The conference attracted the participation of delegates from state agencies, organizations and enterprises, especially management agencies in Bac Giang province. Trainees not only had access to knowledge about legal policies but also had the opportunity to exchange experiences and learn about specific issues related to e-commerce, including procedures for notifying e-commerce websites to the Ministry of Industry and Trade. In addition, the conference also mentioned some violations and handling of administrative violations in e-commerce according to current regulations, as well as the process of inspection, examination and handling of violations in this field.
At the Conference, Mr. La Van Nam, Deputy Director of the Department of Industry and Trade of Bac Giang Province, said that currently, the e-commerce market in Vietnam has become a popular business method, playing an important role in the development of the digital economy and digital transformation. The diversity of operating models, participants and operating processes, along with the support of Internet infrastructure and modern technology, has made e-commerce a pillar of socio-economic development of Bac Giang province as well as the whole country. However, to effectively manage e-commerce, we need to promote and research legal policies, ensure their effective operation and application, including policies for sellers, consumers and tax policies in the network environment.
Mr. Nam also emphasized that state management of e-commerce law is a key factor for the sustainable development of the e-commerce industry. At the conference, he hoped that experts would share important contents such as Decree No. 52/2013/ND-CP and Circular No. 47/2014/TT-BCT, update new points in Decree No. 85/2021/ND-CP, and regulations related to e-commerce, especially violations and measures to handle administrative violations. He also requested guidance on skills to identify fraud and scams in e-commerce, how to approach and handle violations on social networking platforms such as Facebook, Zalo, Instagram, in order to protect consumer rights and ensure a fair and transparent e-commerce environment.
Regarding the issues that Mr. Nam shared about the challenges and potential of e-commerce in Bac Giang, Mr. Nguyen Huu Tuan, Director of the Center for Development of E-commerce and Digital Technology - eComDX, emphasized the importance of applying legal regulations in promoting the sustainable development of e-commerce, and shared important updates on new policies and e-commerce management processes. Mr. Tuan said that e-commerce not only promotes the development of businesses but also contributes to improving economic efficiency, creating many opportunities to access global markets, promoting competition and improving labor productivity. He also shared about current legal regulations, including Decree No. 52/2013/ND-CP, regulating the management of e-commerce activities, helping to create a clear legal corridor and protect consumer rights in the online business environment.
Experts at the Conference also shared the necessary processes and procedures to register and notify e-commerce websites with the Ministry of Industry and Trade.
In addition, Mr. Tuan also updated the new points in Decree No. 85/2021/ND-CP, especially the regulations on the management of e-commerce trading floors, inspection, examination and handling of violations, to ensure e-commerce activities take place more transparently, fairly and sustainably in the future. These updates not only help state agencies and businesses better understand the current legal environment, but also serve as a basis for stakeholders to develop e-commerce activities effectively and legally.

At the conference, experts and students discussed e-commerce development strategies, shared practical experiences and frankly discussed difficulties related to the legal framework when implementing e-commerce in enterprises. These issues include difficulties in applying current legal regulations and challenges that enterprises face when complying with requirements on consumer protection, handling violations and ensuring transparency in online transactions.
