On April 19, Chairman of the Hanoi People's Committee Tran Sy Thanh sent a document to the People's Committees of districts, towns and cities on the plan to arrange commune-level administrative units of the city to collect people's opinions and organize People's Council meetings at all levels. Immediately after the document was issued, the inner-city districts proactively took action, implementing the work of distributing ballots to collect people's opinions on the plan to arrange and name the new administrative units. As of April 21, the ballot distribution work has been completed. Preliminary results show that people agree, support and trust this major policy.

In Hoang Mai district, according to the plan of the district People's Committee, the implementation of collecting people's opinions on the arrangement of commune-level administrative units will be carried out in 3 days (from April 19 to 21). However, as of the morning of April 20, many residential groups have completed collecting people's opinions. Residential group No. 6 of Tuong Mai ward (Hoang Mai district) is one of the units that completed early.

Ms. Nguyen Thi Mai, Head of Residential Group No. 6, Tuong Mai Ward said: “To ensure progress, immediately after receiving the ballots from the Ward People's Committee, we held a meeting, and the members of the group were assigned to distribute ballots according to the areas they were responsible for, ensuring that all 310 households with permanent residence in the area were given ballots at home. At noon on April 19, the group's opinion collection results were completed, with 100% agreement in support of both options.”

In Hai Ba Trung district, the work of collecting people's opinions has been carried out proactively, systematically and flexibly by the political system from the district to the ward and residential groups. Chairman of the People's Committee of Quynh Mai ward (Hai Ba Trung district) Bui Quang Khai said that 11 residential groups have posted notices and public opinion forms on the groups' Zalo groups. People have a very good grasp of the information, so as soon as the members of the opinion collection group arrived, the households were excited and immediately filled in the consent boxes.

According to the plan to arrange grassroots administrative units in Dong Da district after the arrangement, the number of wards will be reduced from 17 to 5 grassroots administrative units, including: Dong Da, Lang, O Cho Dua, Kim Lien, Van Mieu - Quoc Tu Giam. According to the reporter of Hanoi Moi Newspaper, the process of collecting voters' opinions took place enthusiastically in all wards.

In Quang Trung Ward, the residential groups have distributed opinion polls to the people. Chairman of Quang Trung Ward People's Committee Hua Thi Xuan Lien said: "Quang Trung Ward has 13 residential groups collecting opinions. Currently, 3,300 ballots have been issued corresponding to voters, representing 3,300 households. The work of collecting opinions is being deployed to each household. The situation of collecting opinions at the residential groups has a very high preliminary rate of support."

Along with other localities in Hanoi, 8 wards in Cau Giay district are making efforts to soon complete the process of soliciting people's opinions on the plan to arrange grassroots administrative units in the area. By 7:00 p.m. on April 20, in many residential groups, the rate of voters agreeing was 100%. It is known that Cau Giay district set a deadline of April 22, the People's Committees of the wards must synthesize and report the results of collecting people's opinions, but so far, all wards have basically completed it.

On the afternoon of April 21, the People's Committee of Nam Tu Liem District announced that it had reported the results of collecting public opinions on the arrangement of administrative units in wards in the district. Accordingly, Nam Tu Liem District collected opinions from 70,530 voters representing households, accounting for 99.07% of the total number of permanent households in the area. Of which, the percentage of people agreeing to the arrangement of 4 administrative units was nearly 94%.

By the morning of April 21, Long Bien District had completed the statistics of the results of collecting public opinions on the plan to rearrange commune-level administrative units in the area. According to the arrangement plan, the current 13 wards of Long Bien District and a small part of two communes of Bat Trang and Co Bi in Gia Lam District have been arranged into 4 new basic administrative units (wards) with the expected names: Long Bien, Viet Hung, Bo De, Phuc Loi. According to the summary results of the Long Bien District People's Committee, there were 82,298 votes in agreement with the plan to rearrange the above wards, reaching a rate of 99.14%.

On the afternoon of April 21, the People's Committee of Ba Dinh District announced that the district had collected opinions from 58,256 voters representing households, reaching 99.48% of the total number of households in the area. Of which, the percentage of people agreeing with the plan to arrange administrative units in the district reached 99.07%.

Preliminary statistics show that the districts have collected public opinions on the arrangement plan and the name of the new administrative unit at a rate of 90% or more; many wards have collected 100% of opinions, with 99.99% of household representatives agreeing with the plan proposed by the city.

Suburban areas: Many places have 100% of voters in favor

In the suburban areas of Hanoi, on weekends, despite the first heat wave of the summer of 2025, members of the public opinion gathering team still diligently visited each family to ask for opinions on the policy of rearranging administrative units. Most people were very excited and had absolute trust in the policy of the Party, the State and the city, so the approval rate was high, including localities where 100% of the people agreed to support.

In Quoc Oai district, immediately after the Standing Committee of the District Party Committee held a conference to deploy the plan to merge and reorganize commune-level administrative units in the area, communes and towns urgently deployed to collect voters' opinions. As of 10:30 a.m. on April 20, a total of 41,926 ballots were issued, accounting for 77.52%; the number of ballots collected reached 30,246, reaching 72.14%; of which, Phu Man commune has completed the ballot collection. Mr. Nguyen Van Tuong in Dinh Tu village (Can Huu commune, Quoc Oai district) said that at 7:00 a.m., he represented his family to complete collecting opinions on the plan to reorganize commune-level administrative units.

Similarly, all 30 communes and towns of Chuong My district simultaneously launched a campaign to collect public opinions on the administrative unit arrangement plan. At exactly 7:00 a.m. on April 20, 4 public opinion collection teams of Trung Hoa commune were present in 4 residential areas to carry out their duties...

Talking to reporters of Hanoi Moi Newspaper, Vice Chairman of the Veterans Association of Trung Hoa Commune, Do Van Vien, shared that the arrangement of commune-level administrative units aims to streamline the apparatus, not affect people's lives, and create opportunities for the locality to develop more strongly when there is more space, more favorable for planning...

Since April 19, Phuc Tho district has been collecting public opinions on the plan to merge and rearrange commune-level administrative units and the expected names of new administrative units after the rearrangement. In Vong Xuyen - the largest commune in the district in terms of both area and population, the locality quickly deployed to the villages. Secretary of Bao Loc 1 village Party cell Doan Van Luu informed that the village has 600 households with nearly 2,800 people. As of the morning of April 20, the collection of public opinions had been completed with a very high consensus rate. Through understanding the thoughts, feelings and aspirations of the people, it can be seen that the people strongly agree, support and trust the policy of rearranging administrative units in a streamlined and effective direction...

In Thach That district, Chairman of Dong Truc Commune People's Committee Nguyen Dinh Nghi said that, implementing the plan to collect voters' opinions on the plan to arrange commune-level administrative units, by the end of the morning of April 20, the commune had completed distributing and collecting opinion ballots for all 1,922 households, nearly 100% of households in the commune expressed their agreement with the policy of merging communes.

According to the People's Committee of Thanh Oai district, as of 4:00 p.m. on April 20, Thanh Oai district had 4/20 units completing 100% of the consultation on administrative unit arrangement, namely: Kim Bai town, Thanh Van commune, Tam Hung, Cu Khe; the remaining 16 communes reached more than 90%... As for Ba Vi district, as of the end of April 20, the consultation of voters had been completed; of which 99.24% of voters agreed with the commune arrangement plan and 98.12% of voters supported the new name.

According to a survey by reporters from the Hanoi Moi Newspaper, the public consultation was organized systematically and flexibly in the suburban districts of Hanoi. All communes have established groups to collect public consultations in each village and residential group. The distribution and collection of ballots were carried out seriously, following the correct procedures, ensuring transparency. The vast majority of people agreed with and supported the plan to rearrange administrative units at the commune level...
