High-speed railway project: Ha Tinh ready to start construction of first resettlement area

The planned location for the resettlement area of the high-speed railway project in Lien Vinh residential area, Ha Huy Tap ward, Ha Tinh province.

In mid-August, in parallel with handling administrative procedures for people, organizations, businesses and local professional work, the People's Committee of Ha Huy Tap Ward also "raced" against time to complete procedures to ensure the groundbreaking of the resettlement area in Lien Vinh residential group on August 19 as required by the Government, the Ministry of Construction and Ha Tinh province.

The high-speed railway project on the North-South axis through Ha Huy Tap ward has a length of about 9.1km, affecting 1,067 households, of which 860 households have agricultural land (64.4ha) and 177 residential plots (10.2ha). It is expected that 207 households will be resettled in 3 areas, including 1 area in Lien Vinh residential area, 1 area in Ky Cac residential area and 1 area in Dong Tan residential area.

Of the three resettlement locations mentioned above, the resettlement area in Lien Vinh Residential Area - Ha Huy Tap Ward is the first resettlement area to start construction of the high-speed railway project on the North-South axis passing through Ha Tinh province.

The project to build a resettlement area in Lien Vinh residential area, invested by the People's Committee of Ha Huy Tap ward, has an area of 3.8 hectares, a total investment of 37 billion VND, and allocates 57 plots of land for households in Lien Vinh, Lien Huong and Nam Thuong residential areas. The location of the resettlement area in Lien Vinh residential area is quite convenient in terms of traffic connection, right in the existing residential area, near the headquarters of the Party Committee of Ha Huy Tap ward (headquarters of Thach Dai commune, old Ha Tinh city).

Mr. Nguyen Nhat Linh - Vice Chairman of Ha Huy Tap Ward People's Committee said: The Ward People's Committee has approved the feasibility study report and continues to prepare documents to submit to the Department of Construction for appraisal of construction design drawings. It is expected that on August 16, the selection of construction contractors will be completed, ensuring the commencement of construction on August 19.

According to Mr. Nguyen Nhat Linh, in order to complete the documents and procedures for the construction of a large-scale project, the commencement of construction of the railway project resettlement area according to the time and plan required by the Central and the province, especially when the 2-level local government model has only been in operation for more than a month, is even more difficult, encountering many obstacles. However, with the efforts of the local government, the active support from the province, provincial departments and branches, the difficulties and obstacles have been gradually resolved and handled. Up to now, the documents and procedures have been basically completed, ensuring the project can start construction on August 19.

“Along with the efforts of authorities at all levels, the consensus and support of the people, especially households expected to be within the project's impact area and subject to resettlement, are also key factors helping the resettlement project to be implemented smoothly,” added Vice Chairman of the People's Committee of Ha Huy Tap Ward.

Through discussions with many households expected to be in the affected area and have to relocate to new residences when the high-speed railway project is deployed through Ha Huy Tap ward, people expressed their agreement and willingness to move their houses to facilitate the project's implementation.

The house and land of nearly 2,000 ^square meters of Mr. Le Dinh Son and his wife are expected to be within the clearance area for the high-speed railway project.

“It is not right to say that we have to leave the land that we have been attached to all our lives without regret or hesitation. However, this is a key national project, and my family fully supports it. We only hope that the new living conditions will be better or at least equal to the old place so that our people can live comfortably,” said Mr. Le Dinh Son (born in 1953) - whose family owns a house and a plot of land of nearly 2,000 ^{square meters} expected to be within the clearance area for the high-speed railway project.

Mr. Hoang Van Lam - Head of Lien Vinh Residential Group said: In the past time, the Residential Group Executive Committee has coordinated with the authorities at all levels to organize propaganda and mobilize people to agree with the policy of implementing the high-speed railway project and resettlement area. People hope that the resettlement area construction project will start soon. It is also an honor that the resettlement area in Lien Vinh Residential Group was chosen as the first resettlement area to be built in the province.
