
Changes in land clearance
Recently, site clearance work at a number of industrial park projects in Hai Phong has had positive changes, contributing to ensuring the progress milestones set by the city.
At the Tan Trao Industrial Park Infrastructure Project (Phase 1), on November 18, Nghi Duong Commune People's Committee coordinated with relevant departments and offices to pay more than 10.1 billion VND in compensation and support to 44/45 households whose land was recovered with an area of nearly 2.1 hectares; only one household will continue to have its records reviewed for payment in the coming time.
According to the plan, the Tan Trao Industrial Park Infrastructure Development Investment Project (Phase 1) has a total land acquisition area of about 226.79 hectares, of which nearly 199 hectares are agricultural land; the remaining is more than 18 hectares of traffic land, existing canals; 0.36 hectares of rural residential land and other types of land. A total of 1,337 households in Kien Hung and Nghi Duong communes are expected to have their land acquired.
Nghi Duong Commune People's Committee Chairman Ngo Duy Kham said that the project's site clearance is an important task. Since the beginning of November 2025, the Commune People's Committee has publicly announced the site clearance plan. The locality has organized propaganda, held meetings with the people, and visited each household to explain and guide the policy mechanism. Most households whose land is to be recovered have high consensus, and have submitted a request to the Commune People's Committee to promptly approve the site clearance budget before the deadline...
The Tien Lang Airport Industrial Park Infrastructure Investment and Construction Project (Area B) has a scale of 186.49 hectares, invested by CEO Industrial Park Development Joint Stock Company, with a total capital of more than VND 2,795 billion in Chan Hung commune. CEO Industrial Park Development Joint Stock Company is carrying out the necessary procedures to start construction on December 19, 2025 under the direction of the city. Chan Hung Commune People's Committee is also urgently promoting the work, ensuring the handover of 50 hectares of clean land to the investor before December 30, 2025.
Regarding the progress of establishing economic zones, according to Vice Chairman of the City People's Committee, Head of the Hai Phong Economic Zone Management Board Le Trung Kien, by early November 2025, the Project to establish a Specialized Economic Zone had been completed by the city, and the City People's Committee had Document No. 237/TTr-UBND dated November 6, 2025 to submit to the Prime Minister for consideration and decision.
For the Southern Coastal Economic Zone, the master plan has been approved by the Prime Minister; the city has selected a consulting unit, basically completed the project, is collecting opinions from ministries, branches and localities, and strives to submit it for appraisal and approval by the Prime Minister in December 2025.
Regarding the Free Trade Zone, after the decision to establish it on October 13, 2025, the Hai Phong Economic Zone Management Board has researched and developed a development plan for the zone, clearly defining the tasks to be implemented as well as the criteria for selecting investors and investment projects to be implemented here.
Tighten progress, improve enforcement discipline

Currently, the city has 69 industrial parks, 2 economic zones; dozens of industrial clusters with quite large areas. Some industrial parks are progressing slowly, facing many difficulties and problems, mainly related to site clearance.
Typically, most key projects such as Trang Due 3, Nam Trang Cat, Vinh Quang... have low site clearance rates, directly affecting construction progress and investment attraction.
At the Hai Phong International Gateway Port Industrial Park (Deep C3), the occupancy rate is only about 2%. The main reason is that the site clearance work has encountered many obstacles in the Cat Hai town area with about 8,000 people, lacking resettlement land to arrange for affected households. The general planning of Dinh Vu - Cat Hai Economic Zone has been adjusted according to Decision No. 2009/QD-TTg dated September 11, 2025, determining that this area will continue to be retained as a residential area. On that basis, the investor is studying to adjust the project, completing the necessary procedures to continue implementation in the coming time.
According to the leader of Vinh Bao Commune People's Committee, as of November 21, 37/323 households in the commune had approved plans but had not yet received money and handed over the site to the investor to implement the Vinh Quang Industrial Park Infrastructure Investment and Business Project (phase 1), affecting the progress of project implementation.
The People's Committee of Vinh Bao commune has repeatedly propagated, mobilized, and explained the compensation and site clearance policies and regimes to households and organized frank dialogues, but the households have not yet agreed. In order to ensure the completion of site clearance and handover of clean land to the investor to start the project according to the city's direction, the People's Committee of Vinh Bao commune has completed the enforcement procedures for 37 households according to the law, expected to be implemented before November 28, 2025.
Recently, at the meeting of the Steering Committee for the development of economic zones and industrial parks in the city on the development of economic zones and industrial parks, comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City, Head of the Steering Committee emphasized that the development of economic zones and industrial parks is the city's key task and the driving force for growth.
The City Party Secretary assigned the City Party Committee to direct the acceleration of the progress of strategic infrastructure projects, key projects, and review the progress of industrial park implementation. For industrial parks that have investment policy decisions, urge, inspect, and handle according to the law investors who are slow to implement according to the committed progress, and at the same time propose competent authorities to consider and decide to choose other investors with enthusiasm, capacity, and responsibility to implement the projects. Local leaders focus on directing the implementation of site clearance and take personal responsibility if there is a delay, and this is also a criterion for evaluating cadres.
The City People's Committee also works with investors of industrial park infrastructure being deployed in the area, agencies, units and localities, building a progress critical path to direct the removal of difficulties, especially the work of site clearance, reporting to the Steering Committee for monitoring and urging. For industrial parks that are behind in site clearance, the city requires localities to focus highly, it is necessary to implement measures to enforce land recovery and require investors to organize construction immediately, no later than 1 month after having the site.
