The project benefits a wide range of socio -economic activities.
Presenting the Report at the meeting, Minister of Construction Tran Hong Minh said that the closed investment of Ho Chi Minh City Ring Road 4 is necessary to improve the competitiveness of the economy; meet the requirements of connection, freight and passenger transport, serve socio-economic development, ensure national defense and security, shorten the distance and travel time between regions, create links between economic and political centers, localities, international seaports, international airports...
At the same time, meet the inter-regional transportation needs of the Southeast, South Central, Southwest, Central Highlands and connect with Cambodia; connect industrial parks, seaports and international airports; connect urban areas, expand and develop urban areas.
The investment project to build Ring Road 4 in Ho Chi Minh City is expected to bring huge economic benefits not only to traffic participants but also to a series of socio-economic activities in areas directly and indirectly affected by the Project (Ho Chi Minh City and the provinces of Ba Ria-Vung Tau, Dong Nai, Binh Duong, Long An...).
When the route is put into operation, inter-provincial vehicles will not have to pass through densely populated areas, significantly reducing travel time, transportation costs, limiting traffic congestion, and reducing environmental pollution in urban areas.
Together with the Ho Chi Minh City Ring Road 3 Construction Project, a remote ring road will be created to reduce inter-provincial traffic flow through Ho Chi Minh City.
With the role and significance of the route as mentioned above, the investment in the Ho Chi Minh City Ring Road 4 Construction Project is very necessary and urgent in the current period in order to soon put it into operation, promote socio-economic efficiency, ensure security and defense of the Southeast region and Ho Chi Minh City.
The project starts at Toc Tien-Chau Pha intersection (intersection with Bien Hoa-Vung Tau expressway and provincial road DT.992). The end point intersects with the North-South axis at Hiep Phuoc port area, Nha Be district, Ho Chi Minh City. The total length of the route is about 207.26km.
Regarding the scope of investment, the total investment length is about 159.3km; including: the section through Ba Ria-Vung Tau province is about 18.2km long, the section through Dong Nai province is about 46km long. The section through Ho Chi Minh City is about 20.5km long and the section through Long An province is about 74.5km long. The section through Binh Duong province (length of about 47.9km) has been approved by the People's Council of Binh Duong province for investment policy and is being implemented independently.
The project passes through Ho Chi Minh City and the provinces of Ba Ria-Vung Tau, Dong Nai, Binh Duong, Long An. The scale of the expressway investment, phase 1 (phased phase) is invested with a scale of 4 expressway lanes, design speed of 100km/h, roadbed width of 25.5m.
The completed investment phase has a scale of 8 expressway lanes. The total width of the roadbed (including expressway and parallel road) is 74.5m.
The form proposed by the Government is in the form of public investment for component projects of compensation, support, resettlement and construction of service roads and parallel roads. Investment in the form of PPP, BOT contract type for component projects of investment in construction of expressway sections.
The project is divided into 2 groups, including 10 component projects. The preliminary total investment in phase 1 is over 120,412 billion VND. The state budget capital is over 69,780 billion VND, of which the central budget capital is about 29,687 billion VND, the local budget capital is about 40,092 billion VND. The capital mobilized by investors is over 50,632 billion VND. The Government also proposed construction from 2026-2029 (striving to complete by the end of 2028).

Agree on the necessity of project investment and submit to the National Assembly at the 9th Session
Chairman of the Economic and Financial Committee Phan Van Mai said that the project meets the project criteria under the authority of the National Assembly to decide on investment policy as prescribed in Clause 1, Article 12 of the Law on Investment under the public-private partnership (PPP) method.
Therefore, the Government's submission to the National Assembly for consideration and decision on the investment policy of the Project is in accordance with the provisions of law. The Project dossier basically meets the requirements in Article 16 of the Law on Investment under the public-private partnership method.
Regarding the preliminary scope, scale, and preliminary design options, the Economic and Financial Committee recommends that the Government explain and analyze more clearly the advantages and disadvantages of each route option to serve as a basis for selecting the optimal route, ensuring suitability with the terrain conditions and investment efficiency of the Project.
At the same time, carefully review and calculate the traffic volume distribution along the entire route to arrange intersections in accordance with current regulations, to ensure safety during operation and exploitation and reduce and optimize the total investment of the Project.
Through discussion, the National Assembly Standing Committee agreed on the necessity of investing in the project and submitted it to the National Assembly at the 9th Session for consideration and decision on the investment policy for the Ho Chi Minh City Ring Road 4 project, in order to realize the Party's guidelines and orientations and the State's policies, create a breakthrough in the development and modernization of transport infrastructure, connect industrial parks, seaports and international airports, open up new economic development space, create momentum and spillover, contribute to improving the quality, efficiency and competitiveness of the economy.
