Extensive political activities of youth

The Congress of the Ho Chi Minh Communist Youth Union at all levels for the 2025-2030 term in Quang Ninh is a broad political activity of special importance to the youth of the whole province, aiming to summarize and evaluate the results of implementing the resolution of the past term, determine the direction, goals, tasks and solutions for the work of the Youth Union and the youth movement in the new term. From here, it marks a change in the organization and action of the whole Youth Union in the new period.

Prepare carefully, organize successfully

In close adherence to Plan No. 398-KH/TWĐTN-CTĐ (dated July 24, 2025) of the Central Executive Committee of the Youth Union on organizing Youth Union Congresses at all levels, towards the 13th National Congress of the Ho Chi Minh Communist Youth Union, the Provincial Executive Committee of the Youth Union issued Plan No. 169-KH/TĐTN-CTĐTN (dated August 6, 2025) on organizing Youth Union Congresses at all levels, towards the Congress of the Ho Chi Minh Communist Youth Union of Quang Ninh province and the 13th National Congress of the Youth Union to create unity and synchronization in the process of organizing Youth Union Congresses at all levels.

The Provincial Youth Union Standing Committee regularly directs the Youth Union Standing Committees of communes, wards, special zones and affiliated Youth Unions to report on the progress of implementing the congresses; listen to and answer questions that units encounter in organizing the Youth Union Congresses at all levels, especially those related to the personnel work of key Youth Union officials.

At the same time, assign working groups to regularly maintain contact and pay attention to helping the commune, ward, special zone and affiliated delegations in reviewing and approving the content of the congress preparation work, such as: Project (or plan) to organize the congress; congress program; report on the implementation results of the congress resolution for the 2022-2027 term and goals, solutions, and directions for the 2025-2030 term; report on reviewing the Executive Committee for the 2022-2027 term; personnel projects and delegations attending the congress of the higher-level union.

Accordingly, the work of organizing grassroots congresses has been focused on and implemented by the Standing Committees of the Youth Unions of communes, wards, special zones and affiliated Youth Unions to ensure compliance with regulations, specifically regarding: Personnel plan for the Executive Committee, Standing Committee, Secretary, Deputy Secretary to ensure quantity, structure, standards; qualifications, capacity, quality of the new Executive Committee, Standing Committee, Secretary, Deputy Secretary have been raised.

Up to now, the Provincial Standing Committee   The delegation organized the review of the 59th/ 59th congress documents.   The superior union unit directly at the grassroots level ; directs the model congresses of the commune-level union at the Quang Yen ward union and the Van Don special zone union .  

Comrade Dao Minh Ngoc, Member of the Provincial Youth Union Standing Committee, Secretary of the Van Don Special Zone Youth Union, said: Based on the direction and guidance of the Provincial Youth Union, the Van Don Special Zone Youth Union   The basic congress program was built to ensure scientificity , fully implementing the congress contents according to regulations; the order of the contents was reasonable, in accordance with principles, and ensuring time.   Congress propaganda work was promoted and widely deployed, associated with exciting emulation movements before, during and after the congress, creating an exciting and united atmosphere among the Youth Union members.

As of September 30, 416/416 grassroots youth unions and grassroots youth unions in the province have completed their congresses. By October 15, 23/59 grassroots youth unions have completed their congresses and it is expected that 100% will be completed by October 31.

Create new momentum for the new term

Along with directing the organization of congresses of the direct superior grassroots youth union units, the Provincial Youth Union Executive Committee urgently and carefully implemented the preparations for the 13th Congress of the Ho Chi Minh Communist Youth Union of Quang Ninh province, term 2025-2030, scheduled to be held on November 29, 2025.

Secretary of the Provincial Youth Union Nguyen Phuong Thao shared: The Youth Union Congresses at all levels are organized in the spirit of thoroughly grasping the guiding ideology in the documents of the Provincial Party Congress, the documents of the Provincial Fatherland Front Congress and the direct and comprehensive leadership of the Party Committee. With that orientation, the preparation and organization of the 13th Congress of the Ho Chi Minh Communist Youth Union of Quang Ninh province ensures the motto of inheritance, innovation, creativity, promoting the intelligence and responsibility of cadres and union members; focusing on quality, practicality, efficiency, safety, economy, avoiding ostentation.

Accordingly, the Provincial Youth Union Standing Committee has directed the establishment of working groups to review and advise on the contents of the 13th Provincial Congress of Ho Chi Minh Communist Youth Union; draft a personnel plan for key positions for the 13th term, 2025-2030 term, and seek opinions from the Standing Committee and the Provincial Youth Union Executive Committee from August 2025. The 13th Quang Ninh Provincial Youth Union Congress is expected to convene 220 delegates; and will elect the 13th Executive Committee and the delegation to attend the 13th National Youth Union Congress at the congress.

The work of drafting congress documents ensures generality, correctly assesses advantages, frankly points out limitations and causes, draws lessons and builds a system of indicators and solutions suitable to political tasks and youth needs. The political report of the Youth Union basically follows the Central Committee's instructions.   The delegation and the practical situation   of the province, has been drafted, widely receiving comments from cadres, union members, former union cadres and relevant agencies. The report summarizing the term, the direction for the new term, the report reviewing the Executive Committee and the draft resolution were carefully prepared, scientifically, and closely following reality.

Propaganda activities before, during and after the congress were promoted, focusing on propaganda on mass media, communication channels, social networks of Youth Union units and cultural, sports and volunteer activities, creating an exciting atmosphere and widespread influence among young union members.

With careful and systematic preparation, a spirit of solidarity and high responsibility, the Youth Union Congresses at all levels in Quang Ninh are a great festival for the youth of the whole province, arousing the desire to contribute, be creative and proactive for the sustainable development of the homeland and the country. This will also be an important premise contributing to ensuring the success of the Congress of the Ho Chi Minh Communist Youth Union of Quang Ninh province and the 13th National Youth Union Congress.

As a Union official working directly at the grassroots level, I really hope that the Provincial Ho Chi Minh Communist Youth Union Congress for the 2025-2030 term will continue to pay attention and propose practical policies and solutions to effectively support the Union activities at the grassroots level - where movements are directly deployed to young union members. We hope that the Congress will clearly orient solutions to improve the capacity and skills of Union officials, while encouraging the application of technology and digital transformation in movement activities.

We, the grassroots youth, believe in and are ready to join hands and respond wholeheartedly to the revolutionary movements launched by the Congress, contributing to building our homeland Quang Ninh to become increasingly rich, beautiful and civilized.

The Youth Union will have more models and activities associated with the application of information technology, administrative reform, and digital transformation.

In the context of strong digital transformation today, I hope that the Youth Union will have more practical models and activities associated with expertise, especially in the application of information technology, administrative reform, digital transformation in the field of public finance, contributing to building an increasingly modern, transparent and effective provincial administration. I myself also clearly identify the responsibility of young cadres, which is to always learn, innovate thinking, proactively adapt, and actively propose initiatives to spread the spirit of responsibility and dedication among the team of civil servants.

I believe that this Youth Union Congress will create a new turning point, adding more motivation for Quang Ninh youth to continuously affirm their pioneering role in the province's innovation and development.

As a member who is honored to attend the Congress of Ho Chi Minh Communist Youth Union of Quang Ninh Coal, I come to this Congress with great pride and expectations. I believe that the Congress will be a forum of wisdom and aspiration, the starting point for breakthrough actions in the new period.
