale of 1/500 in Hong Son and Van Dinh communes. The total investment capital is expected to be more than 460 billion VND from the city budget. The route starts at the intersection with Provincial Road 419 and ends at the Ta Day dike, with a length of about 2.6 km.

Hanoi approves urban zoning plan of tens of thousands of hectares

The Hanoi People's Committee has just issued many decisions approving the urban zoning planning tasks. The XB-5 urban zoning in Noi Bai, Soc Son, Quang Minh, and Phuc Thinh communes has a research area of ​​about 3,971 hectares. The E5-1A and E5-1B urban zoning in the northeastern area of ​​Hanoi, in Dong Anh and Phu Dong communes, has a research area of ​​about 3,272 hectares. Previously, in early November, Hanoi also approved the Olympic sports urban zoning planning tasks including area A of 3,280 hectares, area B of 4,560 hectares, area C of 4,498 hectares, and area D of 3,743 hectares.

Administrative boundary planning policy

On November 17, Mr. Phan Trung Tuan, Director of the Department of Local Government (Ministry of Home Affairs), affirmed that the Party, National Assembly and Government have no policy to continue merging provincial and commune-level administrative units. The information that the whole country will merge from 34 to 16 provinces and cities is "fake news, inaccurate". The Ministry of Home Affairs is drafting a decree guiding the collection of public opinions on the establishment, dissolution, merger, division, boundary adjustment and renaming of administrative units, replacing two decrees of 2018 and 2023. The dossier does not have any appendix related to the list of local mergers as rumored.

Progress of existing highway projects

In the Official Dispatch dated November 20, Deputy Prime Minister Ho Duc Phoc requested to remove difficulties at the Ben Luc - Long Thanh and Bien Hoa - Vung Tau expressways. Regarding construction, the Project Management Board was requested to complete the Component 1 project of the Bien Hoa - Vung Tau expressway this year. The Ministry of Construction also requested to speed up the construction progress to ensure the main route (Component 2 project) is opened to traffic this year. At the same time, speed up the handover of 0.3 km of the Ben Luc - Long Thanh expressway and the overpass on DT 770B road of the Component 2 project of the Bien Hoa - Vung Tau expressway before November 30.
