That is the goal in Plan No. 113/KH-UBND dated October 1, 2025 of Dong Nai Provincial People's Committee on implementing the land database cleaning campaign.

Accordingly, the completion of the land database will help the state management work to be transparent, effective, and accountable; at the same time, strongly reform administrative procedures, provide online public services, and synchronously connect with the national database on land, population, and other sectors. The plan also aims to create a breakthrough in digital transformation in the natural resources, agriculture , and environment sectors, improving the quality of service to people and businesses.
The province's land database will be standardized according to the principles of "correct - sufficient - clean - alive - unified - shared", ensuring information security, network security and conformity with the 2-level local government model.
The campaign focused on reviewing and cleaning up all land data in 95 communes and wards. Along with that, the province established Steering Committees and Working Groups at all levels, developed detailed plans, unified technical processes, and at the same time, propagated for people and businesses to coordinate in providing relevant records and documents.

Land data will be classified into 3 groups: the group that has been ensured to be “correct - sufficient - clean”; the group that needs to be adjusted and supplemented; and the group that cannot be used and must be newly built. The authorities will check with the national population database to verify land users, collect and digitize records that are not yet in the system, synchronize with the Central Government, restructure administrative procedures and reduce paper records.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over technical design, budget estimates, and progress report synthesis. The Provincial Police authenticated population information and ensured data security. The Provincial Public Administration Service Center connected and shared data. The Department of Science and Technology consulted on technical resources. The Commune People's Committee collected paper documents. The Department of Finance balanced and arranged funding.
The Provincial People's Committee requests agencies and localities to seriously implement and promptly report difficulties for handling and ensuring progress. With this campaign, the province hopes to form a modern, standardized land data system, effectively serving management work and creating maximum convenience for people and businesses in carrying out land procedures in the digital environment.
