Dong Thap applies new spending levels for industrial promotion activities

Regulations on support content for industrial promotion activities in the province are issued under Resolution No. 08/2024/NQ-HDND of Dong Thap Provincial People's Council with specific spending levels for each content.

Accordingly, the general expenditure level of industrial promotion activities is implemented according to the provisions of Article 7 of Circular No. 28/2018/TT-BTC dated March 28, 2018 of the Minister of Finance on guidelines for establishing, managing and using industrial promotion funds, applicable to 1 (one) support.

Expenses to support the construction of technical demonstration models to disseminate new technologies and produce new products are up to 30% of the cost but not more than 1,000 million VND/model; models that are operating effectively and need to be disseminated and replicated are up to 30% of the cost but not more than 100 million VND/model.

Support for building pilot models on applying cleaner production in industry for industrial production establishments is up to 30% of the cost but not more than 500 million VND/model.

Expenses to support the application of advanced machinery and equipment, technology transfer, and scientific and technical advances in industrial and handicraft production. The maximum support level is 50% of the cost but not more than 300 million VND/facility. In case of expenses to support technological lines, the maximum support level is not more than 1.5 times the support level for the application of advanced machinery and equipment, technology transfer, and scientific and technical advances in industrial and handicraft production. Each rural industrial facility is only supported 01 (one) time.

The cost of organizing the voting and awarding certificates for typical rural industrial products at the provincial level is no more than 100 million VND/organization, and for the district level, it is no more than 50 million VND/organization. The cost of organizing the voting and awarding certificates for typical rural industrial products; the reward for typical rural industrial products voted to win provincial prizes is 3 million VND/product, and for winning district prizes is 1.5 million VND/product.

Support for building and registering trademarks for rural industrial products. Maximum support level is not more than 35 million VND/brand.

Expenses for supporting consulting and assisting rural industrial establishments in the following areas: Investment project preparation; marketing; production management, finance, accounting, human resources; design, packaging; application of new technology and equipment. The maximum support level is 50% of the cost, but not more than 35 million VND/establishment.

Expenditure to support loan interest rates for rural industrial establishments causing environmental pollution to relocate to industrial parks and clusters (support after rural industrial establishments have completed their investment): Maximum support level is 50% of interest rate for loans to invest in houses, factories, machinery, equipment, and technological lines in the first 2 years but not exceeding 500 million VND/establishment.

Expenses to support the repair and upgrade of environmental pollution treatment systems at rural industrial establishments. The maximum support level is 30% of the cost, but not more than 300 million VND/establishment.

In addition, the regulation also stipulates specific levels for the development of television and radio programs; the establishment of district and provincial-level professional associations; support for the formation of industrial enterprise clusters; organization of training courses, training, and management of industrial promotion programs and projects.
