From April 23-25, 2025, Deputy Minister of Industry and Trade of Vietnam Nguyen Hoang Long, Head of the negotiation delegation of the Protocol amending the Intergovernmental Agreement between Vietnam and the Russian Federation within the framework of the joint ventures Rusvietpetro and Vietsovpetro, led the Vietnamese negotiation delegation to visit and work with the Ministry of Energy of the Russian Federation and other partners, to negotiate and sign important documents, opening up a long-term and sustainable development future for the oil and gas industry of the two countries.
At the meeting with Deputy Minister of Energy of the Russian Federation Roman Anatolievich Marshavin, Deputy Minister Nguyen Hoang Long expressed his sincere thanks to Mr. Roman Anatolievich Marshavin and the Ministry of Energy of the Russian Federation for the warm welcome. Deputy Minister Nguyen Hoang Long emphasized the importance of cooperation in the oil and gas sector between the two countries, affirming that this is a traditional strategic sector, contributing to strengthening the friendship and mutual trust.
The two sides' negotiating delegations reviewed and agreed on the contents of the Protocols amending the Intergovernmental Agreement on the Vietnam-Russia Joint Venture Vietsovpetro and Rusvietpetro Company Limited, and the Intergovernmental Agreement on expanding the area of operation in the field of geological exploration and oil and gas exploitation, aiming to sign these documents within the framework of the visit of the Vietnamese high-ranking leaders to the Russian Federation in early May, on the occasion of the 80th anniversary of the Soviet People's victory over fascism in the Great Patriotic War.
The two Deputy Ministers highly appreciated the tireless efforts of experts from both sides to complete the negotiations and agree on the documents in an extremely urgent time. The signing of the documents at the right time of the visit of the Vietnamese high-ranking leader to the Russian Federation has strategic value, demonstrating the political determination of the two countries in deepening cooperation in the energy sector.
Deputy Minister of Energy of the Russian Federation Roman Anatolievich Marshavin said that with the achieved foundations and strong political commitment from the Leaders of the two countries, these new Protocols and Agreements will open a new stage of deeper and broader cooperation between Vietnam and the Russian Federation in the oil and gas sector. The two sides expect that in the coming time, more cooperation projects will be effectively implemented, contributing to the energy security and sustainable development of both countries.
Also within the framework of the working trip, Deputy Minister Nguyen Hoang Long and the delegation including many ministries and sectors of Vietnam had working sessions with leaders of Zarubezhneft Group and Rosatom Group to discuss and expand cooperation possibilities in new fields such as LNG, renewable energy, and nuclear power.
