President Luong Cuong holds talks with Lithuanian President

Within the framework of the official visit to Vietnam of Lithuanian President Gitanas Nauseda and his wife, on the morning of June 12, after the official welcoming ceremony, President Luong Cuong and President Gitanas Nauseda held talks.

At the talks, on behalf of the Party, State and people of Vietnam, President Luong Cuong welcomed President Gitanas Nauseda, his wife and the high-ranking delegation of the State of Lithuania to officially visit Vietnam, emphasizing that this is the first historic head-of-state visit since the two countries established diplomatic relations in 1992, opening up many new cooperation opportunities, especially in areas where both sides have strengths and needs, and complement each other; is the basis for creating a new breakthrough, contributing to bringing the traditional friendship between Vietnam and Lithuania increasingly deeper, more substantial and effective; affirming that Vietnam always attaches importance to and wishes to strengthen cooperation with Lithuania, an important traditional partner of Vietnam in the region.

The President affirmed that the Party, State and people of Vietnam remember the valuable support and assistance that the Lithuanian people gave Vietnam in the past struggle for national liberation, as well as in the current national construction and development, emphasizing that these are sincere sentiments and invaluable assets, the basis for the two countries to continuously consolidate and develop cooperative relations in all fields.

President Gitanas Nauseda expressed his joy at visiting Vietnam for the first time; sincerely thanked President Luong Cuong and the Vietnamese people for the warm, respectful and thoughtful welcome for the delegation; expressed his impression and admiration for the great achievements that Vietnam has made in the Doi Moi process, being a country with the leading growth rate in Southeast Asia and the world ; affirmed that Vietnam is Lithuania's leading important partner in Southeast Asia and expressed his desire to develop the traditional friendship and multifaceted cooperation with Vietnam, especially in areas where both sides have many strengths and potential.

In an atmosphere of sincerity, trust and openness, the two leaders informed each other about the situation in each country; discussed extensively major orientations and specific measures to strengthen cooperation and elevate relations in the coming time.

In terms of politics and diplomacy, the two sides agreed to continue to increase contacts and exchanges of delegations at all levels, especially high-level ones, through all channels of the Party, State, Government, National Assembly and people-to-people exchanges, in order to further consolidate political trust and mutual understanding, as a foundation for expanding bilateral cooperation in all fields.

Regarding economy, trade and investment, the two leaders affirmed that this is an important pillar in bilateral relations; agreed that the two countries still have much room to increase the turnover of goods exchange; expanded cooperation mechanisms such as promoting the establishment of the Intergovernmental Committee on economic, scientific and technological cooperation; effectively implementing the Vietnam - EU Free Trade Agreement (EVFTA), creating favorable conditions for goods of each country to access each other's markets, thereby entering the EU and ASEAN markets; exchanging and promoting the signing of specific cooperation documents, including the Double Taxation Avoidance Agreement to remove all barriers and open up trade and investment relations. The two sides agreed to assign ministries, branches and localities of the two countries to closely coordinate to promote cooperation in specific fields.

The two leaders affirmed that the two countries have many high-quality agricultural products that can complement each other, and can cooperate in processing agricultural products to ensure sustainable development and food security.

The two sides agreed to promote experience sharing and enhance cooperation in science and technology, especially high technology, digital technology, information technology, financial technology (FinTech), artificial intelligence (AI), green transformation, and renewable energy, affirming that these are particularly important fields in the development process of each country, with great potential for the two sides to cooperate and exploit.

The two leaders agreed to promote cooperation in the fields of defense and security in accordance with international law and the policies and laws of each country, especially in crime prevention and control, information safety and security, contributing to common peace and security. President Luong Cuong invited President Gitanas Nauseda to attend the signing ceremony of the United Nations Convention against Cybercrime to be held in Hanoi in October 2025.

The two sides agreed to enhance cooperation activities and people-to-people exchanges to create cohesion and mutual understanding between the two peoples; further promote cooperation between localities of the two countries through trade, investment and tourism promotion activities.

Recognizing that Lithuania is one of the first EU member states to ratify the EU-Vietnam Investment Protection Agreement (EVIPA), President Luong Cuong suggested that Lithuania have a voice in urging the remaining EU countries to soon ratify this Agreement; and support the European Commission (EC) to soon remove the IUU “yellow card” for Vietnamese seafood exports.

President Luong Cuong and President Gitanas Nauseda witnessed the signing ceremony of cooperation documents between the two countries.

The two leaders agreed to continue to closely coordinate, share experiences and support each other at multilateral forums, especially the United Nations, within the framework of ASEAN-EU cooperation, contributing to solving regional and global issues.

Vietnam supports Lithuania in soon joining the Treaty of Amity and Cooperation in Southeast Asia (TAC), expanding cooperation with ASEAN and ASEAN member countries. Lithuania supports Vietnam in strengthening cooperation with the EU, bringing Vietnam-EU relations to a new height; affirming that it will cooperate closely with Vietnam both bilaterally and through the EU.

Exchange of Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Energy of Lithuania on cooperation in the field of energy.

On this occasion, President Luong Cuong thanked and asked Lithuanian authorities at all levels to continue creating favorable conditions for the Vietnamese community living in Lithuania to integrate more deeply into the host society, making positive contributions to the development of Lithuania as well as the traditional friendship between the two countries.

Discussing regional and international issues of mutual concern, President Luong Cuong asked Lithuania to continue supporting the stance of ASEAN and Vietnam on the East Sea, resolving disputes by peaceful means on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), contributing to maintaining peace, stability, security, safety, freedom of navigation and aviation in the regions and the world, for cooperation and common prosperity.

Exchange of Memorandum of Understanding on Cooperation in the Field of Agriculture between the Ministry of Agriculture and Environment of Vietnam and the Ministry of Agriculture of Lithuania.

The President of Lithuania respectfully invited President Luong Cuong to visit Lithuania at a convenient time. President Luong Cuong thanked the President and happily accepted the invitation; the specific time of the visit will be agreed upon by both sides through diplomatic channels.

At the end of the talks, President Luong Cuong and President Gitanas Nauseda witnessed the signing of a number of cooperation documents between the two countries in the fields of energy, science and technology, agriculture and finance.

Earlier, Lithuanian President Gitanas Nauseda and his wife visited and laid wreaths at the Ho Chi Minh Mausoleum and the Monument to Heroes and Martyrs.
