
Important political tasks
The Lao Cai - Hanoi - Hai Phong railway project is an important national project. The section through Hai Phong is 89.8 km long with two branch lines of 20.57 km long, passing through 23 communes, wards and special zones of the city, with 6 mixed stations and 3 technical operation stations.
To implement the project, it is necessary to clear more than 624 hectares of land, 6,096 households whose land must be recovered. The cost of site clearance is about 11,218 billion VND.
Identifying this as an important political task, the City Party Committee established and consolidated the Steering Committee for Site Clearance for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project, with the City Party Committee Secretary as Head; adjusted the plan and focused on directing and mobilizing the political system at all levels to carry out site clearance work.
Many project-related task groups were deployed simultaneously. By early November 2025, site clearance work had achieved many important results.
The city has completed the measurement, extraction, and assignment of ownership to serve the preparation of land recovery records in 23 communes, wards, and special zones. The number of households requiring resettlement is determined to be about 1,749 (407 households in the West, 1,342 households in the East). Many localities have completed the inventory of assets attached to land.
The review of affected technical infrastructure works has also been basically completed. In the West, the city coordinated with the Railway Project Management Board to prepare a preliminary plan to return 76 electrical infrastructure items (about 46.2 billion VND) and 124 agricultural infrastructure works (about 300 billion VND). The contents of connecting local transport infrastructure with the railway line were also reviewed. In the East, the list of affected infrastructure works was basically agreed with the investor and consulting units.
The city also determined the source of material reserves that can be supplied to the project. In the West, there are 19 areas of land and rock for exploitation of filling materials, with reserves of about 62 million m3 ; 3 areas of alluvial land and sand for filling materials with reserves of 1.2 million m3 ; 14 million m3 of limestone.
In the East, there are 21 mineral mines with exploitation period remaining, enough to meet the demand for filling and construction materials. In addition, locations for excess materials and transit yards have also been identified to serve the construction progress.

Recently, Hai Phong has coordinated with the Ministry of Construction, the Railway Project Management Board and the consulting unit to organize many meetings to unify the route plan; research and optimize solutions on location, station scale and local route sections to meet technical and economic efficiency.
High concentration
Speaking at the meeting of the Steering Committee for Site Clearance, Secretary of the City Party Committee Le Tien Chau emphasized: This is a key national project, of special significance to the development of Hai Phong city as well as the whole country.
The city has proactively contributed about 11,000 billion VND from the budget to implement the project through the eastern part of the city. Recently, departments, branches, sectors and localities where the project passes through have actively implemented tasks related to project site clearance.
However, compared with the requirements for site clearance of the project section passing through the city, progress has not been guaranteed (about 1 month late).

To effectively carry out site clearance and resettlement work, ensuring the overall progress of the project, the City Party Secretary requested that Party committees and authorities of communes, wards and special zones need to focus more on human resources, facilities, technical infrastructure, equipment, public vehicles...
In particular, localities closely follow the plan of the City People's Committee to develop plans for each locality, thereby mobilizing the participation of the entire political system to carry out tasks with the determination to complete site clearance by 2025.
Departments, branches and localities should study and make the most of mechanisms and policies to support organizations and people whose land is being recovered. Site clearance must be strict and precise, and resolutely prevent the situation of taking advantage of policies that cause budget losses.
Regarding the implementation of resettlement area construction, the Department of Construction, the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in Hai Phong, and the Management Board of Investment Projects for Construction of Western Hai Phong urgently established and implemented the resettlement area construction project, striving to complete it in November, as a basis for localities to approve the site clearance plan.
The construction of the resettlement area must be implemented quickly, but must be linked to quality assurance and technical requirements. Along with that, urgently establish and implement the cemetery expansion project to facilitate the relocation of graves, ensure spiritual factors, and strive to complete before February 10, 2026.
In order for the project site clearance to be implemented as planned, the Railway Project Management Board (Ministry of Construction) should soon agree on the route plan, station location, etc. so that the city can carry out the site clearance work. Along with that, update the proposals and recommendations of Hai Phong city to ensure suitability, effectiveness, and meet the requirements of socio-economic development.
To serve the site clearance work, the city assigned the implementation of 14 resettlement areas, including 3 projects in the East and 11 projects in the West. Of which, the city started construction of the Duong Kinh resettlement area in August 2025. Hai Duong Nam station is expected to start construction on December 19, 2025.
